RECESSED MEETING THURSDAY, MAY 17, 1979
The City Council of the City of Okeechobee, Florida, convened in a Recessed Meeting
in the Council Chambers at City Hall, Okeechobee, Florida, at 7:00 P.M., Thursday, May 17,
1979.
President Edward W. Douglas presiding.
Councilmen Donald Burk, Lytle Raulerson, and Oakland Chapman were present. Council-
man Jim Knight was absent.
Others present were: Bonnie S. Thomas, City Clerk; Richard B. Spray, Building Of-
ficial; David Conlon, City Attorney and Sylvia Christian, Deputy Clerk, L.~. Fortner.
EMPLOYEE APPLICATION
City Clerk Bonnie S. Thomas presented an application for secretary, Janice Marie
Mann, starting salary of $16J.00 per week with an additional $25.00 per month for Plan-
ning Board Meeting.
Council was in agreeance.
BUILDING PE~4IT FEES
79-59 ELECTRICAL AND pLUMBING CODE FEES
Building Official Richard B. Spray presented a list of comparable fees 'from other
cities to the Council. President Douglas suggested that Councilman Raulerson look over
the list and begin discussion.
Attorney Conlon requested a list of present fees for comparison. Present fees are --~
as fellows per Building Official Spray:
1. Plumbing - each fixture $1.00
2. Building Permit - $10.00 up to $3,000.00
$3.00 per thousand to $15,000
$45.00 for $15,000 plus $2.00 per thousand thereafter to
$100,000 - $1.00 per thousand over $100,000
Councilman Raulerson requested a per square footage charge for a building permit
since the present fee is outdated.
After a great deal of discussion between Councilman Raulerson, Building Official
Spray and Attorney Conlon, the following proposal was made:
1. Residential (combined area) - 4¢ per square foot
2. Residential rental unit - 4~ per square foot
3- Ail commercial (business, etc.) - 55 per square foot
4. Warehouse and storage area - 3~¢ per square foot
5. Parking lots, walkways, driveways, tennis courts, patios - 1¢ per square foot
Councilman Raulerson suggested there be a charge per square foot with one bath, with
$1,000.00 for each additional bath, cost of construction of the house.
The present basic fees on air-conditioners are acceptable.
The proposed 'plumbing fees are as follows:

Other special fixtures $5.00 each. Minimum fee for any Plumbing Permit is $5.00.
Councilman Raulerson moved to authorize Attorney Conlon to begin drafting an amend-
ment to the current ordinance to prepare for public hearing, new permit fees as studied
in tonight's meeting seconded by Councilman Burk and vote carried.
?9-60 SEWq~R PLAN~ EXPANSION
Director of Public Works L.C. Fortner brought to the Council's attention for dis-
cussion the purchase of a package plant. The City must obtain a permit from the
Department of Environmental Regulations to install a package plant.
Before a permit is issued a waste load allocatien has to be determined on Taylor
Creek.
The plant capacity is 300,000 gallons per day. The present plant
can not properly t~eat this amount. There is a need for a second plant.
It was decided to advise Jupiter that we are interested in the second plant but
cannot move without a permit, our Engineer will be asked to file the request for a
permit.
Director of Public Works Fortner was instructed to obtain prices for moving and
installing the plant in the event we do purchase it.
79-9 AMENDMENT #2 - l~000 DISCHARGE PER DAY
A. Hospital Corporation of America
Hospital Corporation of America has requested a statement for additional discharge.
They anticipate a greater need when 75 beds are filled during winter season.
Councilman Raulerson stated there should not'be any problem with the- hospital
itself u~ng 20,000 gallons per day as long as it is the hospital only and not ad-
ditions to the hospital grounds. Councilman Raulerson felt that the original agreement
of 15,000 gallons was only an estimate.
After a brief discussion of the matter Director of Public Works L.C. Fortner stated
he would return the contract as is, due to the present moratorium.
B. DOCT(I~S OFFICES
Hospital Corporation of America has also requested the doctors offices be connected
to the sewer system, and they have presented an application for septic tank to the
Health Department. The Health Department stated they can not issue a permit if a sewer
is available within one hundred (100) feet, according to the copy of the Florida Admin-
istrative Code.
The sewer system is not available at the present time because of the moratorium.

79-6 KELLY TRAILER PARK
Contractor Markham Pipeline would like the opportunity to ~ent the City's driving
machine equipment for putting steel casing under Highway 70 for the electrical wire.
The Council felt that this was not in the best interest of the City and declined
the request.
79-32 FLORIDA SCHOOL F~ BOYS
In regards to the Florida School for Boys request for water service, it was noted
that this would require another overhead tank north of town or another underground
storage tank with a booster pump.
An underground storage tank would be able to service a greater area other than
just the Boy' s School.
The estimated cost of an underground storage tank is Five Hundred Thousand Dollars
($~00,000.00) plus four additional water mains along the highway for a total of Seven
Hundred Fifty Thousand Dollars ($7~0,000.00). The cost to the City would be approxi-
mately 50% with the Boy's School paying the remaining 50%.
No action taken on this matter at this time.
79-12 DOG ORDINANCE
Humane Officer Hunter was asked to discuss the general problems existing with
animals within the City. He stated that there are a minimum of problems because 98%
of the people cooperate.
The Council looked over the rough draft of the amended Dog Ordinance, presented
by Attorney Conlon.
After brief discussion the Council agreed on an Impounding Fee of Three Dollars
($3.00) and a Boarding fee of Three Dollars ($3.00) per day.
The Council then discussed an Adoption Fee of Fifteen Dollars ($15.00). Attorney
Conlon also stated he will amend Section 6 to read "No owner of a dog or cat shall
allow their dog or cat to run at large".
Attorney Conlon will continue drafting the amended Dog Ordinance.
HORSE PASTURE
Humane Officer Hunter asked that a horse pasture be found to keep the stray
horse in. It is becoming quite a problem to keep the horse with the other animals.

Councilman Burk moved to limit the Workshops to 9:30 unless the President deemed
it necessary to prolong them, seconded by Councilman Raulereon and vote carried.
