86-33 BUDGET WORKSHOP MONDAY. JULY %4, 1986
The Budget Workshop meeting was called to order by the Mayor at
7:00 P.M. with the following members present:
Oakland R. Chapman, Mayor
Nick Collins, Councilman
Oscar Thomas, Councilman
Edward Douglas, Councilman
Andy Rubin, Councilman
Others present were:
Bonnie S. Thomas, City Clerk
Jerry Bryant, City Attorney
Sylvia Firestine, Acting Adm. Asst.
L.C. Fortner, Jr., Public Utilities Director
Keith Tomey, Fire Chief
Larry Mobley, Police Chief
Chuck Elders, Street Director
Lydia J. Wilkerson, Deputy Clerk
Clerk Thomas explained, the City had a balanced budget due to all
of the department heads cutting their budgets as much as possible, and
therefore, suggested the Council reinstate the 5% salary increase
which was deleted from the Legislative budget in earlier workshop
meetings.
Director Fortner stated the City keeps 6% of the Sanitation
budget which would amount to approximately 15,000. which is not shown
in the budget.
Council agreed to have the 5% included in the Legislative Budget,
Council's salary line item 1200, and then discussed the possibility of
giving additional funds to the Council on Aging.
Councilman Collins suggested the City give the Council on Aging
$5,000. if the City has the extra $15,000. as Director Fortner stated.
Mayor Chapman asked for Council's opinion and Council agreed to
give the Council on Aging $5,000.
Council agreed to negotiate on the Attorney's salary increase.
Council discussed the employees salary increases and evaluations,
and determined the following formula to be used for ratings and salary
changes:
2-1/2% - Satisfactory
3-3/4% - Above satisfactory
5% - Excellent
Director Fortner suggested the Council approve the following
percentages instead, on employees evaluations, not to exceed the 5%
budgeted in each department:
3-3/4% - Satisfactory
5% - Above satisfactory
6-1/4 - Excellent
Mayor Chapman asked for Council's opinion on changing the
percentage of employee evaluations as recommended by Director Fortner,
and the second suggested formula of 3-3/4, 5, and 6-1/4% as suggested
by Fortner was agreed upon.
There being no further disc ion the workshop meeting was
