1985-09-09 First Budget Hearing85-50 FIRST BUDGET HEARING MONDAY, SEPT.MBEg 9, 1985 Mayor Chapman called the First Budget Hearing to order at 7:00 P.M. in the City Hall Council Chambers, 55 Southeast Third Avenue, Okeechobee, Florida, with the following Councilmembers present: Mayor Oakland R. Chapman Vice Mayor Andy Rubin Councilman Edward W. Douglas Councilman Nick Collins Councilman Oscar Thomas, absent Others present were: City Clerk Bonnie S. Thomas Adm. Asst. L.C. Fortner, Jr. Police Chief Larry Mobley Fire Chief Keith Tomey Street Supt. Chuck Elders Deputy Clerk Lydia J. Wilkerson vie CIPWRINZI Sy 0 Tall = Councilman Rubin is not in the City's Retirement System, therefore, the total amount should be $1,235. instead of $1,516. Council agreed that S.E. 2nd Street and S.E. 2nd Avenue be included in the drainage for $10,000. and $15,000. for the master drainage plan, Clerk Thomas read the Improvement line items as follows: Paving & resurfacing streets $150,000. Box culvert 50,000. Striping 11,000. Traffic light S.W. 5th Avenue 10,000. Drainage S.W. 5th Avenue 10,000. Drainage S.W. 2nd Avenue & S.W. 2nd St. 25,000. $246,000. Mayor Chapman asked if there were any comments from the audience. There were none. Mayor Chapman asked Clerk Thomas to read the resolution as follows: A RESOLUTION ADOPTING AN ANNUAL BUDGET FOR THE CITY OF OKEECHOBEE, FLORIDA FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1985 AND ENDING SEPTEMBER 30, 1986; PROVIDING FOR THE LEVY OF AD VALOREM TAXES; PROVIDING AN EFFECTIVE DATE. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OKEECHOBEE, FLORIDA, as follows: SECTION 1: The City Council of the City of Okeechobee, Florida, after having held a public hearing on the annual budget, including General Fund, Utility Fund, Debt Service and Construction Fund, hereby adopts as its annual budget the expenditures, as fully set forth below, for the City of Okeechobee for the fiscal year beginning October 1, 1985 and ending September 30, 1986. GENERAL. FUND GENERAL GOVERNMENT $356,495. POLICE 575,014. ANIMAL CONTROL 20,415. FIRE 291,278. SANITATION 230,150. STREET DIVISION 531,899. PARKS AND IMPROVEMENTS 10,000. SECTION 2: The City Council of the City of Okeechobee, Florida hereby levies a tax of per thousand dollar valuation on all real and personal property within the corporate limits of said City, provided however, that shall not be levied upon property in the City of Okeechobee claimed and allowed as homestead in the general laws of the State of Florida. SECTION 3: That of the total per thousand dollar valuation as designated in Section 2, hereof, per thousand dollar valuation shall be used for general City purposes in carrying on and conducting the government of said City and per thousand dollar valuation including homestead shall be used to pay interest and principal on general obligation bonds maturing during said fiscal year, such levy to be collected in cash and such cash so collected to be kept in separate accounts for the purposes designated herein. SECTION 4: That this resolution was proposed, considered and adopted under the provisions of Chapter 166 and 200.065 Florida Statutes. SECTION 5: This resolution shall become effective upon its adoption. Introduced on first reading this 9th day of September, 1985. Councilman Collins stated that he would like for the City to stay with the 4.25 like the year before if it was possible. Councilman Rubin stated he would like for the City to go with the 4.38 � rate. Mayor Chapman stated he would agree staying at the 4.25. Councilman Douglas stated he would agree with the 4.25 also. 3802 Clerk Thomas explained that the Council should go with the higher rate of 4.,38 because they could lower the rate at the second public hearing, but they would not be able to raise the amount. Council instructed Clerk Thomas to check with Tommy Gaughan, the --. property appraiser, to see if the Council could accept an amount other than the 8%, 15% or the roll back rate. Councilmembers agreed to go with the 4.38 rate for now, but if it was possible to set the percentage rate at a lower figure they would do so (4.25) . Clerk Thomas read the resolution with the millage rates agreed on by the Council: SECTION 2: The City Council of the City of Okeechobee, Florida hereby levies a tax of 4.53 per thousand dollar valuation on all real and personal property within the corporate limits of said City, provided however, that 4.38 shall not be levied upon property in the City of Okeechobee claimed and allowed as homestead in the general laws of the State of Florida. SECTION 3: That of the total 4.53 per thousand dollar valuation as designated in Section 2, hereof, 4.38 per thousand dollar valuation shall be used for general City purposes in carrying on and conducting the government of said City and .150 per thousand dollar valuation including homestead shall be used to pay interest and principal on general obligation bonds maturing during said fiscal year, such levy to be collected in cash and such cash so collected to be kept in separate accounts for the purposes designated herein. Councilman Douglas made a motion to adopt the tentative millage rate at 4.38. Councilman Rubin seconded the motion. Motion carried. - Councilman Collins made a motion to adopt the Proposed Annual Budget setting the Second and Final Budget Hearing for September 23, 1985. Councilman Rubin seconded the motion.
