The City Council of the City of Okeechobee, met in Council Chambers,
55 Southeast Third Avenue, Okeechobee, Florida, at 7:00 P.M. with the
following Councilmembers present:
Mayor Oakland R. Chapman
Vice -Mayor Andy Rubin
Councilman Edward W. Douglas
Councilman Nick Collins
Councilman Oscar Thomas
Others present were:
Bonnie S. Thomas, City Clerk
L.C. Fortner, Jr., Administrative Assistant
Jerry Bryant, City Attorney
Keith Tomey, Fire Chief
Steve Figley, Acting Director of Public Utilities
Larry Mobley, Police Chief
Clerk Thomas explained to the Council that the tentative millage was
set at 4.25% at the first budget hearing.
The Fire Department Budget has been increased $10,000. due to the
allocation of funds for the repair work on Fire Engine #4. Budget total is
now $301,278.
Councilman Thomas questioned the fees being waived for the new County
jail facility. Administrative Assistant Fortner explained that the City
could not waive fees for service to anyone due to the No Free Service
Clause in the Bond Ordinance. EPA and FmHA would not allow this to be
done.
Mayor Chapman read the millage resolution as follows:
RESOLUTION NO. 85-13
A RESOLUTION ADOPTING A MILLAGE RATE AND AUTHORIZING THE MAYOR
AND CLERK TO EXECUTE THE BUDGET RESOLUTION CONTAINING SAID
MILLAGE DATA THEREIN; ALL IN ACCORDANCE WITH CHAPTER 200.065
FLORIDA STATUTES.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OKEECHOBEE, FLORIDA, as
follows:
SECTION 1: Following a required public hearing and in accordance with
Chapter 200.065 Florida Statutes, the City Council hereby adopts a millage
of 4.40 for the City fiscal year beginning October 1, 1985; and authorizes
the Mayor and Clerk to execute the budget resolution containing said
millage.
SECTION 2: This resolution shall take effect upon adoption.
Introduced and adopted in regular session assembled this 23rd day of
September, 1985. -
There being no discussion concerning the resolution, Councilman
Collins made a motion that the millage rate be set at 4.25% for the fiscal
year 1985-86. Councilman Rubin seconded the motion. Motion carried.
Mayor Chapman asked if there was any discussion on the Budget
resolution.
Administrative Assistant Fortner stated that $4,000. has been included
in the Police Department budget for a computer system to help in their
records retention and retrieval. The total amount of the computer system
would be $16,271. The system could be purchased on a 5 year loan or the
City could pay half this fiscal year and the balance next year.
Council discussed the possibility of the Police Department connecting

to the present computer system in the Clerk's office. Council agreed that
Administrative Assistant Fortner and Clerk Thomas check into the above
alternatives to find the least expensive solution to the computer hook up
possibilities. Council also agreed that additional funds could be found
within the budget to add to the existing $4,000, for the computer system
purchase. Any balance will be budgeted for the next fiscal year.
Clerk Thomas read the Budget Resolution as follows:
A RESOLUTION ADOPTING AN ANNUAL BUDGET FOR THE CITY OF OKEECHOBEE,
FLORIDA FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1985 AND ENDING
SEPTEMBER 30, 1986; PROVIDING FOR THE LEVY OF AD VALOREM TAXES;
PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OKEECHOBEE, FLORIDA, as
follows:
SECTION 1: The City Council of the City of Okeechobee, Florida, after
having held a public hearing on the annual budget, including General Fund,
Utility Fund, Debt Service and Construction Fund, hereby adopts as its
annual budget the expenditures, as fully set forth belofi, for the City of
Okeechobee for the fiscal year beginning October 1, 1985 and ending
September 30, 1986.
GENERAL GOVERNMENT $356,214.

FIRE 301,278.
SANITATION 230,150.
STREET DIVISION 531,899.

SECTION 2: The City Council of the City of Okeechobee, Florida hereby
levies a tax of 4.401 per thousand dollar valuation on all real and
personal property within the corporate limits of said City, provided
however, that 4.251 shall not be levied upon property in the City of
Okeechobee claimed and allowed as homestead in the general laws of the
State of Florida.
SECTION 3: That of the total 4.401
r thousandvaluation as
designated in Section 2, hereof, 4.251. per tho sand dollaravaluation shall
be used for general City purposes in carrying on and conducting the
government of said City and .150 per thousand dollar valuation including
homestead shall be used to pay interest and principal on bonds maturing during said fiscal general obligation
in cash
and such cash so collected to be keptinseparate accounts forto be collected he purposes
designated herein.
SECTION 4: That this resolution was proposed, considered and adopted under
the provisions of Chapter 166 and 200.065 Florida Statutes.
SECTION 5: This resolution shall become effective upon its adoption.
Introduced on first reading this 9th day of September, 1985.
Passed on second and final reading this 23rd day of September, 1985.
There being no further discussion, Councilman Thomas made a motion to
adopt the budget resolution. Councilman Rubin seconded the motion. Motion
carried.
Councilman Douglas asked Clerk Thomas if she would see how much money
would be saved if the City was to begin paying the employee bi-weekly.
Clerk Thomas said she would have the information for him at the next
Council meeting.
