A. Consider approval of plans for a Butterfly Garden Project in Park Maureen Burroughs of Okeechobee Main Street(OKMS)and Dan Culbert of the Florida Extension Office addressed
No. 6, submitted by Okeechobee Main Street and the University of the Council by explaining that OKMS received a$5,000.00 grant from Waste Management/Keep America Beautiful,
Florida Extension office-Dan Culbert. for beautification purposes. Originally, the grant was earmarked for the Court House Park project.The grant money
needs to be utilized before March,therefore, another project had to be found.OKMS approached Mr.Culbert,as the
Council approved, on August 20, 2008, the continuation of the Public Education and Outreach Program between
UF/IFSA Florida Yards and Neighborhoods and South Florida Water Management.
Mr. Culbert displayed a large site plan of Park No.6, indicating the 4 sections of the proposed"colored"garden,with
each end open for tree's to be planted. Four to six park benches would be purchased and installed around the tree's
to encourage use of the garden, Mrs. Burroughs distributed an information sheet regarding the benches so Council
could see the style, size and type of material.Administrator Whitehall noted that the garden would be set back from
the"circle"approximately 25 feet.The"white garden"is a trellis type garden. It was also noted that OKMS met with
Hamrick Trust representatives regarding the project.
Mr. Whitehall added that Park No. 6 does not have irrigation at this time. Although there are plans to add water to
Parks 5 and 6, he asked, "would we have to worry about over watering?" Mr. Culbert answered,we will work with
Director Robertson on that, most likely they would propose a "leaking hose"for the area, something on a battery-
operated timer would be sufficient,and it would only have to be used less than 6 months each year once the plants
are established. However, sprinklers for grass watering would need to be adjusted so as not to water the garden.
Council Member Watford moved to approve the plans for the Butterfly Garden Project in Park No. 6 as
submitted by OKMS and University of Florida Extension Office:seconded by Council Member Williams.
Mr. Lee Jolicoeur noted the project looked very nice. However, he expressed his concern over hindering the use of
Park No.6 by various organizations who utilize this park for festivals throughout the year.They use the circle as the
main focal point. Mr. Culbert responded that overall, the garden is only using 10 percent of the park. The garden
should enhance the festivals,as long as the plants are not stomped on when they are young.Council suggested to
City Staff that temporary fencing might need to be installed until the plants are mature.

Good morning-
I plan to discuss the'flower garden'proposal(attached,but kind of hard to follow)with each of you. I've also attached some supporting documents(legend).
Donnie,Oscar and I met with representatives from the extension office and Main Street. We reviewed much of the particulars,incl long term maintenance
responsibilities,defined the City's involvement to use of a backhoe to clear the sod and provide lead on some'temporary'irrigation installation. The flower garden
will be about 25'in circumference around the existing center brick paver area. They've run the project by the Hamrick trust for what it's worth.They'd like to install
one arbor,two trees,and a cpl of benches in the'park'along with the flower configuration. We reviewed the'bench policy'of no advertising. One established,all
of the vegetation is designed to thrive on natural rainfall. All in all,I think the venture is good one,as Donnie and I have had many conversations as to how the
City can improve the parks,at least visually.
I planned on having them come to the City Council meeting on Jan 20th,but now am being advised that they with to have an Arbor Day event wherein the
Extension Office is donating two(2)oak trees for planting on the east side of Park 6 where we've lost a cpl of trees....the Arbor Day event is Jan 16th (which is
before the next Council mtg).
In connection with that event they(Extension office and Main Street)want to use that opportunity to explain the flower garden.
So,while they still anticipate coming to the 1/20/09 Council meeting,the 1/16th'announcement'would be premature. Is it ok,for the Extension office/Main Street
to proceed with the Arbor day event and garden announcement?

A proposal for consideration by the South Florida Water Management District
to continue public education and outreach programs regarding Stormwater
Management for Okeechobee communities through the OF/IFAS Florida Yards &
Neighborhoods Program
The Comprehensive Stormwater Management Plans for the City of Okeechobee as well as
Okeechobee County include education and outreach measures which are mandated by the
USEPA and the Florida DEP.
Florida Yards & Neighborhoods (FYN) is a University of Florida educational program that
encourages homeowners, landscape maintenance personnel and others to implement
environmentally friendly practices to conserve water and protect water quality and meets this
education component requirement.
Background: Initial FYN funding came from EPA non-point source pollution monies
administered by the Florida Department of Environmental Protection. These grants fund the
program for up to three years. The intent is that a modest FYN budget will be to demonstrate
results and then be subsequently funded by federal, state, regional, local and/or utility
partnerships.
FYN has been operating in Okeechobee, Highlands and Glades Counties for two years and has
provided education about reducing non-point source pollution to citizens in the three counties.
Efforts: In 2007, Educational activities have included 46 workshops, civic club presentations,
homeowner's associations, 4-H activities and school activities reaching 1,154 people. Brochures
and handbooks are routinely distributed to teachers.
Media efforts have included print media including 23 regular feature newspaper articles in
Okeechobee, Glades, and Highlands County newspapers, an online newsletter distributed in all
counties, and 6 local radio broadcasts.
Information on Florida-Friendly landscaping practices has been distributed at events in all three
counties. Several thousand brochures, especially the FYN Yardstick Workbook, the Guide to
Florida-Friendly Landscaping, and DEP brochure, Fertilizers and Lake Okeechobee, have been
distributed widely.
Youth education has included participation in 4-H youth programs, including the founding of a
new 4-H group,the Mighty Sprouts,where Florida Friendly principles are promoted. Workshops
have been held with children and, if funding continues, school programming may be increased in
the 2008-09 school year.
Local program results: In a survey mailing in 2007 one thousand FYN brochures were mailed to
households in Okeechobee. The returned surveys helped to tailor workshops to the needs of the
community. A follow-up survey has been recently mailed and responses will be used to evaluate
and improve the initial phase of the program.
EPA/ FLDEP Grant monies are due to expire in December of 2008. We propose that Florida
Yards & Neighborhoods provide the education and outreach services needed by the county and
city. The FYN program fills the need for the required educational component of the
Comprehensive Stormwater Management Plans.
The FYN program is already in place, staffed with one full-time professional, who is meeting the
educational needs of the communities and a very effective educator. To fully fund this program
will require$45,000 annually for full funding.
The proposed project will be funded by the SFWMD to benefit the City of Okeechobee and
Okeechobee County.
Upon acceptance by the District and the University of Florida, 24 weeks (i.e. —6 months) of
programs will be provided by a FYN program professional to include the following program
activities:
* 12 public workshops or seminars will be held to provide continuing education to
residential audiences regarding the 9 principles of Florida-friendly landscaping.
* 6 news articles or newsletters discussing principles of FYN will be produced and
distributed to Okeechobee area property owners.
* A public demonstration site will be selected and the landscape renovated to demonstrate
locally appropriate principles of FYN. Material costs will be provided by donations from
local businesses. Government and private service providers will be trained as they assist
with services needed to demonstrate principles and practices
* A comprehensive final report will be provided to the SFWMD, Okeechobee City,
Okeechobee County and the University of

In support of this proposal, the SFWMD agrees to IFAS Extension Neighborhoods
provide funding in the amount of $20,000 to the DEMONSTRATION
