The Department' s representative is authorized to restate our position as expressed in the Department' s December 23 , 1990, Objections, Recommendations and Comments Report, and to listen to all parties. It is the Department's position that the adop- tion public hearing is not the proper forum for modifying the Department's position or approving proposed revisions to the comprehensive plan. The Department's representative is without authority to modify the Department's position or approve pro- posals discussed at the public hearing. The Department' s repre- sentative is authorized, however, to comment on proposals to resolve objections included in the report. Final approval of any proposal may only be granted by the Secretary of the Department of Community Affairs.
