1986-09-04 Special Meeting3972 SPECIAL MEETING THURSDAY, SEPTEMBER 4, 1986 The City Council of the City of Okeechobee met in special session in Council Chambers, 55 Southeast Third Avenue, Okeechobee, Florida. The meeting was called to order by the Chairman at 7:00 P.M. with the following members present: Oakland R. Chapman, Mayor Nick Collins, Councilman Oscar Thomas, Councilman Edward Douglas, Councilman Andy Rubin, Councilman Others present were: Bonnie S. Thomas, City Clerk Jerry Bryant, City Attorney Sylvia Firestine, Acting Adm. Asst. Lydia J. Wilkerson, Deputy Clerk The special meeting was called to discuss negotiations with Mr. John Drago for the Administrative Assistant position. Mayor Chapman asked Mr. Drago to state his requirements for the position. Mr. Drago requested the following: 1. $30,000. - Salary 2. $ 2,500. - To be paid into his private pension fund 3. Two weeks paid vacation and accrued sick leave hours (same as other City employees) 4. Use of City vehicle 5. 90 day severance clause to be included in contract. 6. Health insurance paid for family coverage. 7. One year renewable contract. 8. Clothing allowance - negotiable Councilman Collins stated that he was against paying health insurance for family coverage and clothing allowance. Councilman Thomas stated he agreed with Councilman Collins comments. Councilman Douglas stated he concurred with Councilman Collins comments. He then questioned the $2,500. to be paid into a private pension plan since the City has their own mandatory retirement system for all City employees. Councilman Rubin explained he agreed with the other Council's comments, but he also was against the 3 month severance pay. He then explained to Mr. Drago that he was not opposed to the City hiring him as the Administrative Assistant, he was only against the timing of hiring an Administrative Assistant since elections is in November. Council members discussed the City's retirement system. Attorney Bryant explained the City would be paying $1,800. into the City's retirement system for Mr. Drago each year. If Council wished, the ordinance could be amended to exclude the Administrative Assistant from the employees. Then pay the same $1,800. towards his own private pension plan. Council discussed the possibility of amending the ordinance. Mr. Drago stated he would agree to the City paying $2,000. into his private pension plan. Council agreed. Following further discussion by the 'Council and Mr. Drago concerning the length of the contract, Councilman Collins made a motion to hire John Drago, subject to contact approval by City Attorney and City Council. Councilman Douglas seconded the motion. Mayor Chapman asked for a vote on the motion. Collins Douglas Thomas Rubin Motion carried. 3973 Council again restated the outcome of the negotiations as follows: 1. $30,000. - Salary 2. $ 2,000. - To be paid into his private pension fund 3. TWO weeks paid vacation and accrued sick leave hours (same as other City employees) 4. Use of City vehicle 5. 90 day severance clause to be included in contract. 6. Health and life insurance coverage for employee (same as other City employees) 7. One year renewable contract. Council discussed the date for employment with Hr. Drago, agreeing on October 1, 1986. Mr. Drago*s attorney will draft contract submitting it to Attorney Bryant for approval, then to the Council for final approval.
