Re: Public Hearing, January 11, 1994; Proposed Staff Recommended Amendments to the
Text of the Water and Sewer Element of the Okeechobee County Comprehensive Plan
Dear Bill:
Today I received a copy of your January 5, 1994 memorandum to the Okeechobee
County Planning Board regarding the above-referenced public hearing. Attached to the
memorandum were copies of applications for map amendments and other documents regarding
text amendments. The last two pages of the document attached to the memorandum are titled
"Proposed Comprehensive Plan TEXT Amendments." (A copy of these two pages are attached
to this letter for your convenience.) At the bottom of those two pages appear footers which state
that the pages are "Proposed amendments initiated by Planning and Development Dept.
Okeechobee County Comprehensive Plan, For Consideration by Planning Board 1-11-94". The
last paragraph on page two of the document states the following:
Sanitary Sewer, Solid Waste, Potable Water, Drainage and Natural
Groundwater Aquifer Recharge Element. Because of possible progress
towards the provision of water and wastewater services in the County, staff may
recommend that some policies and data and analysis be amended.
Note: During the process of reviewing and amending the comprehensive plan, the
need for some additional amendments may become evident. If this is the case,
staff will recommend appropriate additional amendments for review by the
Planning Board.
Last week when I spoke to you on the telephone and asked you for a copy of any specific
agenda or back-up documents for tonights public hearing you said that no staff recommended
amendments to the water and sewer element would be made or taken up at the January 11, 1994
public hearing. You stated that such recommendations may be forthcoming at subsequent
hearings but that nothing would happen tonight. From the above-referenced quote it appears that

the staff may indeed recommend tonight that some policies and data and analysis be amended.
If there are any staff recommended text amendments to either the Goals, Objectives and
Policies (GOPs) or data& analysis, that will be presented or discussed this evening, I would
appreciate it if you would immediately hand deliver copies of said recommendations to City
Attorney John Cook at his Office in Okeechobee. The City would appreciate notice of such
recommended amendments because the City desires to publicly participate in the County's
planning process. If you cannot hand deliver such copies, please immediately call Mr. Cook's
office and instruct him or his staff of the need to pick them up.
If staff does not have any documents which contain such recommended amendments but
intend on making such recommendations orally to the Planning Board, please inform Mr. Cook
immediately by telephone of staffs intention to do so, such that Mr. Cook may be apprised of
any need to represent the City's interests in this matter by being present at the public hearing
tonight. If Mr. Cook doe not receive either copies of recommended staff amendments or a
telephone call indicating that such recommendations will be made orally, the City will assume
that no such staff recommendations will be made, discussed or forthcoming at tonights public
hearing.
Bill, thank you again for your time and consideration in this matter and for continuing to
extend to the City the opportunity to participate in the County's comprehensive plan amendment
process.
