Dear Mr. Lamb:
The City of Okeechobee has entered into an agreement with our firm for the preparation of
a Master Sewer Plan.
Part of the work to be accomplished for this Plan is the identification of current and future
service areas for the collection of sewage. We understand that you are in receipt of the
water distribution service area map; the anticipated sewer service area would follow these
same lines to reduce the costs associated with separate utilities providing services within the
area.
In addition, the City has entered into an agreement with our firm for the planning and
designing of it's Wastewater Treatment Plant and Effluent Reuse Expansion Program. This
study is currently underway, but could be modified to include consideration of the receipt
of raw sewage from County facilities at a bulk rate. This would further the District's plans
for the regionalization of utilities services.
Mr. Terry Knepper, P.E., of our office and Mr. Ben Loftin, City Public Utilities Director met
with SWFWMD and FDER staff on November 22, 1991 to outline the City's expansion
program and to solicit input. Further, opportunities to discuss the City's program would be
. welcomed by the City, and we are aware that the District is very interested in the water and
• wastewater situation in the Okeechobee area. If you have any questions, please do not •

Dear Mr. Lamb:
The City of Okeechobee currently has a bulk water contract with
Okeechobee Beach. Water Association (OBWA) . This contract expires
in about 2-1/2 years. There are currently various discussions
taking place with regard to whether this contract will be
renewed. As you may be aware, the County is also contemplating
becoming involved in a water utility.
In the referenced permit application, the City service area was
defined, exclusive of OBWA, by a distribution system map. Since
that time/ the City has completed a water distribution. master
plan which more accurately reflects the service area. The area
is basically the same as the initial submittal, but does include
some looping of distribution lines to provide hydraulic balancing
of the system. . A copy. of the corresponding map is shown. We are
providing this information to the District so you can be more
definitely aware of the City service area limits which were used
in computing the required system flow. Our goal, obviously, is
to avoid the inherent expense of. having• multiple utilities
available to serve the same area. We do not know what service
areas, if any, have yet been defined: by either OBWA or the
County. However, the City would be very concerned if any of the
shown areas are included within the service area of any other
utility. The City' s ability to satisfy its debt obligations is
based partially upon continuing growth within its service area.
