The City Council of the City of Okeechobee, Florida, convened in a Recessed
Meeting in the Council Chambers at City Hall, Okeechobee, Florida, at 7:00 P.M.,
Monday, October 1, 1979.
President Edward W. Douglas presiding.
Councilmen Donald Burk, Jim Knight, Oakland Chapman and Lytle Raulerson were
present.
Others present were: David Conlon, City Attorney; Janice M. Mann, Secretary
and Sylvia Christian, Deputy Clerk.
PROPOSED ORDINANCE - PROVIDING FOR THE LEVYING AND
79-95 COLLECTING OF TAXES - FIRST HEARING
President Douglas read by title only the proposed ordinance for levying and
collecting of taxes:
AN ORDINANCE PROVIDING FOR THE LEVYING AND COLLECTING
OF TAXES FOR THE CITY OF OKEECHOBEE, FLORIDA, FOR THE
FISCAL YEAR BEGINNING OCTOBER 1, 1979, AND ENDING
SEPTEMBER 30, 1980.
Councilman Knight moved to accept the first reading of the Ordinance for the
Levying and Collecting of Taxes, seconded by Councilman Raulerson, vote carried.
PROPOSED BUDGET ORDINANCE - GENERAL FUND - FIRST READING
President Douglas read the proposed Ordinance adopting a budget for the
General Fund as follows:
BE IT ORDAINED BY THE CITY COUNCIL AND THE MAYOR OF THE CITY OF OKEECHOBEE,
FLORIDA:
SECTION 1. The City Council of the City of Okeechobee, Florida, after
having held a public hearing on the Annual General Fund Budget, both operating
and debt service, hereby adopts as its budget the attached budget, which by this
reference is incorporated herein as though fully.set forth, for the operation of
the government of the City of Okeechobee for the fiscal year beginning October 1,
1979, and ending September $0, 1980.
SECTION 2. That is shall be the duty of the City Clerk to set up the
aforesaid appropriations of revenue and expenses on the account records of said
City, to keep such accounts thereof as required by the Charter of said City, as
may be directed from time to time by the City Council.
SECTION 3. Upon the effective date of this Ordinance, the Ordinance con-
trolling the temporary budget, being Ordinance No. 412 is repealed.
SECTION 4. That this Ordinance was proposed, considered and adopted under
the provisions of Section 166.041 (3) (b) Florida Statutes, and was enacted by
no less than a two-thirds vote of the City Council and shall become effective
upon final passage.
DONE AND RESOLVED and made effective this llTH day of _~, 1979.
Councilman Burk moved to accept the first reading of the Ordinance adopting
the Budget, seconded by Councilman Raulerson, vote carried.
79-5 FEDERAL REVENUE SHARING FUNDS - PROPOSED USE
Councilman Raulerson presented the proposed use of Federal Revenue Sharing
Funds.

After lenghty discussion, Councilman Raulerson moved to accept the intended
uses of Federal Revenue Sharing Funds, seconded by Councilman Burk, vote carried.
BUDGET CHANGES - LINE ITEMS
Councilman Raulerson noted the Council needed to add a line item to the
1979-80 General. Fund Budget for an inter-fund transfer of the Ninety-Eight
Thousand Six Hundred Sixteen and 67/100tbs Dollars ($98,616.67), and change
figures accordingly.
Councilman Raulerson moved to include the Budget changes in the Ordinance
read by title, seconded by Councilman Burk, vote carried.
79-94 GENERAL FUND BUDGET - ADVERTISEMENT
Councilman Raulerson moved to instruct the City Clerk to advertise the
tentative 1979-80 General Fund Budget including a notice of Public Hearing on
the use of Revneue Sharing Funds, seconded by Councilman Knight, vote carried. --~

The City Council of the City of Okeechobee, Florida, convened in a Regular
Meeting in the Council Chambers at City Hall, Okeechobee, Florida, at 7:00 P.M.,
Tuesday, October 9, 1979.
President Edward W. Douglas presiding.
Councilman Oakland Chapman, Donald Burk and Jim Knight were present. Council-
man Lytle Raulerson was absent.
Others present were: David Conlon, City Attorney; Richard B. Spray, Building
Official; L.C. Fortner, Jr., Director of Public Works; Keith Tomey, Fire Chief;
Larry Mobley, Police Chief; Janice M. Mann, Secretary and Sylvia Christian,
Deputy Clerk.
THe Invocation was offered by President Douglas.
MRS. LEO DAUGHTERY
Mrs. Leo Daughtery appeared before the Council to ask for a special con-
cession for Carlisle Thomas, former Chief of Police for twenty-six years.
Attorney Conlon advised Mrs. Daughtery it would be illegal to use City funds
for a retirement fund as such. During the period when Mr. Thomas was employed,
the City did not have a retirement fund.
79-58 MUZAFAR HUSAIN~ M.D. - ROAD FOR NEW OFFICE
Dr. Husain and Thomas Walker appeared before the council requesting Northeast
Thirteenth Street be opened from Parrott Avenue east toward Taylor Creek to
provide access to the new doctor's office.
Director Fortner informed the Council the road elevation level is needed so
construction can begin.
After discussion Council. man Knight moved to accept responsibility to open
three hundred (300) feet of Northeast Thirteenth Street east of Parrott Avenue,
seconded by Councilman Burk, vote carried.
