The meeting was called to order at 10:02 a.m. by Chairperson,Administrator Whitehall.

A. Chief Davis moved to dispense with the reading and approve the January 19, 2012, Technical Review
Committee regular meeting minutes; seconded by Public Works Director Robertson. Motion carried
unanimously.
IV. NEW BUSINESS—Chairperson.
A. United Feed Co-op, Inc. 12-001-TRC. The application was submitted by Larry Davis, General Manager,
on behalf of the property owner,to replace the existing 110 foot high feed mill with a new, more efficient
feed mill that will be 168 feet high, for property located at 708 NW 2nd Avenue, Okeechobee, FL-Senior
Planner.

A. United Feed Co-op, Inc. 12-001-TRC continued.
City Planner Brisson presented the Planning Staff Report of approval to the Committee, noting a couple of
stipulations. That the Board of Adjustment and Appeals approve the special exception for the height of the mill tower,
that the location of the new parking spaces south of the mill tower and warehouse be shifted to the east 20 or so feet
to eliminate the potential for conflict with vehicles entering or backing out of the three existing spaces in front of the
metal building and lastly, that the location and description of the type of lighting that is to be provided in the vicinity of
the new parking spaces be indicated on the site plan or, the applicant to provide a sound reason why such lighting is
not needed. Mr. Brisson noted that the footprint of the new building would be some what smaller and that there was
no additional landscaping that would accommodate the height of the new mill.
Mr. Steve Cooper, Engineer for the project, was available for questions from the committee. He stated that another
fire hydrant would be made available and that they would contact Environmental Health regarding the septic
operating permit.
Comments from the departments:
Environmental Health; in Mr. Burton's absence, written comments were received by email from Doug McCoy stating
that an industrial septic operating permit for septic tanks operating on property zoned Industrial would be required
and to contact their office for information.
OUA; In Mr. Hayford's absence,written comments were received by email that addressed the need for fire protection.
He stated that OUA does not have a water main in the immediate vicinity of the mill and as far as sewer, there is
nothing.
Building Official; No issues other than possible signage to direct the flow of traffic maybe in the future should it
become an issue.
Public Works; Noted that the driveway entrances should probably be widen a little bit more and that one of the
driveways needed some repair.
Police Department; No issues at this time.
Fire Department; Need to do a fire flow, and an additional hydrant should be made available. There is one now, but
another one is needed along with adequate flow. Chief Smith commended the co-op for providing the standpipe
inside the facility. This will make accessibility much more available. He mentioned that the anchor points should be u
or eye shaped. For accessibility, Chief Smith asked that there be signs designating accessibility for fire vehicles or
striped off areas for emergencies. He spoke in length with Steve Cooper, Engineer, and Gary Winsett, Consultant for
the applicant, along with members from the Co-op.
Chief Smith moved to approve 12-001-TRC , to replace the existing 110 foot high feed mill with a new, more efficient
feed mill that will be 168 feet high, for property located at 708 NW 2nd Avenue, Okeechobee, FL, with the
contingencies that the Board of Adjustment and Appeals approve the special exception for the height of the mill
tower, that the location of the new parking spaces south of the mill tower and warehouse be shifted to the east 20 or

I will not be able to attend due to a prior engagement.
It should be noted that the reason for this construction is that the last building was lost due to a
structure fire. The OUA does not have a water main in the immediate vicinity of the mill for fire
protection.While there is water several blocks away, I believe NW 6th Street is the closest water main
that can address the site specific fire safety needs. As far as sewer,there is nothing in the immediate
area.
If fire protection is an issue that the City wants/needs to have addressed, I would propose a meeting
between City staff(say you and the Fire Chief)and OUA to discuss OUA facilities and what would be
required to meet fire protection levels.

WHEREAS, the City has received an application (No. 71) from United Feed Co-Op
president Tommy Rucks for the closing of a certain right of way as described in this
ordinance to utilize the entire property for future development;and
WHEREAS,a review of such application reveals that it is in the best interest of the citizens
of the City of Okeechobee as a whole to grant said application; and
WHEREAS,the granting of the application will serve a legitimate public interest and is a
proper exercise of the municipal authority of the City of Okeechobee as a
discretionary function;
NOW, THEREFORE, be It ordained by the City Council for the City of Okeechobee,
Florida;presented at a duly advertised public meeting;and passed by majority vote
of the City Council; and properly executed by the Mayor or designee, as Chief
Presiding Officer for the City:
Section One. The right-of-way described hereafter is hereby closed,vacated and
abandoned by the City of Okeechobee,Florida to-wit:

General Description
United feed is replacing the existing 110-foot high feed mill with a new, more efficient
feed mill that will be 168 feet high. The request to allow the additional height will be the
subject of a special exception request to be heard by the Board of Adjustment and
Appeals at its meeting at 6:00 PM on February 16th
Part of the original facility, built in the 1960's, was recently destroyed by fire. The new
facility will be more efficient in that the operation will take place in a more vertical
manner, reducing the need to move feed, reducing the number of exterior storage silos
from 16 to four, and hopefully, reducing the number of hours the mill will be in operation.
The capacity of the operation will remain the same as previous.

Adequacy of Public Facilities:
Potable Water and Sanitary Sewer: Based on the fact that the capacity of the
new facility remains the same as the prior facility, and no water or sewer
connections are proposed for the new building, there should be no effect upon the
OUA's facilities or the existing septic system.
Solid Waste Disposal: With no increase in capacity, there should be no change
in the amount of solid waste generated. In any event the County has, on
numerous occasions, confirmed a considerable level of excess capacity available
to serve the anticipated need for solid waste disposal throughout the City.
Traffic: With no increase in capacity, there should be no change in the amount of
traffic generated. Traffic generation is rather minimal and the increased height of
the mill will not affect the number of trips. Discussion with the Applicant indicated
that with the increased efficiency plant operation may be reduced and the number
of truck trips might be compressed into the somewhat shorter period of operation.
This should have no appreciable effect upon the roadway network.
Drainage: The Applicant has indicated that the required water quality treatment
remains the same as previous and is addressed within the existing retention area.
Comparison with Dimensional Standards of the IND District
The replacement building occupies a smaller footprint and is in essentially the
same location as the prior building. All setbacks remain greater than the required
minimums, building coverage is reduced and total impervious coverage appears
to remain the same. Consequently, the only significant changes to the site
arrangement involve the location of required parking spaces, the dumpster, and
internal circulation of the truck traffic. The replacement of the original building by
a new structure with a smaller footprint should not require the addition of
landscaping. No additional landscaping would have any practical buffering effect
in relation to the additional height of the feed mill. As a result, the only
requirements addressed in this section will deal with internal circulation and
required off-street parking and the arrangement of such parking space

Other Requirements and Considerations:
Sidewalks: This is the replacement of an existing industrial facility and we do not
believe this would trigger the need to consider provision of a sidewalk. In any case,
from a practical standpoint, it would seem that neither this site, nor the owners,

Dumpster Location: The dumpster location is shown about 50 feet west of the
southwest corner of the new building.
Lighting Plan (Sec. 78-71): The Applicant has not submitted a lighting plan for the
parking area. The parking area has been changed from what existed previously. While
the number of spaces added in the vicinity of the new mill tower and warehouse is
modest and may not warrant a formal lighting plan, the Applicant should show provision
of some lighting.
Recommendation:
Staff recommends approval of the site plan provided:
1. The special exception for the height of the mill tower is approved by the Board of
Adjustment and Appeals.
2. The location of the new parking spaces south of the mill tower and warehouse are
shifted to the east 20 or so feet to eliminate the potential for conflict with vehicles
entering or backing out of the three existing spaces in front of the metal building.
3. The location and description of the type of lighting that is to be provided in the
vicinity of the new parking spaces is indicated on the site plan; or, the Applicant
provides a sound reason why such lighting is not needed.
