MINUTES OF THE TECHNICAL REVIEW COMMITTEE THURSDAY, FEBRUARY 21, 2013, 10:00 A.M. CITY OF OKEECHOBEE 55 Southeast 3rd Avenue Okeechobee, Florida 34974 Page 1 of 3 I. CALL TO ORDER — Chairperson. The meeting was called to order at 10:03 a.m. by Chairperson Whitehall. II. STAFF ATTENDANCE — Secretary. MINUTES — Secretary. A. Building Official Newell moved to dispense with the reading and approve the November 15, 2012 Technical Review Committee regular meeting minutes; seconded by Public Works Director Allen. Motion carried unanimously. IV. NEW BUSINESS — Chairperson. A. Okeechobee County. 13- 001 -TRC. Application was submitted by Ron Cauthan, P.E. for Chastain Skillman, Inc., on behalf of the property owner, Okeechobee County BOCC, in regards to the construction of a new 12,000 square foot government office building and drive —thru located at 307 NW 51h Avenue, Okeechobee, FL. This is Phase One of the Master Site Plan — Senior Planner. The Master Site Plan included with the application, identified for this property the existing Property Appraiser and Tax Collectors office building, the proposed 12,000 square foot subject building, a future 12,800 square foot government office building, retention area, and two future parking lots, one with 22 spaces and a drive -thru, the other with 11 spaces, two being handicapped. TRC - February 21, 2013 - Page 2 of 3 IV. NEW BUSINESS CONTINUED. A. Okeechobee County. 13-001-TRC continued. The focus of discussion was on the parking requirements, how much could be reduced and what could be deferred, as basically the applicant was requesting no off - street parking be constructed for the new building. Planner Brisson explained the proposed govemment building's 27 parking space requirement was based on the net square footage (10,911 s.f.), rather than the normal gross square feet area. The applicant is requesting a 50 percent reduction in parking space requirements (13 spaces) and to defer the construction of off - street parking areas indefinitely. A parking study /survey supplied by the applicant indicates 121 on- street parking spaces in the immediate vicinity, an average of 70 were being occupied. Mr. Donnie Oden, County Facilities Maintenance and Development Services Director, added that while conducting the study, it was observed the majority of spaces occupied at the corner of Northwest 6th Avenue, were Sheriffs Office employees. County and Sheriffs Office Staff are working toward resolving this by proposing to move surplus vehicles from the Sheriff Office on -site parking lot to another area on their property. This would allow Sheriff Office employees to park in their designated area and open more on- street spaces. Following a lengthy discussion, the consensus of the TRC was to reject the proposal to indefinitely defer off - street parking construction, and require the 22 -space parking area identified on the Master Site Plan as "Future Parking," and located on the Northwest corner be constructed by Fiscal Year 2014 -2015. In addition, a Photometric Lighting Plan will need to be submitted prior to constructing the parking. Discussion then turned to the Landscaping Plan, which needs to be modified to include seven additional trees along Northwest 4th Street. It was noted that the County Extension Office staff examined the mature oak tree on the site and it will have to be removed. It was also noted by Major Noel Stephen, Okeechobee County Sheriffs Office, that there had been no final decisions made regarding the Sheriffs Office possibly occupying the current Property Appraiser and Tax Collectors office building. Comments from the Departments: County Environmental Health Department: No issues were received. OUA: Mr. Hayford stated the project would be connecting to the water main tied onto Northwest 7th Avenue extending eastward under the skate park, and further to Northwest 3rd Street; and tying into the existing 2- inch water main on Northwest 5th Avenue. A fire hydrant will be installed at the corner of Northwest 5th Avenue and 3rd Street to provide additional fire protection for the south side. In regards to wastewater, the project will be tying into the gravity line running along Northwest 5th Avenue. OUA Field Crews completed pressure testing for the site; an issue with slower flow was discovered on Northwest 2nd Street which could be due to deteriorating values on Parrott Avenue (Highway 441), these will be scheduled for repair after the winter season. Building Official: Mr. Newell's main concern was employee parking. The reason for the new building is because of the state's requirement that the driver's license bureau be housed with the Tax Collectors office. This will create an increase in traffic for this area and he suggested a designated employee parking lot. Public Works: Mr. Allen was concerned with parking as well and with how the County would be enforcing the designated parking areas for the employees. His other concern was maintaining enforcement consistency of allowing the County to park on unimproved areas, when other businesses have been required to improve the parking area, or move the vehicles. One suggestion noted was to add signage for employee only parking area. Police Department: No issues were received. TRC - February 21, 2013 - Page 3 of 3 IV. NEW BUSINESS CONTINUED. A. Okeechobee County. 13- 001 -TRC continued. Fire Department: Chief Smith noted that all entrances, exits, and alleyways would have to be open for Fire Department equipment, and marked appropriate for no parking in these areas. Fire Chief Smith moved to approve Application No. 13- 001 -TRC to construct a new 12,000 square foot government office building and drive —thru located at 300 NW 60 Avenue, with the following contingencies: The TRC finds and recommends to the City Council that there is sufficient surplus on- street parking in the immediate vicinity of the proposed building to justify the reduction of the required parking by 13 spaces. The TRC finds and recommends to the City Council that there is sufficient surplus parking in the immediate vicinity of the proposed building to justify deferral of the construction of a 22 space parking lot until 2014/15 Fiscal Year. The Landscape Plan be modified to include seven additional trees to be located in the 10 -foot perimeter buffer along the 170 foot of frontage of the project along Northwest 4th Street. Submittal of a Photometric Lighting Plan meeting the requirements of City Code Section 78- 71(a)(5) prior to construction of the 22 space parking lot; seconded by Public Works Director Allen. Motion carried unanimously. V. ADJOURNMENT— Chairperson. Other employees and visitors use the on- street parking. Presumably, this building is grandfathered without the need to provide off - street parking. Therefore the parking requirement for this project is limited to that necessary to serve the new PA /TC /DL. @ one space per 400 square feet of governmental offices. 10,911 sf new PA /TC /DL building requires 27 spaces. If a parking reduction is approved under the provisions of Sec. 90 -485, the reduction is limited to not more than 50% of the number of required off - street parking spaces may be deferred. The existing building will remain and will be utilized by the Okeechobee County Sheriff's department. 2.0 EXISTING SITE The 2.07 acre parcel as mentioned above contains the existing 10,600 sq. ft. Property Appraiser /Tax Collector office, a 1,300 sq. ft. warehouse building, temporary grass parking areas and associated drives and pavement. The existing improvements were constructed back in the mid 1960's. The remainder of the site is undeveloped. There are no existing SFWMD permits on the 2.07 acre parcel. 3.0 PROPOSED SITE IMPROVEMENTS The proposed improvements include demolition of the 1,300 sq. ft. warehouse building and 1,476 sq. ft. of concrete pavement. Construction of a new 12,000 sq. ft. building is proposed which will serve as the new Property Appraiser /Tax Collector /Driver's License office along with a new 1,557 sq. ft. access drive. A dry retention pond is proposed along the west and southern boundary of the proposed building. The pond's outfatl will tie into the existing curb inlet located at the corner of N.W. 6th Avenue and N.W. 3rd Street. The new 1,557 sq. ft. access drive will not be picked up in the proposed stormwater management system due to site restrictions. However, the overall net "pavement" proposed is only 81 sq. ft. (1,557 sq. ft. new - 1,476 sq. ft. existing). This Study Area includes Block 127 (the subject parcel) and those parcels having direct frontage on the above referenced streets (Blocks 104, 126, 128, and 136). According to the City of Okeechobee Zoning Map, Exhibit A, Blocks 104, 127 and 128 are zoned PUB (Public Facilities) and Blocks 126 and 136 are zoned CPO (Commercial Professional Office). There are currently 55 parking spaces which front on the subject parcel and 66 existing parking spaces fronting on the outside of this block for a total of 121 parking spaces within the study area. 2.0 Purpose: The purpose of this study is to determine how much of the existing on- street parking is being utilized by the existing development, how much parking will be required by future County development and remaining open space, and evaluate this future parking need in comparison to the number of on- street parking spaces available. It is expected that the results from this study can be utilized to determine the number of future parking spaces to be provided and incorporated into the County's Master Plan for Block 127. 3.0 Existing Condition: Existing development on the subject parcel includes a 10,000 s.f. government office building which houses the Tax Collector and the Property Appraiser. Parking for this facility is currently being met by either on -site or existing on- street parking. The property to the north of the subject property is owned by Okeechobee County and is fully developed and occupied by the County Jail. There is no space available for future development at this location and all parking requirements are currently being met by on- site parking and the existing on- street parking. The plat of the property to the west of the block has been vacated and is currently in use as a baseball field. The parking requirement for the baseball field is being met by the existing on- street parking on N.W. 6th Avenue but it is important to note that this parking is generally required after business hours and does not conflict with the government office use. The property to the east of the block is fully developed and occupied with commercial offices. The parking required for this development is being met by existing on -site parking and on- street parking. The property to the south of the subject property (North '/2 of Block 136) is approximately 83 % vacant. Two 2,800 s.f. apartment buildings are located on the north half of this block and their parking needs are being met by the on- street parking immediately in front of these buildings. They are using none of the 121 parking spaces in the study area. For a two week period from June 6th to June 22nd, the existing parking spaces being utilized were counted twice a day, at 10:00 AM and 3:00 PM. Exhibit B, Existing Occupied Parking Spaces and the accompanying map show the number of spaces being utilized and their locations. An average of 70 parking spaces or 58% of the existing spaces are being utilized. 4.0 Proposed Future Condition: The BOCC proposes to construct a new 12,000 s.f. Government Office building for the Property Appraiser, Tax Collector and the Drivers License Bureau (New County Building). In addition, the BOCC proposes a 12,800 s.f. future Government Office Building on this block (Future County Building). The existing 10,000 s.f. government office building will become part of the Sheriffs Office. In accordance with Division 3 — Off-Street Parking and Loading, Section 90 -512, parking for government office shall be provided at a rate of 1 space /400 s.f. of floor area (See Exhibit C, City of Okeechobee — Code of Ordinances). It is important to note that while the existing building on the subject parcel will be turned over to the sheriffs office for use, there will be no new parking required by this change in use since the existing employees are presently located on the existing jail site and will simply be relocating their offices. They are currently using existing on- street parking and are included in the count of Existing Occupied Parking Spaces. Additionally, the parking requirement for 10,000 s.£ of the proposed 12,000 s.f. New County Building is currently being met at this site and is also included in the existing 70 occupied spaces. Therefore, the remaining 2,000 square feet of the New County Building will only require an additional 5 parking spaces. Even considering the parking for the additional 2,000 s.f. floor area (New County Building) and the proposed 12,800 s.f. (Future County Building) only requires 37 parking spaces in addition to the 70 spaces currently occupied. After the complete development of the subject parcel by the BOCC, 14 parking spaces will remain for all future development of any unoccupied and undeveloped area. 5.0 Parking for Undeveloped Area: As described in Section 3.0 Existing Conditions, in the block to the south of NW 3rd Street, there are four undeveloped lots having frontage on this street within the Study Area, with a dimension of 50 ft. wide by 150 ft. deep (30,000 s.f.). Section 90 -375 of the City of Okeechobee Code or Ordinances lists a maximum floor area in the Commercial Professional Office District (CPO) at 50 %. Therefore, a maximum of 15,000 s.f. of floor area can be constructed on this presently undeveloped area. The parking requirement for this building use is 1 space /300 sf. This building area will require an additional 50 parking spaces. 6.0 Conclusions and Recommendations: Since 14 on- street parking spaces are calculated to remain in the Study Area after complete development of the County parcel and the undeveloped area above requires a maximum of 50 additional parking spaces, the County may be required to construct 36 parking spaces within the subject property (Block 127) as part of the Master Plan. However; since only 2,000 s.f. of the 12,000 s.f. (New County Building) will generate new parking requiring only 5 spaces, no additional parking spaces are proposed to be provided for the New County Building.
