Technical Review Committee Meeting -Joe Boyd, Chairperson. In Chairperson Boyd's absence, Kelly Hill called the October 20, 2004 Technical Review Committee meeting to order at 10:00 a.m. II. Chairperson and Staff Attendance- Chairperson Boyd. Fortner, Okeechobee Utility Authority Executive Director Absent •III. New Business. A. Court Plaza. CBC Management, Inc. is the property owner, Thomas C. Close is the Herb Smith, Fire Chief, requested the applicants provide a proposed occupancy load for the restaurant. He applicant, Vikki Aaron is representing the applicant. The applicant is proposing to also questioned whether both the restaurant, and office buildings would be sprinkled for fire safety. Mr. Smith develop a two phase project consisting of a restaurant in phase one and office buildings also expressed concern with not having a fire hydrant located in the block that is being developed. in phase two. The subject property is located in the 300 Block of North Parrott Avenue. ' Kelly Hill, representative of LaRue Planning and Management, questioned whether the alleyways were open or closed. Mr. Hill expressed concern with the handicap parking spaces backing into the alley. Mr. Hill questioned the future plan for the property, and specifically what would happen if the buildings were sold to separate owners. Oscar Bermudez,City Engineer,recommended that the Technical Review Committee not approve the site plan until the applicants went before City Council and received approval from them regarding the parking reduction, OCTOBER 20, 2004-TECHNICAL REVIEW COMMITTEE-PAGE 2 OF 4 AGENDA ACTION-DISCUSSION -VOTE III. New Business, continued. A. Court Plaza, continued. as well as getting approval for the alley closure. Donnie Robertson, Public Works Director, questioned the design of the proposed on-street parking. The travel lane in the Street is required to be twelve feet wide,the curbing around the on-street parking will need to be adjusted accordingly. Stephan Cooper,project engineer,explained that the restaurant will be sprinkled for fire safety,however the office buildings will not. Handicap parking is required to be at the front of the building and that is where it • is located. The applicant, Mr. Close, is going to request that the alleys be abandoned; if it is approved the handicap spaces will be backing into the parking lot, not the alley. Mr. Cooper provided revised drawings to the committee members showing that only twenty percent of the parking is off-site,the rest will be on-site parking,as required. He explained that the sidewalks were going to be used as wheel stops for the on-street parking, and the curbing would be adjusted to meet Donnie Robertson's concerns. Kelly Hill motioned to recommend to City Council to approve the request for twenty percent reduction of on- site parking, based on approval from City Council to close the alleyways; seconded by Oscar Bermudez. The Committee requested that revised drawings be submitted to the General Services Department by November 3, 2004. The revised drawings will be reviewed by the Committee on November 17, 2004. Dennis and Anita Bryan are the property owners and applicants. The Oscar Bermudez, City Engineer, noted that one of the parking spaces were located in the visibility triangle. applicants are proposing to construct a 21 space paved parking lot in one phase. The Mr. Bermudez also requested that the project be started within 90 days from the approval of the Site Plan, subject property is located at the NW corner of SE 6th Street and SE 2nd Avenue. due to an Occupational License pending on this parking lot being completed. Donnie Robertson, Public Works Director, explained that there will need to be culverts installed under the entrances to the parking lot. The culvert is required to be a minimum of 15 inches round, a minimum of 20 foot in length, and galvanized. The property owner is required to supply the culvert pipe and the Public Works Department will set it. Then the property owner will have to cover it. • There were no comments from Eddie Trent, Herb Smith, or Kelly Hill. Jeff Kennedy, Project Engineer, explained that on the Planning Staff Report it is showing that there are 20 parking spaces required,and 21 are provided. He explained that the applicant would remove the space that was located within the visibility triangle, and would still have the correct number of required parking spaces. Oscar Bermudez motioned to approve Skip's Bar-B-Q Site Plan, based on the following items being addressed: Remove the parking space located in the visibility triangle. Install two culverts.
