1985-02-26 Special Meeting364E I 85-3 SPECIAL MEETING TUESDAY, FEBRUARY 263, 1985 The City Council of the City of Okeechobee met in special session in Council Chambers, 55 Southeast Third Avenue, Okeechobee, Florida at 7:00 P.M. Chairman Chapman called the meeting to order with the following Councilmen present: Oakland R. Chapman, Chairman/Mayor Andy Rubin, Vice-Chairman/Vice-Mayor Edward W. Douglas, Councilman Nick Collins, Councilman Councilman Oscar Thomas was absent. Others present were: Bonnie S. Thomas, City Clerk L.C. Fortner, Jr., Administrative Assistant/Utilities Director Jerry Bryant, City Attorney Lydia Jean Wilkerson, Deputy Clerk Chairman Chapman stated the main purpose of the meeting was to discuss the paving of streets, deciding on a schedule for the paving. Director Fortner explained to Councilmembers the following list of streets were scheduled to be paved during the fiscal year of 1983/84 and were not paved. He applied some distances to each street and wrote the dollar amount at the bottom of the list. 1. S.E. 8th Drive - S.E. 14th Ct. to 15th Street 320-ft. (Sewer has been installed) 2. N.W. 7th Street - N.W. loth Avenue to N.W. 12th Avenue 1050-ft. (Sewer to be installed) 3. S.E. 12th Avenue - S.E. 4th Street South to Deadend 1325-ft. (Sewer has been installed) 4. S.E. 12th Street - S.E. 8th Drive to 9th Avenue 600-ft. (Sewer has been installed) 5. N.W. 4th Street - N.W. 9th. Avenue to llth Avenue 1250-ft. (Sewer to be installed) 6. S.E. 13th Street - S.E. 8th Dr. to 9th Avenue 725-ft. (Sewer has been installed) 7. S.E. 14th Ct. - S.E. 8th Drive to 9th Avenue 475-ft. (Sewer has been installed) 8. S.W. 5th Street - S.W. 5th Avenue to 7th Avenue 750-ft. Total 6495-ft. 6495-ft. X $15 per ft. _ $97,425.00 plus drainage improvements. 9. Street Supertendent Chuck Elders prepared the list by naming the streets that he felt should be paved.and in the order_ to which they should be paved. 1. S.E. 6th Avenue - N. Park Street to S.E. 2nd Street 600-ft. (Need right-of-way before paving) 2. S.W. 15th Street - Parrott Avenue to S.W. 3rd Avenue 700-ft. 3. S.W. 14th Street - Parrott Avenue to S.W. 3rd Avenue 700-ft. I 3649 2- L, - I�ra 4. S.E. 8th Dr. - S.E. 14th Ct. to S.E. 15th Street 320-ft. (Sewer has been installed) 5. S.W. loth Avenue - S.W. 6th Street to S.W. llth Street 1850-1t. (Sewer to be installed between 6th and 7th Street) 6. S.W. llth Street - S.W. loth Avenue to S.W. 10th Dr. 225-ft. 7. S.W. 19th Street - S.W. 5th Dr. to S.W. 7th Avenue 625-ft. 8. N.W. 7th Street - S.W. loth Avenue to 12th Avenue 1100-ft. 9. N.W. 2nd Avenue - N.W. 6th Street to N.W. 8th Street 925-ft. 10. N.E. 2nd Avenue - N.E. 2nd Street to 7th Street 1800-ft. Total 8845-ft. 8845-ft. X $15. per ft. - $132,675.00 plus drainage improvements. Director Fortner stated that the City had $115,000. available for paving less the $15,000. which was used for resurfacing (approved by Council), the balance ($100,000.) can be used for paving. Councilmembers discussed the streets to be paved where sewer lines are presently being installed -and the possibility of changing the paving list so that these streets could be paved after the installation of the sewer lines. Councilman Rubin stated he agreed with the list of streets that were scheduled to be paved during the 1983/84 fiscal year. He then stated the City should purchase a traffic counter to check the traffic flow on the streets so it would show which streets need to be paved. Chairman Chapman asked Director Fortner if he had found out anything concerning the traffic counters. Director Fortner stated that he had not found out any- thing definite, but at Councilman Rubin's request,he obtained some prices for traffic counters. Two different traffic counters, the prices $275.00 and $975.00. Councilman Douglas suggested the City first pave those streets which were supposed to be paved during the fiscal year of 1983/84, and purchase a traffic counter then start with counter results to pave from there on. Councilman Collins suggested the City get a traffic counter and start counting immediately. Councilman Rubin stated the City could either purchase a traffic counter or rent one. It takes 72 hours to get the correct amount of traffic on one street. Councilman Collins suggested the City begin paving those streets which were supposed to be paved in 1983/84 as far as the money would go, and counter streets after that. Chairman Chapman agreed with Councilman Collins. Councilman Rubin and Councilman Douglas also agreed with Councilman Collins' suggestion. Director Fortner stated that item #2 and item #5 has sewer lines to be installed He then asked Councilmembers if they wished to change the order of the streets to be paved and after the lines have been installed the City would then pave the streets. r-- Councilmembers agreed. Director Fortner asked Councilmembers about item #9 (street to be paved for Allen Markham), if they wished to leave this street off the list for now. Chairman Chapman answered yes. Councilman Rubin stated that since the street was #9 on the list, . leave it there, and if the City has the money, pave it. Councilman Collins asked to be excused from the meeting at 7:36 P.M. 3650 2 - 2 b .- �5 Before Councilman Collins left the meeting he stated that Mr. Markham said that he was not in a big rush for the street to be paved. Councilmembers discussed the trees that had to be removed, and other improvements which were needed such as drainage. Director Fortner asked Council how many traffic counters did they wish to purchase. Councilman Rubin stated one counter was enough, but the City should purchase the better one for $975.00. Director Fortner asked if the City would want to hire an engineer at the next meeting to start with the specifications on the paving. Chairman Chapman agreed. Director Fortner asked if Council wished to wait until Monday night to approve the purchase of the traffic counter. Chairman Chapman asked Director to put it on the agenda. Chairman Chapman asked if the contractors were going to replace the shell on the streets that the sewer lines are being installed. Director Fortner stated the contractors were supposed to. Councilman Rubin commented on the City paying Engineer Broome $4,000. for the specifications he completed for the City. Director Fortner stated that the City would only have to pay for the copying of the specs this time, since the specs are already prepared. Supt. Elders requested that S.E. 6th Avenue be put on the next year's paving list for sure. Councilman Rubin asked if he could speak concerning drainage at this time. Chair- man Chapman stated that the workshop meeting was not advertised for drainage, but that most of the drainage problems would be taken care of when the streets were paved. Councilman Rubin continued by listing sites which he felt were hazardous. Chairman Chapman agreed that some action was needed at the proper time.
