MINUTES—Secretary. A. Chief Davis moved to dispense with the reading and approve the February 16, 2012 Technical Review Committee regular meeting minutes;seconded by Chief Smith. Motion carried unanimously. IV. NEW BUSINESS—Chairperson. A. McDonald's Corporation. 12-002-TRC.The application was submitted by Tim Chess,Area Construction Manager, on behalf of the property owner, to remodel the exterior of the existing building including adding to the front of the building and adding dual drive thru order lanes, for property located at 401 East North Park Street-Senior Planner. Technical Review Committee—May 17, 2012- Page 3 of 3 Chief Smith moved to approve 12-002-TRC, to remodel the exterior of the existing building including adding to the front of the building and adding dual drive thru order lanes, for property located at 401 East North Park Street, with the following contingencies; sidewalk and fire lane striping on Northeast 4th Avenue, fence around cardboard receptacle, reduction in signage, repairing driveway into the northeast parking area from 5th Avenue, which will accommodate emergency vehicles and semi trucks and upgrading safety signage, new site plan to be submitted; seconded by Chief Davis. Motion carried unanimously. V. ADJOURNMENT—Chairperson. City Planning Consultant Brisson presented the Planning Staff Report of approval to the Committee. Mr. Brisson stated that the most significant change was the dual drive-thru order lanes to expedite customer service. With this modification, the number of off-street parking spaces located behind and to the side of the building is reduced from 45 to 30. McDonald's does own the contiguous property to the Northeast which has and will continue to provide 54 parking spaces. He spoke briefly in regards to a couple of areas of concern, the first of which being that no sidewalk currently exists along Northeast 4th Avenue and there are recognized problems with customer vehicles parking along this side of the building. Planning Staff recommended a sidewalk to be provided along the entire Northeast side from SR 70 to the back property line. This should also be coupled with some striping denoting a "fire lane" and a hedge to act as a deterrent to parking on the sidewalk. The second item of concern is a fence to be provided to enclose the box/cardboard receptacle located at the rear of the property next to the dumpster. The third item addressed the deteriorating driveway into the Northeast parking area from 5th Avenue. The area needs to be improved for emergency vehicle access and signage needs to be addressed for safety. The final item addressed the amount of building signage. The proposed new signage on the front and side of the building totals to double what is allowable by code. Mr. Mark Paules, Agent on behalf of the property owner, was present.Administrator Whitehall noted that Mr. Brisson had spoken highly of his efforts and also thanked him. He spoke with the committee in detail regarding all issues that were expressed by the Planner. Yellow"fire lane" striping would be provided and a sidewalk would be added on the Northeast side of 4th Avenue. Thickness to be six inches, width of five feet with a two foot green area between the street surface and the sidewalk. The sidewalk would be extended from SR 70 to the back property line with a curb cut. Block wall with stucco and a chain link gate for access would be provided for the box/cardboard receptacle, matching what is already existing. The driveway from Northeast 5th Avenue would be improved and addressed for safety and emergency vehicle access. Lastly, there will be three yellow "M's" for signage reducing the total to 42 square feet. Comments from the departments: Environmental Health; Asked whether the irrigation pump was to be moved and expressed concern with the closeness of the drive thru order lanes to the well pump and circuit box. Suggestion to maybe relocate them so they would not be damaged. Mr. Paules indicated that the well would not be moved and that he would have the Civil Engineer look at the plans to insure safety. OUA; Noted that there were gravity sewer lines and grease traps where the dual drive thru order lanes were proposed and whether these would be accessible. Building Official; In Mr. Schaub's absence written comments were sent addressing the occupancy load requirements to be less than 100. Mr. Paules stated that the occupancy load was 85. Public Works; Safety signage needs to be addressed. Stop sign in back parking lot now is only about 12" and it should be a minimum of 24". Entrance/exit into the parking lot from Northeast 5th Avenue needs to be repaired. Police Department; No issues at this time. Fire Department; Concern was expressed regarding the entrance and exit into the parking lot from Northeast 5th Avenue. Because there are already recognized problems with customer vehicles (particularly semi's) parking along the east side of NE 4th Avenue, we recommend that a standard sidewalk be provided along the entire length of the eastern boundary of the McDonald's property coupled with striping denoting a "fire lane" on the existing pavement. A hedge should also be provided because local experience has shown that the hedge is necessary as an additional deterrent to parking on the sidewalk. The details of this recommendation will be discussed by the members of the TRC at the site plan review meeting. Lighting Plan [Sec. 78-71 (5)]: The Applicant has provided photometric plan showing that the adopted standard of an average of one-half horizontal foot-candle power of artificial lighting is being met. New lighting is shown for the northeast parking area. Dumpster Location: The dumpster location is shown at the rear of the lot about 105 feet east of the west property line. However, the box/cardboard receptacle is outside the enclosure and should also be screened by a six-foot fence. This letter report summarizes the results of the traffic impact analyses. For the purposes of this study, the daily and peak-hour impacts for a typical weekday were considered, as this is generally the time period with the greatest amount of traffic on the adjacent roadways. Furthermore, it is proposed to convert the existing McDonald's single-lane drive through lane to side-by-side drive through lanes to decrease the dwell time of motorists in the drive-through lane, and decrease queues in the lane. Trip Generation The trip generation for the existing and proposed McDonald's site was calculated using the AM and PM peak hour of adjacent street traffic rates and equations found in the Institute of Transportation Engineers' (ITE) Trip Generation 8`h Edition for a weekday. As indicated in Table 1 the proposed modifications to the McDonald's site are expected to result in a net increase of 103 daily net new external trips, 10 net new AM peak hour trips, and 7 net new PM peak hour trips.
