RECESSED MEETING THURSDAY, APRIL 5, 1979
The City Council of the City of 0keechobee, Florida, convened in
a Recessed Session in the Council Chambers at the City Hall, 0keechobee,
Florida, at 7:00 P.M., Thursday, April 5, 1979.
President Edward W. Douglas presiding.
Councilmen Donald Burk, Oakland Chapman, Jim Knight and Lytle Rau-
lerson were present.
Others present were: L.C. Fortner, Jr., Director of Public Works;
David Conlon, City Attorney; Bonnie S. Thomas, City Clerk and Sylvia
Christian, Deputy Clerk.
79-27 FIRE CHIEF APPLICANTS
The following applicam~s for Fire Chief were present for fifteen (15)
minute interviews with the Council:
1. Pa.~l L. Platt - Westfield, Indiana
2. Hargres Maness - Lawrenceburg, Kentucky- unable to attend
3. E. H. Reutebuch- 0keechobee, Florida
4. Bruce Zamelsky- West Palm Beach, Florida
5. Daniel R. Spillman - 0keechobee, Florida
The remaining Fire Chief applicants to be interviewed at a later date.
79-30 PARK
Director Fortner submitted a price of approximately Twenty Three Thou-
sand Four Hundred Five and no/100 dollars ($23,405.00) for sprinkler systems
in six (6) parks.
79-25 PROPERTY - 1~4 ACRES
Attorney Conlon informed the Council that if the property the City is
wishing to acquire is purchased on an installment basis it will have to go
through a Revenue Bonding procedure. It would be best if it could be done
on a cash sale.
Purchase must be done by Resolution.
Councilman Raulerson submitted two appraisals:
Ronald Hunt Realtor - $2,700.00 per acre.
Gil Culbreth Realtor - $3,500.00 Per acre.
He submitted two bills at Fifty dollars (-$50.00) each for appraisal
fees from the two Realty Companies.
It will be September before enough Certificates of Deposits are mat-
ured to purchase the property.
Councilman Raulerson informed the Council of a Certificate of Deposit
maturi~ April 6, 1979 and he suggested it be put in a Passbook Savings,
making the funds immediately available when needed for land purchase trans-
actions. The Council agreed.

Attorney Conlon informed the Council that a contract is in the mail
to them for the land purchase and as soon as he receives it a special meeting
~should be called for signing it.
ZONING ORDINANCE
Clerk Thomas informed the Council that the Zoning Ordinance does not
have to be filed with the Secretary of State. The City Charter does not
require Ordinances to be filed in the Secretary of State's Office.
:~. The Council requested a letter of conformation as per her telephone
conversation with the Office of Secretary of State.
79-2# 201 FACILITY PLAN
Director Fortner asked if the Council wishes to proceed with application
for 201 Facility Plan grant. The Engineer will do field work.
Councilman Knight made a motion to proceed with 201 Feeder Sewer Line
Application A, seconded by Councilman Burk and vote carried.
79-46 EQUIPMENT - MOTOR GRADER
Director Fortner told the Council that the Motor Grader is almost
beyond repair. He wishes to use Certificate of Deposit Monies to purchase
a new one. Three suggestions for the Council's consideration are:
(1) buy on a lease (2) repair old one (3) cash purchase
Director Fortner agreed to research further before a decision is made
by the Council.
An approximate price for a new motor grader is Seventy Two Thousand
Dollars ($72,000.00).
79-47 PARKING VIOLATION
Attorney Conlon informed the Council that he has located a building
under construction that is in violation of the parking area requirements ac-

Building Official Spray is to be instructed to notify Williard Mays
and Curtiss Kicliter that they are in violation.
79-45 HOLIDAY
Clerk Thomas informed the Council that for the past two years City
Employees have had Good Friday off as a paid holiday~ will the Council allow
this helid~y
The Clerk submitted a list of Holiday's for the remainder of the year
to be approved.

Labor Day - September 3 - Monday

Ch.ristmas - December 24 and 25 - Monday and Tuesday
Councilman Chapman made a motion to accept proposed holidays, motion
died for lack of a second.
Councilman Knight made a motion to grant all holidays as proposed
except Veterans Day, seconded by Councilman,Chapman, Councilman Burk
and Raulerson opposed. President Douglas accepted the proposed calendar
with the exception of *Good Friday and *Veterans Day.

There being no further business, the Council Recessed at 10:10 P.M.

79-1 APPROVAL OF MINUTES
It was moved by Councilman Burk and seconded by Councilman Chapman
and vote carried that the minutes of March 22 and 27, 1979 be approved
as recorded with corrections.
79-2 ! PUBLIC HEARING
ORDINANCE NO. 408 - ZONING ORDINANCE - FINAL READING
Councilman Burk moved to adopt "An Ordinance completing Ordinance
Number 402 Zoning Ordinance for the City of 0keechobee, Florida providing
