Consider Petition 196-R for a rezoninq request from Residential $inqle Familv to Commercial II with special exceptior, Motion by Councilman Collins to accept the recommendation of the City/County Planning and Zoning Commission approving the rezoning request from Residential Single Family to Commercial II with special exception, seconded by Councilman Thomas. Attorney Bryant read the title as follows: AN ORDINANCE OF THE CITY OF OKEECHOBEE, FLORIDA, PROVIDING FOR THE REPEAL OF SECTIONS 8-1 THROUGH 8-39 INCLUSIVE, OF THE CODE OF ORDINANCES, CITY OF OKEECHOBEE, FLORIDA, AND DECLARING SAME TO BE NULL AND VOID AND OF NO EFFECT; ~PROVIDING A NEW CHAPTER EIGHT RELATING TO GARBAGE AND TRASH PICK UP AND DISPOSAL; PROVIDING FOR RULES AND REGULATIONS IN GENERAL; PROVIDING FOR CITY COLLECTION SERVICES; PROVIDING FOR FEES; PROVIDING AN EFFECTIVE DATE. 3. Motion carried. ~UBLIC HEARINGS ¢ONT'D LATER IN MEETING H. NEW BUSINESS: 1.Motion tO approve a franchise agreement between the City and L,P, SanitatiQ~ for solid waste collection services. Discussion was held by Council and members of the audience concerning the franchise agreement. Following discussion Councilman Collins made a motion to approve the franchise agreement between the City and L.P. Sanitation, seconded by Councilman Thomas. Vote - Councilmen Collins, Thomas, Watford and Rubin - yea. Motion carried. 2. Motion to purchase one vibratory roller for ~he public works Motion by Councilman Watford to accept the low bid from Chandler Equipment Co., In of Fort Pierce, Florida in the amount of $9,000., seconded by Councilman Rubin. Vote - Councilmen Watford, Rubin, Thomas and Collins - yea. Motion carried. 3.Motion ~Q ~ward one year purchase contract for gasoline and diesel fuel Motion by Councilman Watford to accept the bid of Gilbert Oil Company of Okeechobee in the amount of $33,168., seconded by Councilman Thomas. Vote - Councilmen Watford' Thomas, Rubin and Collins - yea. Motion carried. 87. -~ 4. Update of items of interest to the City bv County Commissioner Jac~ WilliamsQn. ~Qmmiss~Qngr Wil!iamson invited the Council to attend a joint meeting to be held between the County Commission and Central Florida Regional Planning Council this evening at 7:00 P.M. Commissioner Williamson explained the planter agreement would be presented to the County Commission at Thursday's Commission meeting. Mr. Rucker Wil¢og addressed the Council requesting 5,400 gallons per day sewage capacity for lots 1 - 13 Block 28, and lots 14-26 of Block 21 of Conners Highland Subdivision. Following discussion Councilman Thomas made a motion the City grant the 5,400 gallons per day sewage allocation, seconded by Councilman Collins. Vote - Councilmen Rubin, Collins, Thomas and Watford - yea. Motion carried. Q~COUNCIL REPORTS AND/OR REOUESTS: \. Councilman Collins asked Director Fortner to comment on the status of the rate structure for the water and sewer. Director Fortner said he hoped to have it completed soon. 2. Councilman Thomas asked Diretor Fortner if he knew when DER would lift the moratorium on the water connections. Director Fortner explained that he was not sure. ~7-~ ~. c~Councilman Watfor~ stated his reasons for accepting the bid from Gilbert Oil (instead of the lowest bid) was based on the past performance of the local company, the fuel they used was a name brand fuel, and being a local company they could handle situations as they arise. ~>Councilman w~tford made a motion that the Council review the purchasing procedures, seconded by Councilman Thomas for discussion. Following discussion Council agreed for a workshop meeting to be held August 6, 1987 at 7:00 P.M. Vote - Councilmen Watford, Thomas, Collins and Rubin - yea. Chief Tomey explained that the races were cancelled by the American Power Boat Committee and he was not sure of any funds being reimbursed, but once he found out he would notify the Council.
