1986-09-09 First Budget Hearing3974 FIRST BUDGET HEARING TUESDAY. SEPTEMBER 9. 1986 86-33 The City COuncil of the City of Okeechobee held the First Budget Hearing in Council Chambers, 55 Southeast Third Avenue, Okeechobee, Florida. The meeting was called to order by the Chairman at 7:00 P.M. with the following members present: Oakland R. Chapman, Mayor Nick Collins, Councilman Oscar Thomas, Councilman Edward Douglas, Councilman Andy Rubin, Councilman Others present were: Bonnie S. Thomas, City Clerk Jerry Bryant, City Attorney Sylvia Firestine, Acting Adm. Asst. Lydia J. Wilkerson, Deputy Clerk Clerk Thomas stated a'motion was needed to have the resolution read in its entirety. Councilman Thomas made a motion to have the resolution read in its entirety. Councilman Douglas seconded the motion. Mayor Chapman asked for a vote on the motion. Thomas Douglas Rubin Collins none Motion carried. Attorney Bryant read the resolution as follows: RESOLUTION NO. 86- A RESOLUTION ADOPTING AN ANNUAL BUDGET FOR THE CITY OF OKEECHOBEE, FLORIDA FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1986 AND ENDING SEPTEMBER 30, 1987; PROVIDING FOR THE LEVY OF AD VALOREM TAXES; PROVIDING AN EFFECTIVE DATE. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OKEECHOBEE, FLORIDA, as follows: SECTION 1: The City Council of the City of Okeechobee, Florida, after having held a public hearing on the annual budget, including General Fund, Utility Fund, Debt Service and Construction Fund, hereby adopts as its annual budget the expenditures, as fully set forth below, for the City of Okeechobee for the fiscal year beginning October 1, 1986 and ending September 30, 1987. GENERAL FUND GENERAL GOVERNMENT $356,630. POLICE 62~,829. ANIMAL CONTROL 21,436. FIRE 303,109. SANITATION 260,175. STREET DIVISION 601,420. --~ PARKS AND IMPROVEMENTS 5,800. MAINTENANCE 30,233. * TOTAL $2,205,632. * Includes $12,000 Federal Revenue Sharing , 3975 S£P 0 9 986 GENERAL FUND DEBT SERVICE Obligation Bonds Principal 20,000. Obligation Bonds Interest 19,118. TOTAL 39,118. THAT PORTION OF THE CITY'S BUDGET TO BE FUNDED FROM SOURCES OTHER THAN AD VALOREM AND OTHER TAXES: UTILITY FUNn TOTAL WATER/SEWER DIVISION 1,964,216. SECTION 2: The City Council of the City of Okeechobee, Florida hereby levies a tax of 4.30 per thousand dollar valuation on all real and personal property within the corporate limits of said City, provided however, that 4.15 shall not be levied upon property in the City of Okeechobee claimed and allowed as homestead in the general laws of the State of Florida. SECTION 3: That of the total 4.30 per thousand dollar valuation as designated in Section 2, hereof, 4.15 per thousand dollar valuation shall be used for general City purposes in carrying on and conducting the government of said City and .150 per thousand dollar valuation including homestead shall be used to pay interest and principal, on general obligation bonds maturing during said fiscal year, such levy to be collected in cash and such cash so collected to be kept in separate accounts for the purposes designated herein. SECTION 4: That this resolution was proposed, considered and adopted under the provisions of Chapter 166 and 200.065 Florida Statutes. SECTION 5: This resolution shall become effective upon its adoption. Introduced on first reading this 9th day of September, 1986. 3976 9 1986 Mayor Chapman asked for discussion. Councilman Rubin commented on the following items: Animal control budget; Federal Revenue Sharing funds; and the Pumping stations from the School Board being sold and the funds put into the General Fund to be used for the recreation budget to provide playground equipment for children. Councilman Rubin made a motion that the funds received from the sale of the pumps be put into the General Fund budget to purchase playground equipment. Mayor Chapman asked if there was a second to the motion. There being no second the motion died for lack of a second. Councilman Rubin then commented on several of the contingencies funds being too high, especially the Water and Sewer Budget. Clerk Thomas explained the General Fund budget should be amended due to the following increase for insurance premiums and election cost: General Government $2,300.52 Police 3,054.36 Fire 1,084.80 Street 672.60 Mechanic 108.48 New Total General Fund $2,212,880. Director Fortner suggested the Council consider amending the Water/Sewer Budget to include $50,000. for the City Hall water tank to be painted along with the other water tank already included in the budget. The increase for insurance premiums total $2,483. New Total Water/Sewer Fund' $2,016,699. Following discussion, Clerk Thomas stated a motion was needed to amend the General Fund and Water/Sewer Fund budgets. Councilman Rubin made a motion that the General Fund budget be amended changing the total to $2,212,880. Councilman Collins seconded the motion. Mayor Chapman asked for a vote on the motion. Yeas Thomas Douglas Rubin Collins Nays none Motion carried. Councilman Collins made a motion to amend the Water/Sewer Fund Budget to $2,016,699. Councilman Douglas seconded the motion. Mayor Chapman asked for a vote on the motion. Yeas Thomas Douglas Rubin Collins Nays none Motion carried. Clerk Thomas stated a motion was needed adopting the tentative millage rate. Councilman Thomas made a motion to adopt the tentative millage -- rate of 4.30. Thomas Douglas Rubin Collins Nays none Motion carried. Councilman Douglas made a motion to advertise the Second and Final Budget Public Hearing as amended to be held September 23rd, 1986 at 7:00 P.M.
