The City Council of the City of Okeechobee, Florida, held a Budget Workshop session in
Council Chambers, 55 Southeast Third Avenue, Okeechobee, at 7:00 P.M.

James H. Knight, Vice-Chairman
Dowling R. Watford, Jr.

536.01 - 536.02/WATER & S~ER
The Council reviewed the line items of the Water & Sewer Budget expenditures.
1) Overtime - $12,000.00/has been reduced drastically - ~ount approved.
2) Water Plant Pump House - $20,000.00/roof repair - Director Fortner to check into
Okeechobee Beach Water paying 30% of the repair as stated in agreement. Amount approved.
3) THM (Trihalomethane) modifications - $15,000.00/required by Federal government by
November 1983. Amount approved.
4) Other improvements - $43,000.00/to follow the Comprehensive Plan, upgrading the system
Amount approved.
5) Backhoe - $50,000.00/ to replace 1971 backhoe. Brief discussion. Director Fortner
asked to check into purchasing a used backhoe as opposed to a new one - Amount approved.
6) Fire Hydrant Demand Charge - $27,000.00/ Council discussed at length. Fortner asked to
develop cost estimate for a maintenance agreement for the General Fund and County to
reimburse the Water & Sewer Fund for upkeep of the fire hydrants.

kdministrator Fellows reported on his findings regarding the cross training of patrolmen as
firefighters. Fellows advised that Three Thousand Dollars(S3,000.00) has been placed in the Police
Budget and Ten Thousand Dollars ($10,000.00) in the Fire Budget to provide for the additional
manpower (either by cross training or increased volunteer pay).
The Council discussed the alternatives briefly, no decisions at this time.
Chai~an Douglas brought up for discussion, a merit increase for the City Administrator
which he did not receive in the 1982/83 fiscal year.

The Chairman suggested paying the Administrator's insurance and retirement in lieu of a
merit increase.
Council discussed the matter briefly. Councilman Watford stated that all employees should
be treated the same. Clerk Thomas also had not received a merit increase.
The Council authorized a five percent (5%) merit increase for the City Administrator and City
Clerk.
g~-70 PROPOSED MILLAGE
City Administrator Fellows advised the Council that if the present proposed millage rate is
adopted the City will depleat the reserve funds to approximately Fifty-Nine Thousand Dollars
($59,000.00).
To build up the reserves, Fellows suggested three (3) alternatives; 1) to raise taxes;
2) special assessment (for street, highway and drainage maintenance); or 3) decrease expendi-
tures further.
The Council discussed the three (3) alternatives at length, and agreed to set the millage
rate at 4.935~ (the maximum allowed) and work towards establishing special assessments.

The Budget Workshop adjourned at 8:45 P.M., which was followed by a Special Meeting.

$~-70 SPECIAL MEETING WEDNESDAY, JULY 27, 1983
Chairman Douglas called the Special Meeting to order at 8:45 P.M. for the purpose of
setting a tentative Millage Rate for the 1983/84 fiscal year.
Councilman Watford moved to set the tentative millage rate at 4.935%, Seconded by Councilman
Knight. Motion carried unanimously.
Councilman Knight moved to proneed with the special assessment concept, Seconded by Council-
man Watford. Motion carried.
The Council discussed the Debt Service, last year set at .127. The Administrator noted that
the Debt Service is levied against each homestead.
Councilman Thomas moved, Seconded by Councilman Chapman to set the Debt Service at .15.
Motion carried.
ADJOURNMENT
There being no futher business, the Special Meeting adjourned at 9:00 P.M.
