Technical Review Committee Meeting -Joe Boyd, Chairperson. In Chairperson Boyd's Absence Staff Member Bermudez called the July 21,2004 Technical Review Committee meeting to order at 10:00 a.m. II. Chairperson and Staff Attendance-Chairperson Boyd. Fortner, Okeechobee Utility Authority Executive Director Present •Ill. New Business. A. Airi Acres Pre-Application Plat Review. The subject property is located SE of the Kelly Hill, representative of LaRue Planning and Management, briefly explained the memorandum submitted 1 intersection of SE 9 th Avenue and SE 9 th Drive. David and Anita Nunez are the property by James LaRue. The memorandum explained that the block length seemed to be too far in distance from the owners and applicants. Mr. and Mrs. Nunez are proposing to construct a 29 lot single cul de sac at Lot 15 to Lot 1 at the entrance of the subdivision for emergency vehicles to enter or exit without family subdivision. a turnaround point. Battalion Chief Douglas briefly explained the memorandum prepared by Chief Smith. Chief Smith requested a clarification regarding the location of the entrance in regards to the existing road, the hydrants need to be 400 feet apart, first hydrant is to be placed at the entrance unless there is an existing hydrant at the same location,fire flow for water supply shall be a minimum of 1000 gallons per minute,turning radius for the cul de sac shall be a minimum of 50 feet, 100 feet in diameter. Engineer Bermudez explained that the entrance to the proposed subdivision is an issue,it needs to be shown on the plans and resubmitted. The City requires a 70 foot right of way. New Business, continued. A. Airi Acres Pre-Application Plat Review, continued. required. Executive Director Fortner stated that there is not enough pressure to get 1000 gallons per minute in that location. Mr. Fortner requested that the applicants tie in to the water lines of the neighboring subdivision, Applewood Estates. By doing so this will reduce the amount of dead-end water mains and increase fire flow and pressure to the water lines in the area. Mr. Fortner also explained that an easement would be required for the water lines crossing from one development into another. Eddie Trent, Okeechobee County Health Department, explained in a memorandum that there would be a 50 foot required setback in the front of all the homes located on the one-third acre lots. Due to the small size of the lots,there is not room for the septic tanks in the rear of the lot so all septic tanks will need to be located in the front of the home. Mr. Trent also suggested that this requirement should be addressed in the deed restrictions of the subdivision,due to the fact that a circular type drive would not be permitted because of the septic tank location. There were no comments from Chief Davis,Public Works Director Robertson,Attorney Cook, or Administrator Veach, Loris Asmussen, Project Engineer,explained that the applicants are going to change the one-third acre lots to one-half acre lots. This will eliminate the issues submitted by Mr. Trent. Oscar Bermudez motioned to approve the Pre-Application review of Airi Acres, pending the following issues being corrected: 1. Revise the drawings indicating the location of the entrance to the subdivision. • 2. Revise the drawings indicating the new lot sizes. 3. Either amend the plans, or have approval of a variance from the Board of Adjustments on a dead-end being longer than the maximum 1200 feet. Motion was seconded by Mr. Hill. Okeechobee Mr. Hill briefly reviewed the staff report with the applicants, questioned whether the existing drive from Church of God is the property owner and applicant, Jeff Kennedy is representing the Northeast 3rd Avenue was to remain;if so will there be a loading or drop off area at this location? Clarification was needed on how the parking was calculated.applicant. The applicants are proposing to construct an 11,200 square foot youth center. p g c cu ated. Mr. Trent, Okeechobee County Health Department, asked if there would be restrooms in the building. Battalion Chief Douglas explained a memorandum prepared by Chief Smith. A fire lane must be established and remain clear for emergency vehicles. Parking may still be used on both sides, as long as the lane remains open. The proposed fire lane to the North, would need to be able to handle the weight of a fire apparatus, and they are required to be 20 feet wide. Public Works Director Robertson explained that the culvert located at the entrance off Northeast 4th Street will need to be 18 inch galvanized. Engineer Bermudez explained that a sidewalk around the entire block is recommended for safety, however only the sidewalk along Northeast 3rd Avenue is required. Jeff Kennedy, Project Engineer, explained that the applicants were planning to do a Unity of Title with the Block to the North, this will lower the maximum lot coverage calculations. There will be restrooms in the building. There was a brief discussion regarding the septic tank. Pastor Larry Kilgore explained that there will be an overhead entrance/exit door,for storage of large objects. He also explained that there may be an occasional vehicle in that area, only to do maintenance on the building or things of that nature. Engineer Bermudez motioned to approve the site plan pending approval of: 1. Unity of Title. • 2. Sidewalk required along Northeast 3`d Avenue, or may be constructed around the entire block. 3. Landscape plan provided. 4. Necessary changes made to the Fire Lanes. Motion was seconded by Public Works Director Robertson. Okeechobee Balanji Mr. Hill briefly reviewed the Staff Report with the applicants, explaining that the required buffer along South Incorporated is the property owner, Uttam Chauhan is the applicant, Jeff Kennedy is Parrott Avenue is 10 feet,the plans only show 8.17 feet. He also explained that all parking spaces must be representing the applicant. The applicants are proposing to construct a 3 story,48 room 20 feet deep, some only measure 18 feet in depth. Mr. Hill requested that a floor plan with building motel. elevations, including height, needs to be provided to verify number of parking spaces required and height. Battalian Chief Douglas read Chief Smith's memorandum,explaining that a fire hydrant needed to be located at the entrance of the building. The entrance shall be at least 20 feet due to it being part of the fire lane. Fire lanes are required to be 20 feet minimum. The entrance shows a tree and sign dividing the area, the City requires 20 feet of unobstructed clearance for emergency vehicles. Engineer Bermudez explained that a permit will be required from South Florida Water Management District and Department of Environmental Protection regarding the wetlands. He expressed concerns regarding the drainage flowing towards the wetlands,this will also require approval from South Florida Water Management District and Department of Environmental Protection for that as well. A loading/unloading area will need to be provided. Executive Director Fortner explained that a water line would need to be run under South Parrott Avenue from • the West side to the East since a fire hydrant was needed at the entrance of the hotel, there are no water lines on the East side of South Parrott Avenue. He also explained that the property owners will be required to install a private lift station. There were no comments from Mr. Trent, Public Works Director Robertson, Chief Davis, Attorney Cook, and Administrator Veach. Engineer Bermudez motioned to approve the Site Plan for Best Western, with the following conditions: 1. SFWMD/DEP permit for wetlands 2. SFWMD/DEP permit for drainage 3. Wild Cow Café, located at 206 SW 3rd Avenue. Bill Shawfield is the property owner, Engineer Bermudez briefly explained that the original project was approved seven years ago. The building Robert and Tammy Davis are the applicants. The applicants are proposing to lease a at that time was designated to be divided into two sections. 2000 square feet of the building was to be used portion of Mr. Shawfields building for a restaurant/cafe. as a canvas shop, and the other 2000 square feet of the building was going to be used as storage. Now seven years later, the 2000 square feet that was to be used as storage is going to be a restaurant. Bill Shawfield, property owner, addressed the Committee. Mr. Shawfield explained that 2000 square feet is currently occupied by his canvas business, the Davis's have leased the other half of the building for their proposed restaurant. Mr. Hill advised that the proposed parking is not to be located on top of the septic tank and drain field, and they(septic tank and drain field)will probably have to be enlarged, but that decision would have to be made by Mr. Trent. Mr. Hill requested a site plan to be submitted indicating the exact location of the proposed parking and the location of the septic tank and drain field. Mr. Trent explained that he has met with Mr. and Mrs. Davis, and that they have agreed to meet the Health Department's Requirements. He reiterated that there should not be any pavement,or parking to be located on top of the septic tank or drain field. Engineer • Bermudez also requested a site plan of the proposed parking, septic tank and drain field. He noted that everyone must comply with parking regulations whether it is a new or existing building,especially when the use of the building changes from storage to a restaurant. Battalion Chief Douglas briefly reviewed a list of requirements submitted by Chief Smith, the fire department will require fire extinguishers,emergency lighting,exit signs,and keyless door locks.The owners stated that there will be no cooking equipment which will emit grease laden vapors, and if in the future this type of cooking equipment is utilized a commercial hood and suppression system would need to be installed. The applicants a nd property owners understand that they cannot put pavement or parking spaces on top of the drain field or septic tank. The required 21 parking spaces will not fit on the site, and recommended a 20 percent reduction of the parking requirements. He then recommended that the applicants appear before the City Council to request to enter into an agreement for 1 parking space per 75 square feet for the amount of the building that they are going • to occupy, counting the kitchen and the patron area. This agreement would prevent them opening the business with 500 square feet,and then enlarging the business without enlarging the parking area. He also recommended that the applicants create a plan (or drawing)of the parking that is already there, the exact location of the septic tank and drain field and submit that to the City. This will give the City Council the opportunity to review the site. Engineer Bermudez motioned to have the applicants submit a plan(or drawing)indicating the exact location of the building, existing parking spaces, drain field and septic tank for the City Council to review, as well as recommended a 20 percent reduction of parking spaces; seconded by Public Works Director Robertson.
