Third Avenue Okeechobee, FL 34974 Re: City of Okeechobee Insurance Valuation ' Dear Ms. Allison: CBIZ Valuation Group, LLC (CVG) is are pleased to submit our conclusions to the City of Okeechobee(City)as a result of our recent physical inspection of buildings,site improvements, contents and EDP equipment insured through the Public Risk Management of Florida Insurance Program(PRM). The purpose of our analysis is to assist with the property insurance reporting ' requirements set forth by PRM. The effective date of the valuation is May 28, 2009. PURPOSE AND FUNCTION OF THE VALUATION The valuation was conducted for the purpose of expressing an opinion of the replacement cost new values of the specific tangible assets inspected with the function of assisting the City with their insurance placement and property insurance reporting requirements. DEFINITION OF VALUE ' The standard of value is replacement cost new, which is defined as follows: As applicable to insurance valuations, it is the cost required to produce a property of like kind and materials at one time in accordance with current market prices for materials, labor and manufactured ' equipment,contractors overhead, profit and fees, but without provisions for overtime or bonuses for labor and premiums for materials. In determining replacement cost new, we did not take into consideration compliance with state or local ordinances, compliance with the Americans with Disabilities Act (ADA), or costs associated with demolition of property or the removal of debris. Partial losses may result in higher replacement costs as partial losses often require a substantial amount of repair in conjunction with the replacement process. Our replacement cost new conclusions include deductions for standard insurance exclusions (i.e., underground piping, foundations, footings, excavation, grading, etc.). Our valuation methodology did not include the development of reproduction costs for historical or ornate property. During the course of the engagement, CVG relied upon information provided by the Insured. We also utilized publicly available data. We assume, for purposes of this analysis, that this information is accurate. We did not attempt to verify the accuracy of such information and, therefore, we accept no responsibility for its accuracy. These techniques are based on the cost to acquire new(cost approach),the cost at which the asset may change hands in the marketplace (sales comparison or market approach), and the present worth of expected cash flows (income approach). The principle of substitution is important to the development and application of these three techniques. This principle provides that a prudent investor will pay no more for an asset, property or business than he would be required to pay for a replacement serving as a reasonable substitute of equal utility. ' The three principal methods for estimating value are summarized as: ' Cost Approach: This approach considers the current cost of reproducing the appraised assets. The reproduction/replacement cost new of the appraised assets is estimated on the basis of current labor and material prices plus allowances for overhead, profit and provisions for mechanical and engineering fees,supervision and other miscellaneous fees. Sales Comparison Approach: This approach produces an estimate of value by comparing the subject to sales of similar items. The technique is sometimes referred to as the market ' approach in that it is used to indicate the value established by informed buyers and sellers in the market. Caution must be exercised in using this method since the appraiser is not always privilege to the intricacies of the transaction and yet must attempt to make a valid comparison with the subject. Therefore, the sales comparison approach, although considered, was not applied. Income Approach: This approach gives consideration to the net income expectancy from ' the assets appraised, and to the capitalization of income in accordance with prevailing returns on properties or investments of similar risks, to determine the amount at which ownership by a prudent investor would be justified. Therefore, the income approach, ' although considered, was not applied. SCOPE OF THE VALUATION The property that was inspected and valued includes: • Buildings: CVG completed a limited scope physical inspection/verification and ' valuation of all buildings (structures with permanent foundations). • Insurable Site Improvements: CVG inspected, analyzed and valued insurable site ' improvements (flagpoles, fencing, outdoor lighting, etc.) at locations containing inspected buildings. Values were provided and listed in aggregate for each type/category of improvements found at these sites(chain link fencing,wood fencing, outdoor lighting, scoreboards, etc.). Sites containing improvements only (sites ' without insurable buildings) were not physically inspected. Information for improvements found at these locations was taken from the original statement of values and revalued where applicable. ' • Contents: CVG conducted a high level physical inspection of building contents(the moveable equipment and furnishings found within a building, not including computer ' equipment and peripherals) and provided values in aggregate for each building. CVG used a baseline estimate for each building's contents based on each building's ' CVG21060.046 CBIZ -if City of Okeechobee 10/29/09 Page 3 occupancy and use, conducted a brief physical walk-through of each building, and collaborated with client staff before finalizing the values. • Electronic Data Processing ("EDP"): CVG conducted a high level physical inspection of building EDP equipment (the moveable computer equipment and peripherals found within a building) and provided values in aggregate for each building. CVG used a baseline estimate for each building's EDP based on each building's occupancy and use, conducted a brief physical walk-through of each building, and collaborated with client staff before finalizing the values. Certain items were excluded from the scope of the inspection including: infrastructure, non- insurable land improvements, landscaping, licensed vehicles, intangible assets, software, records, drawings, consumables, stores, spare parts, fine arts, art glass, and third party property. The valuation included a visit to the properties, analysis of other data made available to us and research of current construction costs. A detailed listing of the property appraised,together with an estimate of the insurable values, is contained in the summary and detail reports contained herein. CONCLUSION Based upon the procedures outlined in this report, it is estimated that the replacement cost new of the subject tangible property assets, as of May 28, 2009, is reasonably represented as II follows: REPLACEMENT COST NEW—BUILDINGS $2,996,700 I I REPLACEMENT COST NEW—CONTENTS $ 896,800 REPLACEMENT COST NEW—EDP $ 142,200 REPLACEMENT COST NEW—SITE IMPROVEMENTS $ 617,000 lI REPLACEMENT COST NEW—TOTAL $4,652,700 Some assumptions inevitably will not materialize and unanticipated events and circumstances may occur; therefore, actual results achieved may vary.
