1986-08-04 Workshop Meeting3946 86-34 WQRKSHOP MEETING MONDAY, AUGUST 4, 1986 -~ The City Council of the City of Okeechobee met in a workshop session in Council Chambers, 55 Southeast Third Avenue, Okeechobee, Florida. The meeting was called to order by the Chairman at 7:00 P.M. with the following members present: Oakland R. Chapman, Mayor Nick Collins, Councilman Oscar Thomas, Councilman, absent Edward Douglas, Councilman Andy Rubin, Councilman Others present were: Bonnie S. Thomas, 'City Clerk Jerry Bryant, City Attorney Sylvia Firestine, Acting Adm. Asst. L.C. ?ortner, Jr., Public Utilities Director Keith Tomey, Fire Chief Larry Mobley, Police Chief Chuck Elders, Street Director Lydia J. Wilkerson, Deputy Clerk The workshop meeting was called to discuss a resolution setting fees to be charged for record research and photocopies; and an ordinance requiring that developers must pay for required improvements such as traffic devices, turning signals, etc. Council discussed the proposed resolution. Clerk Thomas explained the County Clerk follows the fee schedule provided in the Florida Statutes, Chapter 28. __~ Clerk Thomas suggested setting up a similar procedure to follow, with the Attorney's assistance. After discussion it was agreed by the Council for the Clerk to set up a similar procedure with the Attorney's assistance, presenting it to the Council for discussion. Mayor Chapman explained the Council was considering adopting an ordinance requiring developers to provide turn lanes, traffic control devices or any other improvement at their own expense within the City limits. Attorney Bryant stated that he requested copies of ordinances from several cities and counties, but to date he has only received one from St. Lucie County. He explained he needed several questions answered by the Council before he would be able to draft the necessary ordinance for first reading. Council answered several of the Attorney's questions concerning the ordinance. Attorney Bryant stated he would draft the ordinance for first reading for the second meeting in August (the 19th).
