The first meeting of this Committee was called to order at 6:00 p.m. by City Attorney, John R. Cook.

A. 1. a) Attorney Cook opened the floor for nominations for a Chair and Vice Chair. Committee Member
Gamiotea nominated Steve Nelson for Chairperson, no other nominations were offered. Committee
Member Doyle nominated Jamie Gamiotea for Vice -Chairperson, no other nominations were offered.

IV. NEW BUSINESS.
A. Review Citizen Board Handbook, Sunshine Law, and Ethics requirement - Attorney Cook.
Attorney Cook reviewed the Sunshine Law and its penalties to the Committee. The Sunshine prohibits
each member of this committee from communicating with each other or the City Council regarding
issues that could be discussed regarding the proposed park. Communication covers any and all types,
email, in person, letters, phone calls, text message, facebook and twitter. Each member was presented
with a Citizen Board Handbook which covers the basic rules and regulations for Ethics they are held
to and how to conduct their meetings utilizing Roberts Rules of Order. The expectations of the City
Council is for this Committee to further investigate and make recommendations for the proposed park
located at Southeast 61h Avenue and 7th Street.
City Clerk Gamiotea advised that since they will be discussing monetary matters on occasion, each
member will be required to complete a Financial Disclosure Form-1, which will be provided for them at
the next meeting.
B. Discuss dates and time of regular scheduled meetings and proposed time line set by the City Council -
City Clerk (Exhibit 1).
City Clerk Gamiotea provided what dates the Chambers would be available for the Park Committee to
schedule meetings. She also explained that the Council requested a report for the Committee within 90
days. Following discussion, the following meeting dates were set for the Committee to convene.
Tuesday, November 15, 2011 at 6:30; Tuesday, November 29, 2011 at 6:30, and Monday,
December 12, 2011 at 6:30 p.m. Future meetings beyond these dates will be discussed at the
November 29t' meeting.
C. Discuss the Committee Task questions - Chairperson.
In the absence of Mr. Nelson, who was just appointed as Chair, Vice -Chair Gamiotea conducted the
rest of the meeting. Administrator Whitehall addressed the Committee and distributed copies of a
conceptual site plan of the proposed park along with letters the City had received from citizens. The
majority of the Council is in favor of a park. Their biggest concern is what type of park, whether it will
be passive or active, the compatibility of the proposed area, and the concerns of the surrounding
property owners.

C. Discuss the Committee Task questions continued.
Administrator Whitehall stated he would be the City liaison for this committee, and that City staff will be
available to carry out their needs and requests. All communications need to go through him directly so
that he may direct them to the appropriate department to process.
The Committee then began going through the list of questions sent by the City Council:
Is Parks/Recreation a service that is demanded by the citizens?
Each member offered their reason for wanting to be a part of this committee and noted that yes, citizens
desire parks and recreation to be a service.
2. Is the improvement of public spaces, including parks and streetscapes, important enough to include
such improvements in the Capital Improvement Program?
It was discussed that this proposed park is important for community development and would be an
attraction to the City and area. Grants are available, and there are interested parties willing to donate
in -kind contributions. The City has earmarked some funding from Capital Improvements forthis project.
It was suggested that an adopt -a -park program or annual fund raiser be implemented to assist with the
maintenance of the park, which could include sponsors whose business banner can be posted along
the fencing.
3. Would it be appropriate to survey the citizens in order to gauge the level of satisfaction of all of the
services that the City currently provides, and determine the public's opinion as to items 1 and 2?
The Park Committee requested Administrator Whitehall send letters to the surrounding property owners
within 1000 feet of the proposed park area, soliciting their valuable opinion as to the park amenities or
concerns, and that they submit their information either in writing by the November 29th meeting or attend
in person.
4. What type ofimprovements would best satisfy the demands forrecreation and fitness opportunities, and
in what priority?
The Park Committee did not make any conclusions on this item. However, they discussed how a fitness
course and walking trails would work in this particular kind of park as well as shaded picnic areas and
floating fishing docks.
5. Is the Southeast 6th Avenue/7th Street property worthy of being improved, with such improvements
included in the Capital Improvement Program?
The Park Committee concluded that this property is worthy of improvement. A family park for quality
time says a lot about a community, and it attracts newcomers.
6. Which types of recreation opportunities and improvements would be suitable for the Southeast 6m
Avenue/7th Street property.

(Continued from question 6). The Park Committee highly recommends the park only be open from dawn
to dusk with fencing, and security lighting for safety reasons after hours.
The final two questions will be addressed at the next meeting.
V. ADJOURNMENT — Chairperson.
Vice -Chairperson Gamiotea adjourned the City Park Committee meeting at 8:09 p.m. The next scheduled
meeting will be Tuesday, November 15, 2011, 6:30 p.m.

IV. NEW BUSINESS.
Admin Whitehall spoke w/Council Member Maxwell, prepared exhibit discussion points, council .plants committee to weigh in
on neighborhood parks and costs, proximity of area and amenities, staff is here to assist you in any way to get info and supply
code requirements, etc,
Jamie, are we to come back for park recommendation for entire city? BW - general questions, what citizens are looking for,
can be done by survey, it is your pleasure if you want to tackle that part and give council where to go w/park and then come
back w/city wide info.
BW handed out site plan and letters from citizens, council wants a park but concerned about what kind, active or passive, this
is just a concept being proposed, restrooms don't have to be built in the beginning, O'connor has solicited some funding for
chickee huts, city has earmarked some interest for pkng (asphalt, this plan might be ambitious, but not far off,
JC add, initial thrust is park compatible for area, what means can be used for financing, in kind contributions, fundraisers, city
cleary doesnt have money, clerks ofc has access to all info, park designs, and other areas,
BW grants are available, recreation grants have dried up, started looking up, found some but not applicable, city has
earmarked in cap impr fund, appetite not to spend much on park, council has been conservative,
Jamie, if we have question for city staff, do we have to go through clerk, or what? BW I can be the protocal, coordinate
questions, and forward to appropriate persons,
come into consensus of what kind of park,
Toni very important to utilize by families, parks downtown for events, festivals, no place for family outing, there will be
opposition for anything be put there. Council wants us to give them direction on what will work in that area? BW, yes, Toni,
may be able to accomplish in stages, concentrate on pkng first,
BW passive park wouldn't need a lot of pkng, can designate overflow pkng area,
Jamie has there been a door to door poll from residents in area, BW, not officially, or formally, people directly affected need to
be heard, time of closure, activities, drinking, etc. ask what they are looking for, BW how big of a geographic area would you
propose? Jamie, can't say noise, can hear fair from my house,
Lane, standard procedure for variances, spec except, 300 ft radius, FL Statutes for notification, we can apply the same, we
can take it to the property line, Jamie, 1000 feet, Phil, thought this would be a daytime park, didn't even consider light issue,
close at dusk, Wants to be able to spend a day with daylight activity, Toni consider long-term and darkness brings mischief,
Patti put gates on pkng, Phil - put sign no pkng after designated time, no undue hardship on law enforcement, Jim residents
would be more accepting for daytime park,
Phil, read about health issues in splash and play, that's like a public pool, may be need to be considered at a later time, John
went to one in WPB, there is noticeable chlorine, Phil, in winter time may not be in use,
Jamie, let's follow direction, need to decide what type of park, active or passive, active has splash area, jungle gym set,
whereas, passive is a picnic area and butterfly garden, if the bd is in agreement, look at exhibit 2, and follow,

Atty Cook covered, Lane spoke of fin disclosure form, Tallahassee Ethical Commission, said will not have to fill out now since
not working w/money, as a precautionary, if money will be discussed we will have to fill out, Board, feels should fill out, money
will be discussed.

Lane, in addition, 2nd thurs of ea month is not available, council has requested report out from 90 days, Phil is that based on
exhibit 2? Lane, first report at least w/in 90 days, doesn't have to be finished project, Daryl, is there a time frame for completion
of park?
Jamie is tues good? Right now need to meet more than once a month.
How about meeting a wk from now? Nov 15th at 6, Phil, do we want to wait for 6:30 for Steve, sometimes it drags oui
conversation to repeat and bring up to speed, Toni closes store at 6:30, the Nov, 29th, 6:30, Dec 12th, 6:30,
Will look at future meeting at the Nov 29th mtg, everyone checks calendars,

John appreciate ideas for park, feel out of context, 1-4 should've been done already, Jamie, we have to report w/in 90 days,
didn't say what we were reporting, I am interested in question 1, Phil, people always want, do I feel we are responsible as a
govt, to give recreational svc as we give fire/pol svc, it is just as important, healthy recreation is a good community, Toni, think
a family park for quality time says a lot about community, helps for newcomers, our city does great job of taking care of needs,
this is a good step, does cnty need to step up and help, not just a city responsibility, local govt, joint effort to give to citizens,
Jim feels needs more to do in community, park is great idea, concern is, paying for it, maintenance, draw new families to the
area
John, I concur, this is way overdue, parks always get used,
Patti, all about for the community, kids need something to do, anything for families and children.
Daryl, who started idea of park? Steve, Mike and I go way back, pro city and county, and care deeply about okee, wanted to
see things better, change our image, got involved, not what you can do for me, it's what I can do for you, offered to clean up
canals, idea to develop property, have boats on creek, Christmas parade, floating dock, volleyball, play fountains, and one
thing led to another, can do something of this nature, there is nothing here for the kids, we use to have pool, rate of kids leaving
and not coming back is tremendous, how bout community getting man power and getting people in town involved
Daryl, would like to see taxpayer money used for park, agree we need to do this and make it happen, we might look into what
is wanted from citizens standpoint, safe area fenced for kids, sun a lot in fl, utilize, need shaded areas
Jamie there are parks here, but not sit down quiet parks, there are sports themed parks, people are so use to going to coast
that this isn't thought of doing here,
Steve, we don't have the facilities, we are sitting on a gold mine, this park will be the beginning, don't have to leave okee, but
we have to provide
Toni, very excited, great opportunity to make a difference,
Steve, what will attract to our community?
Toni, until we come up of ways to keep people in Okee, we are going to keep supporting other communities,
Phil, but the mindset, has to go across the board to change and move up to todays date
Steve, example, people go to Lake Placid, Sebring to jet ski, we have Okee Tantie, we should offer horseback riding, the
archaic way of thinking has to go,
Jim we need to urge to use docks, and waterway more, more restaurants would be nice in the area
Steve, O'Connor is talking to Burger King, put in floating docks, offer boat rides in canal, get state involved to keep waterway

Jamie, Capital improvement program, where is the cutoff, is the mindset the initial cost to be not coming from tax payers funds
but w/the private sector, and then maintenance will be from citys funds? Steve, yes., personally as a tax payer, have no
objection to pay for upkeep, parks can also generate revenue,
BW, council is stingy, main responsibility is providing svcs, want from committee to prove this is beneficial to invest some,
Jamie, don't see economy getting fixed for a while, the city has reserves, and is good at saving money, I am on the
conservative side, but would like to see this in the city, and I know city funds will have to be used for upkeep, prob 10 yr life
span, increase millage rate to keep, Ex; wooden jungle, when started, community gave and now cnty has to upkeep and
maintain. This will be good for the first years, need to get involved w/fund raisers to keep maintenance
Steve, look for grants. industries are out there to be tapped, City can give seed money to get started, once park is built, the
upkeep not foreseeing to be expensive
BW, remove controversial money element, council will be chastised the most, passive park will take some money out of issue,

not wanting this to be a controversial matter. Council wold love to say lets all get together and build park. It would remove
some obstacles from surrounding residents, don't want a tug of war between the community, as park becomes successful,
implement other amenities, slowly introduce so the residents get use to and see how it is beneficial,
John, we can strategically and slowly begin this park, and add as needed, for maintenance , adopt a hwy example, why not
adopt,a park, to take sting out of capital money.
Steve, there are people very interested,

see taxpayers getting something back, foolish not to take advantage of water, concerns: wouldn't want it to be a place for
teens to congregate after hours,

Steve recommends door to door, to get real honest opinion. Think they will get a better idea of proposal and possibilities and
be able to get feedback.
BW focus on what do we want to hear from citizens,
Phil, effects everybody, why don't we do a notice and request input from citizens, and have them present to board,
BW, the more passive wont, and can get them to send info to us rather than speak publicly
Jamie, feel those being affected the most, the surrounding area, would like to hear their concerns, if we have open invitation,
we better be prepared as what we are offering.
Phil, even more reason to have them come to mtg to hear ideas.
Jamie all for any kind of input. John, task at hand, focus on people impacted by park, later get general idea when talking about
other parks.
Frank, need to ask what they want? This one should be conservative to get acceptance, if we fail, we're done for any future
parks.
BW, solicit info from target area? Jamie, need basic, how is this park going to affect me? Advantage is close, disadvantage,
noise, strangers, trash, parking, light, security, how will this be regulated?
John we need answers before we can ask residents for opinion. Jim, no matter what layout, we will need to be able to answer
all those terms. Do we want to vote on dawn to dusk?
Jamie, can have exceptions for special events but approved by city council,
Daryl, feel input will be negative, Jim, that's why we're asking them, why they are negative and what are concerns. Daryl, we
can be sensible and take some of those concerns into our hands.
Phil, intent of committee to propose park and what would you like to be done?
Steve between now and next mtg,_imperative to find out how other cities proceeded.
Toni, extend invitation to see what plan is, present answers before questions asked.

Frank, always looked for home near schools, and parks, when growing up,
Phil, need to let public know we are going to do a park, what is your input, so they feel like they are a part of the development.
Phil move to direct staff to advertise or make communication w/in 1000 foot radius of the center of location of park, to notify
land owners that a park is going in, and we're taking public opinion. Letter to be cordial, and we want your input, value your
opinion; seconded by Steve. Motion carried.
Toni, letter needs to have more info, yes we are planning a secured dawn to dusk park, to put out fires before we get started.
Frank, how about putting in paper as proposed idea?

Dear Okeechobee City councilmen,
With great excitement, I am writing you this letter. The idea of having a park on the water
in the center of our city, for all the citizens of Okeechobee county to use, is just fantastic!
I truly believe that this is long over due. Times are tough, which makes traveling abroad
not an option for some of our families. I strongly feel that now is the perfect time for such
a park. We need places like this in our own community, so that our families have an
option to stay at home, and have a place locally to enjoy themselves and play together.
Having the park on the water, makes it even better for our citizens.
I plan to volunteer my time and resources to help make this happen. As a member of this
community I urge everyone that has the ability and power to make this park a reality, to
get on board and lets move forward with this project.

As a resident of Okeechobee City I want to go on record as to supporting the councilmen that believe this is
not the right economic times to be starting projects such as this. I offer the following reasons in no particular
order.
1. The City of Okeechobee needs to find ways in cutting expenses not adding to in these economic times.
2. I don't thing it is right for the city tax payer to foot the bill for the whole community and our part time
residents.
3. The property is an asset with it's value just the way it exists. It can be sold in the future to cover
shortcomings in an emergency.
4. From my experience with 38 years with the Corps of Engineers around Lake Okeechobee, legitimate park
users are generally driven out by park abusers unless Park Attendants are on site.
5. Water quality in the creek will seldom appear clean enough to wade or swim in and probably never healthy
not to mention numerous algae blooms each year. Taylor Creek has never been operated the way it was
intended since the water control structure was built just south of cemetery road and the headwaters of the Taylor
Creek Basin diverted to Nubbins Slough. It was the flow from those headwaters that kept the creek and
swimming holes flushed out and swimmer friendly. The gated culvert was installed to allow a continued
minimal flow into Taylor Creek to keep it flushed out which would either free flow into the lake thru the
converted hurricane gates (now Taylor Creek Lock) or being pumped into the lake by the adjacent pump
station. From lack of any maintenance north of the highway 70 bridge (over the last 40 years) where the Federal
Project ends there are tons and tons of silt and rotted vegetation just waiting to be flushed into the federal
portion (south of hwy 70) with the next big rain event. The proposed beach area will never be swimmer
friendly until efforts are made to clean up the aforementioned area which is cost prohibited for any local
government to fix.
6. I think there is concern for alligators before the first incident occurs whether it be a dog or a child? Attached
is the picture of one of several that have recently been legally removed from with -in roaming distance of the
proposed site. Note the relationship in the size of the child and the gator. Now just think of the child trying to
retrieve a kick ball at the edge of the water.
7. My recommendation is that sometime in the future, this parcel of land be donated as the city's part in a joint
effort with the Corps of Engineers, Water management and GFC to build a usable park that all the users will
share in the cost and the people and businesses in Okeechobee City that pay the taxes that we in -trust you to
protect will better be served.
8. 1 would rather see $200,000 spent on building air condition restrooms in the "Park " that we all occasionally
visit.

1 understand you are considering turning the area at the end of S.E. 6"' Avenue into a city
park. At first when I heard this, it sounded like a good idea, but after further
consideration, I have some concerns.
First there are people who live alone in the area and this park would naturally draw more
people and traffic which has made many people who live nearby anxious. They enjoy
their quiet and safe neighborhood the way it is now.
Secondly although much of the building would be donated, who will maintain the area?
If not properly maintained and supervised, it could become an eyesore rather than an
asset. Does the city have enough funds to properly do this?
The last concern would be the liability issue if someone were to get injured while using
the park.
The recent Adam Bryant Regatta was a success and an excellent way to make use of this
property without it becoming a permanent park that would incur expense to the city. I am
totally in agreement for it being used in like manner for other functions.
I appreciate you taking time to consider my concerns.

Dear sirs;
I am writing in regards to my concerns about the proposed city park on
Sixth Ave. There are several reasons I am opposed to the park. First is the
expenses of a park in these weak economic times. I understand much of the
initial setup will be donated and that is admirable. Will maintenance costs
be donated as well? Are you planning on having an attendant on premises
to take care of the property? Public restrooms must be cleaned, wading
pools must meet standards for sanitation. Are we going to pay for those
services? Will it be fenced and gated to protect it from vandalism? We
have several homeless people in close proximity to this area. What about
liability insurance, especially right here on Taylor Creek? This is starting to
sound rather costly. I believe the cost of maintenance will be a drain on our
already slim coffers.
Next, this is a quiet residential area. Many of the residents are retirees
and/or widows. I myself am a widow and I am nervous about the increased
traffic in this area. People walk for exercise around our quiet streets, you
see people with baby strollers enjoying some fresh air. Increased traffic and
activity would hamper these type of activities.
Finally I have spoken to several residents in the area. Many were not even
aware of the proposal. Most who knew did not understand what was going
to be installed there.
I agree, a nice city park would be an asset to our community. Put it where
people have easy access, not in a quiet residential area. Many people I have
spoken with don't even know where the property is located.
I appreciate your time and service. Please take my concerns into
consideration.
