1986-04-29 Special Meeting 3895 86-34 SPECIAL MEETING APRIL 29. 198~ The City Council of the City of Okeechobee met in a special meeting at 7:00 P.M. with the following Councilmembers present: Oakland R. Chapman, Mayor Edwar4 Douglas, Councilman Nick Collins, Councilman Oscar Thomas, Councilman Andy Rubin, Councilman Others present were, Milton Davis, Adm. Asst. L.C. Fortner, Jr., Director of Utilities Keith Tomey, Fire Chief Larry Mobley, Police Chief Sylvia Firestine, Adm. Secretary Lydia J. Wilkerson, Deputy Clerk Mayor Chapman stated the purpose of the Workshop meeting was to discuss telecommunications and impact fees but the information on telecommunications had not been received at this time. Council agreed to bypass discussion, concerning telecommunications at this time. Mayor Chapman opened the floor for discussion concerning impact fees. John Abney, representing the Okeechobee Builders Association and the Okeechobee Realtors Association, suggested the Council consider the following options for impact fees, User's fees (fire districts, drainage districts, lighting districts), Sales tax increase to 6 cents, cable TV utility tax, Tourism tax, State Lottery, Gas tax increase, Sales tax on all Sales except for prescription drugs. Following discussion by Council and members of the audience concerning the' various options for impact fees, Mayor Chapman suggested a committee be made up to further investigate impact fees. The following people were decided to be in the committee, providing the County Commissioners did not have any objections: John Abney, Sara Price, Dowling Watford, Jim Lashley, Nick Collins, Attorney Bryant, Attorney VanLandingham, Administrative Assistant Davis, Mark Griffith, Kevin Foster.
