A. CALL ~O ORDER
The meeting was called to order at 2:00 P.M.
B. INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was offered by Reverend Arley Ball of the first
Freewill Baptist Church. followed by the Pledge of Allegiance.

D. Motion to dispense with readina and approve the Summary of
Council Action for the reqular meetina of October 20, 1987
Motion by Councilman Collins, seconded by Councilman Rubin.
Councilman Watford noted there was one correction in the
minutes; a motion to amend was left out under item #2 under Public
Hearing for Ordinance Adoption.
Motion was made by Councilman Collins to approve the minutes as
amended, seconded by Councilman Thomas.
Vote - Councilmen' Collins, Thomas, Rubin and Watford - yea.
Motion carried.
E. Motion to approve warrant reqisters for October 1987
amount of $151,378.88 for General Fund: $190,645.08 for the
Water and Sewer Fund and $92,392.26 for the Capital Proi~$
Fu~d.
Motion by Councilman-Rubin, seconded by Councilman Watford to
approve the warrant registers.
Vote - Councilmen Rubin, Watford, Collins and Thomas - yea.
Motion carried.
F. REOUEST FOR THE ADDITION, DEFERRAL OR WITHDRAWAL QF ITEMS QN
TODAY'~ AGENDA.
There were no additions, deferrals or withdrawal of items.
G. Open PDblic Hearinq for Ordinance Adoption:
1. Motion to read bv title only an ordinance relatinq to the
develoDmen~ of l~nd within the City of Okeechobee
Motion by Councilman Watford, seconded by Councilman Rubin for
the ordinance to be read by title only.
Vote - Councilmen Watford, Rubin, Collins and Thomas - yea.
Motion carried.
Attorney Bryant read the title as follows:
AN ORDINANCE RELATING TO THE DEVELOPMENT OF LAND WITHIN THE CITY OF
OKEECHOBEE; PROVIDING FOR RESPONSIBILITY FOR COSTS OF CAPITAL
IMPROVEMENTS TO ROADS AND RIGHTS-OF-WAY DEDICATIONS NECESSITATED BY
DEVELOPMENT; PROVIDING FOR DETERMINATION OF CAPITAL IMPROVEMENTS REQUIRED
BY DEVELOPMENT; PROVIDING FOR A LIEN AND FOR ENFORCEMENT; PROVIDING
PROCEDURES FOR APPEAL; PROVIDING AN EFFECTIVE DATE.
2. Motion tO ado~ the final readin~ of an ordinanc~ relating
to the dev~10pment of land within the City of 0keechobee
Motion by Councilman Collins, seconded by Councilman Rubin
to adopt the final reading of the ordinance for discussion.
Vote - Councilmen'Collins, Rubin, Watford and Thomas - yea.
Motion carried.

H. NEW BUSINESS:
1. Motion to approve a contract between the City and the
Humane SQ¢ie~¥ for animal control services.
Motion by Councilman Watford, seconded by Councilman Rubin to
approve the agreement.
Vote - Councilmen Watford, Rubin, Thomas and Collins - yea.
Motion carried.
Councilman Collins made a motion to table the matter until the
next regular meeting. Seconded by Councilman Rubin.
Vote - Councilman-Collins, Rubin, Thomas and Watford - yea.
Motion carried.
2. Update on items of interest to the City by County
Commissioner Jack Williamson
Commissioner Williamson updated the Council on the proposed
contract for Eagle Bay Drive and Highway 70 West.
i. ~OUN~L REPORTS AND/OR REOUESTS:
~ Councilman Collins
Item 1. Asked the Administrator to update the Council on the
street paving. Administrator Drago explained the specifications
were almost completed. Also, the week of November 16th has been
tentatively set for the bank to close on the paving loan.
Item 2. Inquired about the status on Taddie whether it had
changed since the last Council meeting. Administrator Drago stated
everything remained the same.
Item 3. Stated that Harte Hanks Cable Company had not informed
the Council of the rate increase as required by the Franchise
Agreement.
Councilman Thomas
Item 1. Discussed the painting of the water tower.
Administrator Drago explained they were waiting on revenues.
Councilman Watford
Item 1. Asked about the status of the purchasing committee.
Administrator Drago stated he would get with the Mayor to appoint
the committee.
Item 2. Asked the Attorney to find out if bumper stickers
could be regulated. Attorney Bryant to check on this and report
back to Council.
~ Councilman Rubin
Item 1. Commented on the Central Florida Regional Planning
Council meeting scheduled for tomorrow.
Item 2. Asked Director-Elders to check into Southwest 15th
Street by Porters Dry Cleaners where fill is needed.
Item 3. Commented on Christmas decorations and expressed his
concern as to whether there would be any decorations uptown this
year.
e~ Mayor Chapman
Item 1. Asked when the old police cars were going to be
auctioned. Administrator Drago explained there were 6 cars to be
auctioned in the near future.
Item 2. Asked Director Fortner if he had the cost difference
concerning Elbert Batton's request involving the 2" to 6" water
line. Director Fortner stated that Mr. Batten was suppose to report
back to Council the difference, so he did not check into the price.
Councilman Thomas asked Director Fortner if he would get with Mr.
Batten concerning the cost difference and report back to Council.
Item 3. Discussed the situation involving the roof tiles on
the Police & Fire Department building with Attorney Bryant.
Attorney Bryant stated he has already begun drafting the lawsuit
.... against Lawson Construction.
Item 4. Asked Executive Secretary Firestine to write a letter
to the Okeechobee Ministerial Association thanking them for their
assistance with the Invocation each meeting.
