Royce Director Okeechobee County Planning and Development Department 499 Northwest 5th Avenue Okeechobee, Florida 34972 Dear Bill: This is in response to your letter of September 8, 1992 in which you refer to the meeting scheduled between representatives of the City and County on September 15, 1992 at 1: 00 p.m. to discuss the City' s Petition to the Department of Community Affairs for an Administrative Hearing regarding the County' s adopted Comprehensive Plan. The City is pleased to learn that although Okeechobee County has not made an official appearance in the administrative proceedings currently pending before the Division of Administrative Hearings, the County is eager to meet with the City' s representatives, discuss the issues, receive recommendations and respond by agreeing to make changes to the County' s Plan and/or take other action which addresses the City' s concerns. The City Attorney and I are in complete agreement with your statement that a meeting between representatives of the City and County to discuss the County' s Comprehensive Plan is a good idea. The City Attorney and I are also in complete agreement that meetings between representatives of the City and County would be more productive if, in advance of such meetings, the City and County exchanged copies of written documents and other information necessary to successfully negotiate the issues. However, until the County completes its response to the City' s previous request for planning documents which were prepared for the County' s consideration during the plan adoption proceedings, it will be impossible for the City to complete its analysis of the County' s plan and the County' s action in adopting its plan so as to have a complete picture of what issues need to be discussed by the City' s and County's representatives. Royce September 9, 1992 Page Two Therefore, the City would greatly appreciate it if the County would complete its response to the public records request filed by the City on March 30, 1992 and partially responded to by the County on April 1, 1992 and June 4, 1992 . (See Paragraphs 15, 16 and 23 of the City' s Petition and attached exhibits "D" , "E" , "G" , and "H" . ) Also, in addition to the documents which the City requested in its March 30, 1992 public records request, the City would also appreciate copies of the following two documents referred to in the County' s Plan: ( 1) the Draft Okeechobee County Utility System Study (Craig A. Smith and Associates, 1991) referred to in "G. List of Sources" at page IV-63 of the April 1992 Data & Analysis document for the Water and Sewer Element; and (2) the Okeechobee County Utility System Study, referred to at pages IV-8, IV-10, and IV-24 of the April 1992 Data & Analysis document for the Water and Sewer Element. Please inform me immediately as to when and how the County will transmit the requested documents to the City' s Special Counsel for land use matters at the following address. Michael Wm.
