Domer President City Council __~ City of 0keechobee ATTEST: S~via Christian Acting City Clerk City of 0keechobee RECESSED MEETING THURSDAY~ NOVEMBER 9~ 1978 The City Council of the City of 0keechobee, Florida, convened in a Recessed Meeting in the .~ouncil Chambers at the City Hall, 0keechobee, Florida, at 7:00 P.M., Thursday, November 9, 1978. President Pro-Tem Edward W. Douglas presiding. ---. Councilmen Lavon Bass and Lytle Raulerson were present. Council- man Jim Knight and President Russell V. Domer were absent. Board of Adjustments and Appeals present were ~as follows: Carey Baggett, Lacy Barton, Landon Fortner, Emory Walker and Leon Willis. Others present were: Audley DuD_ham, Mayor; L. C. Fortner, Jr,, Director of Public Works; Richard B. Spray, Building Official; Dr. Ernest R. Bartley, Planning Consultant and Sylvia Christian, Acting City Clerk. CERTIFIED MILLAGE FROM PROPERTY APPRAISER President Pro-Tem Edward Douglas informed that the Council needed to discuss the millage for this years Budget. He stated the figure was 4.51 last year. The Certified Millage from the County iS' 3.94 for this year. The Council has budgeted 0mm Hundred Fifty Five Thousand Dollars for Taxes in this years budget. If the 3.94 Millage is adopted it will yield One Hundred Fifty Nine Thousand Six Hundred Fifty Dollars, Whereas the 4.51 will yield One Hundred Eighty Two Thousand Seven Hundred Forty Seven Dollars. It was suggested by the Auditor, Lee Thomas, -- that Five Thousand Dollars be dropped from the Forty Four Thousand Four Hundred needed for Debt Service~ this would leave Thirty Nine Thousand Four Hundred. Millage would be computed at .O0088. 2347 Following discussion Councilman Raulerson moved to accept 3.94 Millage on Evaluation of Property Taxes and .00088 on Debt Service, seconded by Councilman Bass and vote carried. Finalizing of Budget to be at Meeting of November 14, 1978. LOCAL GOVERNMENT COMPREHENSIVE PLANNING ACT Dr. Ernest R. Bartley, Planning Consultant, appeared before the Council ~o answer any questions on the New Zoning Ordinance. 1. ZoninK On Proper. fy A piece of property located on South 441. It consists of Lots 1,2,7,$,9 and 10 in Block 34. It is zoned Commercial and has a residence located on the property. The owners wish to li~e in the residence and operate a business on the front of the property. Dr. Bartley informed that as long as the residence is st~ulding it can be lived in and the front property can be used as Commercial. The City can not grant a use variance. 2. Duti?.s of Board of Adjus.t~t and Appeals The Board of Adjustment and Appeals have three funciim~s~ 1. To serve as an instrument of appeal from decisions of the Building Inspector involving interpretations of the Ordinance. 2. Imp~wer~d to grant variances. 3. To grant special exceptions.
