RECESSED MEETING WEDNESDAY. AUGUST 20. 1986
The recessed meeting was called to order at 7:00 P.M. by the
Chairman with the following Councilmembers present:
Oakland Chapman, Mayor
Edward Douglas, Councilman
Oscar Thomas, Councilman - absent
Nick Collins, Councilman
Andy Rubin, Councilman - absent
Others present were:
Bonnie S. Thomas, City Clerk
Sylvia Firestine, Adm. Asst.
L.C. Fortner, Public Utilities Director
Chuck Elders, Street Director
Lydia J. Wilkerson, Deputy Clerk
Mayor Chapman stated the purpose of the recessed meeting was
to interview applicants for the position of Administrative
Assistant.
Firs~ applicant:
James Bursick, West Palm Beach, Florida
Experience: Budget and Research Analyst, Management Analyst,
Finance Clerk. Conducted studies involving administrative and
financial research, organizational staffing and structure, systems
and procedures analysis and the impact of policy decisions on
existing and future Services. Experience involving all areas of
city departments (water/sewer department, police department, fire
department, etc.) Extensive experience in the area of budget
preparation, grants and financing,
Salary requested: $27,000. - $30,000.
Second aoolicant:
John J. Drago, Sunrise, Florida
Extensive experience in both consulting and government. Solid
background in management, including financial, personnel,
purchasing, organizational and training administration. Ability to
set up and monitor cost effective operations, eliminate waste,
simplify complicated systems, and develop and implement profitable
government policies and strategies.
Salary requested: $30,000.
Third aDolicant:
Robert J. McMahon, North Canton, ohio
Experience: Consultant, providing management assistance to the
Public and Private sectors in the following areas: Finance and
Budgeting, Labor Relations and Negotiations, Computer applications,
Risk Management, Economic Development, Management and Supervisory
Training, Grant Development and Administration.
Salary requested: Amount of past Administrative Assistants
then negotiate with Council for benefits, etc.
Mayor Chapman informed the applicants the Council would be
making a decision at the September 2nd meeting and would notify
each applicant.

Before the meeting was adjourned Councilman Douglas informed
the Council that he would not be running for re-election this year.
Therefore, the Council should consider appointing a new member to
the Florida League of Cities sometime in September.
There being no further business to discuss, the meeting was
adjourned at 8:40 P.M.
