The City Coucil of the City of Okeechobee met in a Workshop Session in Council
Chambers, 55 S.E. 3rd Avenue, Okeechobee, Florida, at 3:05 P.M.
Mayor Oakland Chapman called the meeting to order with the following
Councilmen present:
Oakland Chapman, ChairmarVMayor
Andy Rubin, Vice-Chairman/Vice-Mayor
Oscar Thomas, Councilman, absent
Edward Douglas, Councilman
Nick Collins, Councilman
Others present were:
Bonnie S. Thomas, City Clerk
L.C. Fortner, Jr., Administrative Assistant
Jerry Bryant, City Attorney
Lydia J. Wilkerson, Deputy Clerk
Council members discussed the present problems the City is facing with trucks
such as: trucks parking in residential areas on City right-of-ways, the noise from the
trucks being a nuisance to surrounding neighbors in the early morning hours, and the
damage being done to the streets within the City limits.
After a lengthy discussion by Council concerning the ordinance, Council agreed
for Attorney Bryant to draw up a sample ordinance for the Council to study, concerning
truck traffic.
A lengthy discussion was held by Council members concerning paving streets
within the city limits, the funds available and the order of which the streets were to
be paved. No decisions were made since this was a workshop session.
Director Fortner explained to Council members that he was not able to continue
filling the positions of Administrative Assistant and Director of Public Utilities,
due to the amount of work required for these jobs. He stated that the position of
Administrative Assistant was on a trial basis and he would at this time like to inform
the Council that as of October 1, he would like to return to his original position of
Director of Public Utilities only. The additional work load has caused Assistant
Director of Public Utilities, Steve Figley, to fall behind in his job requirements
also. Therefore, he felt it was best for him to give up the position of
' Administrative Assistant and requested the Council consider this request.
Council briefly discussed the situation before adjourning the meeting at 4:52
P.M.
