INVOCATION AND PLEDGE OF ALLEGIANCE The Invocation was offered by Mayor Oakland Chapman followed by the Pledge of Allegiance. C. MAYOR AND COUNCIL ATTENDANCE: Mayor Oakland R. MOTIQN TQ DISPENSE WITH READING AND APPROVE THE SUMMARY OF COUNCIL 87-3 ACTION FOR THE REGULAR MEETING OF APRIL 7, 1987 Motion by Councilman Collins, seconded by Councilman Rubin. Vote - Councilmen Collins, Rubin, Thomas and Watford - yea. Motion carried. E. REQUEST FOR THE ADDITION, DEFERRAL OR WITHDRAWAL OF ITEMS ON TODAY'S AGENDA No changes. F. NEW BUSINESS 1. Consider a $i,000. donation to the Fourth of July Committee. Mr. Jeff Johnson appeared on behalf of the Fourth of July Committee requesting the Council's donation of $1,000. Following discussion, Councilman Rubin made a motion authorizing the expenditure of $1,000. to the Fourth of July Committee, seconded by Councilman Collins. Councilman Watford objected to the donation because it was an unbudgeted item. Vote - Councilmen Rubin, Collins and Thomas - yea. Councilman Watford nay. Motion carried. 2. Consider an increase in the water and sewer allocation to 87-17 North Lake Business Park Mr. Vince LaMarianna addressed Council requesting an additional 1,000 gallons water and sewer allocation. Director Fortner explained the City could allocate the additional 1,000 gallons at this time. Following discussion, Councilman Thomas made a motion approving the additional 1,000 gallon water and sewer allocation, seconded by Councilman Rubin. Vote - Councilmen Thomas, Rubin, Watford and Collins - yea. Motion carried. Mr. LaMarianna presented an invitation to the Council for the grand opening of the Immigration office located in the North Lake Business Park. Commissioner Jack Williamson spoke concerning the Immigration office stating it would be the second largest Immagration office in the United States. ,} 4067 87-]5 3. Consider an a~nlication for an alley closinq for propert~PR_ 2 between N.E. 2nd Avenue and N.E. 3r~ Avenue, and between N.E. 4th Street and N.E. §th street Mrs. Clara Sellers addressed Council requesting approval for said alley closing. Councilmemhers discussed the alley closing request. Following discussion, Councilman Thomas made a motion to proceed with the required procedures involving alley closings, seconded by Councilman Ruhin. Vote - Councilmen Thomas, Rubin, Watford and Collins - yea. Motion carried. ~7-10 4. Motion to reappoint Lloyd Jeffers. Deara Thompson and Donald Clements to the Code Enforcement Board. Motion by Councilman Collins, seconded by Councilman Thomas reappointing Lloyd Jeffers, Deara Thompson and Donald Clements to the Code Enforcement Board. Vote - Councilmen ~Collins, Thomas, Watford and Rubin - yea. Motion carried. 5. Motion to authorize the City staff to draft a compreh~n~iv~ 87-17 water and seweraae ordinance. Motion to authorize the City staff to draft a comprehensive water and sewerage ordinance by Councilman C'ollins, seconded by Councilman Watford for discussion. Councilmembers discussed the comprehensive water and sewerage ordinance and the possibility of holding a workshop meeting to discuss the ordinance in detail. Vote - Councilmen -Collins, Watford and Thomas - yea. Councilman Rubin nay. Motion carried. 6. Update of items of interest to the City by County Commissioner Jack Williamson Commissioner Williamson commented on the grand opening of the Immigration Office. ~. COUNCIL REPORTS AND/OR REOUEST$ 87-15 1. Councilman Collins Councilman Collins complimented the Police Department, Sheriff's Office and the Federal Department of Law Enforcement on the job well done involving the recent murder case. Councilman Collins requested the Police Department try to slow down the traffic on Highway 441. Councilman Collins requested the Administrator keep working with the County on the paving, etc. 2. Councilman Thomas Nothing at this time. 87-28 3. Councilman Watford Councilman Watford asked the Administrator to investigate the City redevelopment funds through the Central Florida Regional Planning Council. Attorney Bryant stated there were several old ordinances and resolutions closing streets and alleys which were presently being used today. He suggested the Council authorize him to draft an ordinance recinding Ordinance ~251 which closed the street located between Block 123 and 124. He went on to explain the situation involving the street. Following discussion, Councilman Rubin made a motion giving the attorney authority to draft an ordinance recinding Ordinance #251, seconded by Councilman Collins. Vote - Councilmen Rubin, Collins, Thomas and Watford - yea. Motion carried. 4. Councilman Rubin ~Councilman Rubin commented on the Planning Council meeting concerning the City/County Comprehensive Plan. CouncilmanRubin commented on the One cent optional sales tax bill. 40 8 A, PR 2 1 1987 Q~ Councilman Rubin asked that he be informed of changes in any personnel, office changes, renovations, etc. 87-29 ~.~ 5. Mayor Chapman Mayor Chapman asked the Administrator to comment on the status of the Taddie law suit. Administrator Drago stated we were waiting on the date for the Arbitration hearing. ~ Mayor Chapman congratulated the Chamber of Commerce on the success of-%he Old Timer's Basketball game at the High School against the Miami Dolphins.
