Councilman Collins made a motion to adopt Ordinance 623; second by Councilman Kirk for discussion. After brief discussion, vote was as follows: Chapman X Collins X Ix Kirk Thomas X Watford X Motion Carried. Ms. Betty Navarro appeared for her mother, Esther Ke - in the matter of the Ordinance 615 taking effect Nov 1, 1989. She explained to the Council she and her eighty-five year old mother were in Mexico when the ordinance was passed and did not return home to get her mail which included the notification that the i sewer connection fees would be doubled effective Nov �i 1, 1989. She came to the water department on Nov. 1st but was told she would have to pay the double fee of $1584. Motion made by Councilman Collins that we exempt Mrs. Key from paying the full amount ($1584) due to the fact they were out of the Country and did not get in before November lst to pay their sewer connection fee; second by Councilman Kirk for discussion. Mayor Chapman read Ordinance 624 by title only: "AN ORDINANCE OF THE CITY OF OKEECHOBEE, FLORIDA AMENDING CHAPTER 17 OF THE CODE OF ORDINANCES CON— CERNING TRAFFIC, WHICH AMENDS, ADDS DEFINITIONS, PROVIDES FOR REGULATIONS GOVERNING THE USE OF SKATEBOARDS, BICYCLES, ROLLER SKATES, AND MOPEDS WITHIN THE CITY, PROVIDING AN EFFECTIVE DATE." Councilman Collins made a motion to adopt Ordinance 624; second by Councilman Kirk for discussion. After much discussion and public appearances by Mr. Bechler, Joy Holiday, Mr. Hitchcock, Patrick Rix, Rodney Harper, Police Captain Farrenkoph, Gloria Scheerer and Jim Baughman concerning how the ordin- ance would effect the handicapped and requesting Council cooperation in building a park for the skateboarders, vote was as follows: Chapman Collins Kirk Thomas Watford Motion Carried. Motion to adopt Resolution 90-2 - City Attorney (Exhibit 3). 4. it Consider a conditional approval of preliminary plat for Blue Heron - Mr. Jim Baughman. COUNCILMEMBERS/ACTION Mayor Chapman read Resolution 90-2: "A RESOLUTION AMENDING RESOLUTION 88-14 ESTABLISHIN, A SCHEDULE OF CIVIL PENALTIES FOR TRAFFIC VIOLATION PROVIDING AN EFFECTIVE DATE." Councilman Collins made a motion to adopt Resolutio; 90-2; second by Councilman Kirk. After much discussion, vote was as follows: Chapman Collins Kirk Thomas Watford motion Carried. Recess: 2:50 P.M. Reconvened: 3:00 P.M. Attorney John Cassels explained to the Council the purpose of the appearance today was for pre -plat approval. Attorney Cook stated there where a few changes, nothing major, he had talked with Attorney Cassels and the developer has agreed to change them. After discussion, upon recommendation of Attorney Cook, Councilman Collins made a motion to grant the conditional preliminary -plat approval for Blue Heron; second by Councilman Kirk. Motion to adopt Resolution 90-3 - City Administrator Mayor Chapman read Resolution 90-3 by title only: (Exhibit 5) "A RESOLUTION OF THE CITY OF OKEECHOBEE, FLORIDA EN COURAGING GOVERNMENT AND BUSINESS TO ESTABLISH PUR- CHASING POLICIES FOR PRODUCTS PRODUCED FROM OR CON- TAINING RECYCLED MATERIAL, PROVIDING AN EFFECTIVE DATE." fl Motion by Councilman Collins to adopt Resolution 90-3; second by Councilman Watford. COUNCIII4EMERS /ACTION Chapman Collins Kirk Thomas Watford Motion Carried Mayor Chapman read Resolution 90-5 by title only: "A RESOLUTION OF THE CITY OF OKEECHOBEE, FLORIDA APPROVING THE AMENDMENT OF ORDINANCE 622 AND SPECIFICALLY A CORRESPONDING AMENDMENT TO THE LEGAL DESCRIPTION IN THE ZONING REQUEST SUBMITTED WITH SUCH ORDINANCE WHICH AMENDMENT CORRECT A SCRIVENER'E. ERROR IN THE DESCRIPTION, PROVIDING AN EFFECTIVE DATE." Motion by Councilman Kirk to adopt Resolution 90-5; second by Councilman Collins. Chapman Collins Kirk Thomas Watford Motion Carried. Director of Public Utilities explained to the Counc 1 he had met with the Board of Directors of Beachwate Association and they have promised to cooperate wit the City (within reason) in adopting a water conser vation policy. After considering all areas, Direct r Fortner found the most effective way to conserve water was to raise the rates. No official action was taken on this matter.. 8. COUNCIL REPORTS AND/OP. REQUESTS: 1. Councilman Watford: a) Asked if the problem with Heritage Place was clear? Director of Public Utilities answered it had been taken care of. b) Asked what the problem was was in Bet -Her Acres Director of Public Utilities explained they would start the work and tests of that problem would start soon, there is a water pressure problem. c) Asked what the progress was on the engineer re- tained to review the plans of the Reclaimed Water Project. City Administrator Drago explained he had talked with the engineer that was hired, he should have an evaluation for the Council at the next meet ing. I.
