M. on the above date at the City ~all with the following present: Mayor Mack, President Gardner, Oo~meilmen Hunt~ Parkerson~ Watford aris Yeilding with Attorney Hendry and Clerk Spivey. Minutes of the meSting held August 7, 1962, were read and approved as read. Me Kenzie appeared before the Council requesting permission to build an addition and enclose trailer o~ Lot H, Block 252. After discussion the Council advised Mc Kenzie to prepare plans and prement.~ to Comncil. A requeat was heard from Henry Spradlin for permission to build an addition to trailer on Block 28 Northwest Addition. The Council advised Spradlin to present plans of proposed addition to Council. R. C..~zllis appeared again regarding drainage problem on llth and Cherokee St, requesting that a culvert b~ placed onI the east end of alley in block to give him pasSage to his home. The Council referred matter to Councilman Yeilding to handle in the best way possible. R. C..~llis, Manager of Telephone Company presented information regarding an automatic telephone system for the fire department and volunteer firemen. The first 8 phones at a cost of $15.00 with each additional at $3~O and a five year contract would be required for the fire reporting service. Matter to be studied by the Council. Mayor ~_ck authorized to sign release in the case of City of Okeechobee vs Jessie B. Henderson upon full paymen$ of fire hydrant damage. Herber~ Nix discussed a drainage problem on Oklocknee Street between his building and Riverside Service Station. After discussion it was agreed upon by the Council that the installation of manhole in the street would ~liminate trouble. Matter referred to Councilman Yeilding. B. A. Burton requested a sewer line extension to his residence Lot 6, Block 5, South Okeechobee. It was reported ~hat it would require approximately 670 feet of pipe for extension. After discussion Councilman Yeildi~ moved to grant request and purchase necessary pipe seconded by Councilman Watford and carried. June Hult requested a zoning change on property from Agricultural to Residential (R-2). The Council advised her to submit description and fee f~ ~u$1~ notice on public hearing. O. ~..hunt, Mr. Holloway, Frank Storey and Manager of Time Saver Food Store appeared in regards to the City allo~m~ beer to be sold on Sunday as discussed in August 4 meeting with action being post- poned until September meeting. One letter for the sale and 13 letters against the sale of beer on Sunday were presented amd ordered filed. Rev. Ragsdale spoke briefly against the sale on Sunday. After discussion Counc~n Watford moved to retain present Ordinance governing the sale of beer, seconded by Councilman Yeilding. The foliowing vote was taken: Yea - Councilmen WarlOrd and Yeilding - Not Voting - CounciLmen Hunt amd Parkerson. Motion carried. A sept,: tank drain for the Oi%y Hall was authorized. Buildin~ Inspector Thomas reported that Ale~mnder Wright had built and was operating a cabinet shop located Lot 2, Block 92, without obtaining a building permit or occupational license. Matter referred to Com~ilman Parkerson for investigation. Counci~n Watford discussed the need and purchase of an accounting machine for the Clerk's office and moved ~ advertize for bids for the purchase cf en Electric Typewriter Accounting machine seconded by Councilman Yeilding and carried. Said bids to be opened October 2, 1962. A representative from the National Cash Register Company was present. Councilman, Parkerson moved to employ a fUll time policeman and ~upen recommendation of Chief Thomas moved to '~mploy Marvin F. Mobley $ $300.00 per month, $10.OO clothing allowance and two uniforms to be furnished ~ the city, seconded by Councilman Yeilding and carried. N.O. Stewart resigned as relief or part t~me policeman September 1, 1962. The ne$d of additional street signs discussed. Councilman Yeilding moved to purchase addition- 794 al street signs to meet Post Office requirements seconded by Councilman Parkerson and carried., Matter referred to Councilman Watf~rd. A request to install a sign at the Target Drive In was hear~ Matter referred to Attorney Hendry and · ~'~0U~cilman Yeilding di~ussed street that was requested to be opened by Marguerite Lynn at previous meeting of the Council, sta$ing the need of removal of trees from street right of way. President Gardner requested to get price on' ~oval of trees. The Council recommended that Willis be employed to set survey line. Councilman Yeilding re~rted a request from Fred T. Wilson for culvert and dirt on 10th Street. Request granted~. Car parking at the P~ry School was discussed. Matter referred to Councilman Parkerson and Chief - Thomas to work with School !card. A re-zening applicatio~ was presented from Carl Arants.
