Councilman Watford moved to elect Councilman Walker as temporary Chairman,
seconded by Councilman Chandler and unanimously carried. Temporary Chairman Walker
opened the meeting stating that nominations were in order for the election of a
President of the City Council. Councilman Pearce nominated Councilman Watford, nom-
ination seconded by Councilman Gardner and upon a vote taken, Councilman Watford was
unanimously elected President.
President Watford stated that nominations were in order for a President Pro-
Tem. Councilman Chandler nominated Councilman Pearce, nomination seconded by Council-
man Walker and upon a vote taken, Councilman Pearce was unanimously elected President
Pro-Tem.
President Watford appointed Councilman Claude Gardner as Chairman of the
Finance Committee.
Councilman Gardner moved to designate the 0keechobee News as official news-
paper for advertising for the years 1957 and 1958, seconded by Councilman Chandler
and carried.
Councilman Pearce moved to meet on January 15, 1957, at 7:00 P. M. to re-
ceive and consider applications on all city employment, seconded by Councilman Gardner
and carried.
Rolland A. Sharp of Sharp and associates was present discussing progress on
sewer and water extension project. Stating that the plans would be ready to submit to
the City Council on Jan. 15, 1957. The Council agreed to meet with Mr. Sharp at that
time and instructed him to notify Robert L. Wagner of Leedy, Wheeler and Alleman
that the Council request his presence at said meeting.
Councilman Walker moved to accept a replat of Lots I and 2, Block 20, South
0keechobee, as submitted by Arlie Underhill, seconded by Councilman Gardner and carried.
Upon motion the Council adjourned to meet Jan. 15, 1957, at 7:00 P.M.
RESIDENT /CITY COUNCIL
January 15, 1957
The City Council of the City of Okeechobee, Florida, met in regular adjourned
session at the City Hall at7:00 P. M. on the above date with the following present:
Mayor Dunham, President Watford, Councilmen Chandler, Gardner, Pearce and Walker with
Lorena Spivey, City Clerk.
Upon motion by Councilman Chandler the Council entered into Executive Session,
seconded by Councilman Gardner and carried.
The Council then came into open session.
Applications for city empolyment were read as follows:

Councilman Gardner moved to re-appoint C. A. Thomas as Chief of Police, sec-
onded by Councilman Chandler and unanimously carried.
Councilman Gardner moved to appoint Harold Hancock as night Police, seconded by
Councilman Pearce and Unanimously carried.
Councilman Pearce moved to re-appoint Olen Godwin as Fire Chief, seconded by
Councilman Walker and unanimously carried.
Councilman Chandler moved to re-appoint M. F. Kinsaul as Water Superintendent,
seconded by Councilman Gardner and unanimously carried.
Councilman Chandler moved to re-appoint Robert L. Alderman as Water Superintendent
Assistant, seconded by Councilman Walker and unanimously carried.
Councilman Walker moved to re-appoint Alfred Watterson as Utility man, seconded
by Councilman Pearce and unanimously carried.
President Watford stated that the appointment of a Street and Sanitary Super-
intendent would be by secret ballot. Leon Williams received four votes for Street
and Sanitary Superintendent. Upon motion by Councilman Walker, seconded by Council-
man Gardner and unanimously carried, Leon Williams was reappointed as Superintendent
of Street and Sanitary Department.
President Watford stated that the appointment of a Building Inspector would be
by secret ballot. Carlisle Thomas, Sr., received two votes and Thomas A. Walker rec-
eived two votes. This being a tie vote the President voted with Carlisle Thomas, Sr.
receiving three votes. Upon motion by Councilman Pearce, seconded by Councilman
Chandler and carried, Carlisle Thomas, Sr. was appointed Building Inspector effective
February 1.
Upon motion by Councilman Chandler, seconded by Councilman Walker and unanimously
carried, G. C. Durrance was re-appointed as City Attorney at which time was invited
to take a seat at the Council table.
The resignation of Irena Williams, Assistant to Clerk, was read and accepted
by the Council.
No one was appointed to fill the vacancy of Assistant in the City Clerk's office
at t his time but the Council agreed to employ an Assistant whenever needed.
After discussion Councilman Gardner moved that all employees employed by the
Council are certain of their employment indefinitely or until the Council sees fit
to remove employee, seconded by Councilman Chandler and carried.
President Watford appointed the following Committees:

The Council request that all complaints be made at City Clerk's office after-
which the Clerk will notify proper Committee Chairman.
A letter was read from Robert L. Wagner representative of Leedy, Wheeler and
Alleman, with regards to the financing of proposed sewer and water extension program,
stating that he would be able to meet with Council any night except Jan. 15. Council-
man Gardner voted that the Council meet Jan. 22 at 7:00 P.M. at which time Mr. Wagner
was requested to be present, seconded by Councilman Walker and carried.
Rolland A. Sharp of Sharp and Associates stated that the sewer and water
extension plans were complete and had been submitted to the State Board of Health for
their approval.
A letter from Hon. Paul Rogers, Representative, was read and ordered filed.
President V/atford appointed Councilman Walker and Councilman Pearce to
represent the City on the Board of Directors of the 01d Folks Home.
President Watford appointed Councilman Gardner as representative from City
on Water Shed Committee.
The need of equipment for the Street and Sanitary Department was discussed
and referred to Councilman Walker for investigation.
Councilman Gardner moved to employ an additional man for Street and San-
itary Department, salary to begin at $35.00 per week, seconded by Councilman Walker
and carried.
It was suggested by the Council that the Department heads consult with
Committee Chairmans on needs of each Department and submit specifications of needed
equipment at meeting to be held Jan. 22.
Councilman Gardner brought before the Council a matter of compensation for
Leon Williams in performing the duties of dog catcher. After discussion Councilman
Gardner moved to increase Leon Williams weekly salary $5.00 per week as compensation
for dog catcher, effective Jan. l, seconded by Councilman Chandler and unanimously
carried.
Fire Chief Godwin stated the need of 500 feet of 2 1/2 inch hose. Matter re-
ferred to Councilman Gardner, Chairman of Fire Committee for investigation and
recomendation to be submitted at Jan. 22 meeting. Fire Chief Godwin also stated the
need of a booster hose nozzle. The Council agreed for the purchase of said nozzle.
Chief of Police Thomas reported the need of uniforms. The Council agreed
for the purchase of needed uniforms. The purchase of an additional police cars was
discussed, no action taken.
An address-o-graph machine for the Clerk's office was discussed. The Clerk
was authorized to secure information on same.
Upon request by Fire Chief Godwin the council authorized the fire relief check in the future to be
made payable to Volunteer Fire Department.
Councilman Pearce moved that Alfred Watterson employed as a Utility Man be
under the supervision of Councilman Chandler and he is to have full authority over
Watterson, seconded by Councilman Gardner and carried.

PRESIDENT CITY COUNCIL
January 22, 1957
The City Council of the City of Okeechobee, Florida, met in regular ad-
joured session at the City Hall at 7:00 P. M. on the above date with the following
present: Mayor Dunham, President Watford, Councilmen Chandler, Gardner, Pearce and
Walker with G. C. Durrance, City Attorney and Lorena Spivey, City Clerk.
The Clerk was instructed to write a letter of authorization to the Florida
Power and Light Company to install a street light near the location of Knight Service
Station on State Road #70.
The matter of the city streets being damaged by the Inter County Tel and
Tel Company in their reconstruction program was discussed. The Council instructed the
Clerk to contact the Telephone Company and request that the streets damaged by the
Company be repaired.
The street lights on Osceola Street from the Bank south to 7th Street
were reported not in operation. The Council agreed to contact Williams Electric re-
garding the matter.
The Clerk was instructed to write a letter of appreciation to Ammon Mc Clellan
and E. C. Mac Dougald for the tables, benches and concrete slabs for garbage containers
placed in the park by the above named persons. The matter of painting the tables and
benches was discussed and referred to Councilman Pearce, Chairman of Parks Committee.
Councilman Walker, Chairman of the Street and Sanitary Committee discussed
the purchase of a new motor for the garbage truck. After consideration CounciLman
Gardner moved to purchase new motor for said truck, seconded by Councilman Walker and
carried. Purchasing of motor referred to Councilman Walker. Discussion on a
combination loader and mower was heard and price offered by Mixon's Tractor Company.
The Council agreed that Leon Williams, Supt. of St. & Sanitary Dept. make arrangements
to see the machine demonstrated to determine if it would be suitable for the city.
The need of culverts was reported by Supt. Williams. The Council agreed to
purchase necessary culverts.
Fire Chief Godwin presented a price list on needed fire hose. $1.57 Per foot
in 500 feet lenghts. The Council postponed action for further investigation. Also
Chief Godwin discussed a complaint as to the fire siren not being heard, quoting the
price on a new automatic siren at $850.00, stating the Volunteer Fire Department
would bear half the cost if the City could see fit to purchase same. The matter of
installing an automatic switch on present siren discussed and referred to Chief
Godwin for investigation on cost and installation.
