Consider Petition #302-R for rezoning of property Councilman Collins made a motion to accept the peti located at 304 N.E. 3rd Street from Residential Single tion #302-R for rezoning of property located at 304 Family to Residential General I - Exhibit 1 (City/ N.E. 3rd Street from Residential Single Family to County Planning Commission recommended approval). Residential General I based on the recommendation o approval by City/County Planning Commission; second by Councilman Thomas. Mayor Chapman asked for any public input. Councilman Watford asked why was this certain RG-1 being used and wasn't there a special exception on this too? NEW BUSINESS 1. Motion to award the purchase of a one ton dump truck for the Public Works Department to Duval Ford for $14,788.00 - City Administrator (Exhibit 3). COUNCILMEMBERS/ACTION Attorney Cook read Ordinance 627 by title only: "AN ORDINANCE CLOSING, VACATING AND ABANDON THAT CERTAIN STREET LOCATED AT NW 17TH STREET BETP7EEN NN 8TH AVENUE AND NW 7TH AVENUE OF LOT 6, IN BLOCK 44 AND 53 CONNERS HIGHLAND; DIRkTING THE CITY CLERK TO RECORD THE ORDINANCE IN THE PUBLIC RECORDS OF THE COUNTY; PROVIDING AN EFFECTIVE DATE." Councilman Collins made a motion to adopt Ordinance 627; second by Councilman Kirk. Chapman Collins Kirk Thomas Watford 'lotion Carried. Councilman Collins made a motion to award the purcha of a one ton dump truck for the Public Works Depart- ment to Duval Ford for $14,7.88.00; second by Council man Thomas for discussion. Councilman Thomas asked Director Elders what the purpose of the truck was. Director Elders explainer it was to replace a 1979 dump truck. Motion to award the purchase of a 3/4 ton utility Councilman Collins made a motion to award the purcha e truck for the Public Utilities Department to Roger of a 3/4 ton utility truck for the Public Utilities Whitley Chevrolet for $12,649.00 - City Administrator Department to Roger Whitley Chevrolet for $12,649.00 (Exhibit 5). second by Councilman Thomas for discussion. Councilman Thomas asked Director Fortner if this truck was replacing another one. Director Fortner explained it was replacing a older truck. Motion to award the purchase of a one ton utility Councilman Collins made a motion to award the purcha e truck for the Public Utilities Department to Roger of a one ton utility truck for the Public Utilities Whitley Chevrolet for $13,581.00 - City Administrator Department to Roger Whitley Chevrolet for $13,581.00 (Exhibit 4). second by Councilman Thomas. Motion to award the purchase of a four door full size After,lengthy discussion Councilman Collins made a sedan car for the Public Utilities Department to Don motion to instruct Director Fortner and Assistant Reid Ford for $11,989.00 - City Administrator Director Stratton to fix the car currently driven by (Exhibit 8). the Assistant Director; second by Councilman Thomas. Motion and second was withdrawn. Councilman Watford suggested Director Fortner and Assistant Director Stratton get an estimate of the work that needs to be done on the car and bring it back to the Council for review, Council agreed. May 1, 1990 page five 4. Motion to award an engineering services contract to Knepper and Willard for $30,000 - City Administrator (Exhibit 6). 5. Hear from Knepper and Willard regarding the evaluation for remedial work for the Taddie Collection System - '4r. Dan Willard (Exhibit 7) . COUNCIll4E�IBERS /ACTION Councilman Collins madea motion to award an engine- ering services contract to Knepper and Willard for $30,000; second by Councilman Kirk for discussion. Councilman Kirk asked this was for what? Administra for Drago stated "the Sonny Williamson Project (Re- claimed Water Project). Councilman Watford questioned on page two of the contract it was stated . inspections only dur- ing significant work . and asked if this is why the Council wanted since at one time full-time in- spections had been discussed. Mr. Willard added "I can assure you there would be representation there any time major work is being done such as pouring concrete, earth moving, laying pipe, etc. Council agreed this was appropriate. Chapman Collins Kirk Thomas Watford Motion Carried. Mr. Dan Willard appeared before the Council and ex= plained to them what they (the City) needs to do to get the sewer system functioning. (laid out in exhibit seven explaining in more detail all the pro blems and solutions offered by his company). Councilman Watford asked if the $750,000 (which is the proposed amount it would take to fix the system with additional $200,000 paving expense) included engineering fees. Mr. Willard stated it included engineering fees but not inspection fees. Mr. Willard also explained to the Council this will not fix everything in the system but it will get thf system working. Councilman Collins: a) Councilman Collins asked Administrator Drago for an update on the well study. Administrator Drago explain Mr. Reese was getting prices from var- ious companies on drilling the wells. b) L.P. Sanitation Agreement Councilman Collins stated in his opinion L.P. Sanitation had broken the contract with the City when they asked for a Cost of Living Impact (CPI). Attorney Cook explained in his opinion even if they are in breach of contract they have sixty days to correct the problem. May 1, 1990 Page seven 2. Councilman Watford: COUNCIIMENIBERS/ACTION a) City/County Workshop on Solid Waste Management Councilman Watford asked Attorney Cook how long he had possession of a copy of the letter to the County from Attorney Nabors. Attorney Cook explained he had gotten it a week before the meeting and he and Administrator Drago sent a copy to Attorney Claude Mullis to get an outside opinion on it. j Councilman Watford expressed that in the future it would be appreciated if the Council had any type of information Administrator Drago or Attorney Cook had Also if the County would be kind enough to furnish a copy of any information to be discussed at a meeting between the City and County it would be appreciated. Councilman Kirk stated that the City Council should have had a copy of that opinion letter from Attorne Nabors. "I felt like after reading it, why are we here?" Our City Administrator could better serve u by informing us and by having given us a copy of th letter. Mayor Chapman stated the Council should all have ha a copy of that letter. b) City/School Board Workshop Councilman T,Iatford suggested to the Council a workshop be set up to discuss the sewer service agreement to work out the problems. VOTE ABSENT YES NO Councilman Watford made a motion to invite the Scho Board to a joint workshop concerning water service for the new school, second by Councilman Collins. Council instructed Administrator Drago to get in touch with Superintendent Danny Mullins to get up a date and time. Mayor Chapman: to Administrator Drago someone needed to make sure that in the future when notices are sent out by the Code Board the addresses are correct. b) Okeechobee Solid Waste Board Mayor Chapman asked if there would be any problem with him nomin- ating Councilman Collins? Council agreed to nomin- ate Councilman Collins. Councilman Collins suggested Ben Burdeshaw be nomin- ated as the citizen for the City representative. Council agreed.
