The City Council of the City of Okeechobee, Florida, convened in a Recessed
Meeting in the Council Chambers at City Hall, Okeechobee, Florida, at 7:00 P.M.,
Monday, October 15, 1979.
President Edward W. Douglas presiding.
Councilmen Donald Burk, Jim Knight, and Oakland Chapman were present.
Councilman Lytle Raulerson was absent.
Others present were: Bonnie S. Thomas, City Clerk; David Conlon, City
Attorney and Sylvia Christian, Deputy Clerk.
79-5 FEDERAL REVENUE SHARING
President Douglas called for comments or objections from citizens present
regarding the second and final hearing on the Federal Revenue Sharing.
Citizen Susan Ferebee, 802 S.E. 9th Court, inquired as to the paving of
C~ty streets. President Douglas informed her the County is responsible for all
paving of streets.
Citizen Dean Byrd, 1202 S.E. 8th Drive, questioned the budgeted item for
Flagler Park. He was under the impression the County maintained all parks.
President Douglas informed him the County is responsible for the swimming pool
and library, and that the City maintains Flagler ?ark.
There being no further discussion regarding the budgeted outline of Federal
Revenue Sharing funds for 1979-80 budget, Councilman Knight moved to accept
Federal Revenue Sharing budget as outlined, seconded by Councilman Burk, vote
carried. Councilman Raulerson absent.

PUBLIC HEARING
79-97 TAX INCREASE
For the benefit of the citizens present Attorney Conlon explained the tax
increase. Certification of millage for 1978-79 budget was 3.94, certification
for 1979-80 budget is 4.017.
Due to the new laws the increase had to be published as a five per cent (5%)
increase, but in essence the over-all increase will be minimal.
Citizen Dean Byrd raised the question as to the need for an increase if a
surplus of monies exists~and only a portion is used for land purchase. He ob-
jected strongly to the tax increase and the land purchase. Mr. Byrd urged the
Council to reconsider the increase. He felt it is not needed at this time.
Citizen Steve Borinstein stated the Council should spend the monies on some-
thing other than the purchase of the one hundred fifty-four (154) acres of land.
He suggested taking over the paving of City streets.
Mr. Byrd stated the taxes should be spent supplying the citizens better
services such as increased police protection and City sewer.
Councilman Burk stated the Council has to plan for the future, anticipating
growth, etc. Plans for an expanded sewer system are already in the works.
Construction should begin on Phase I by next year.
President Douglas noted that in nine years of serving the people as a
Councilman, this is only the second time the taxes have been increased. For the
past three years the Council has decreased the taxes.
Citizen Joe Tootle appeared before the Council and asked if the City had
acquired a deed to the one hundred fifty-four (154) acres.
President Douglas informed him the City has a contract but no deed as of
yet.
Citizen Tootle stated his views opposing the land purchase.
Citizen Stephen Nelson inquired as to the intended use of funds acquired by
the tax increase.
President Douglas informed him the monies obtained from the five per cent
(5%) increase is for the over-all operation of the City.
Citizen Ray Fuller objected to the increase in taxes. He felt the citizens
of Okeechobee are being over taxed.
With no further discussion, Councilman Burk moved to set the tax millage at
4.137 for the 1979-80 budget, seconded by Councilman Knight, vote carried.
Councilman Rauterson absent.
