H. COUNCIL REPORTS FEND/OR REQUESTS: 1. Councilman Collins: a) I think we should put in the newspaper articles the motions, seconds, how every Councilman voted and any recommendation by the department heads. Councilman Collins: b) 25% Surcharge: Councilman Collins made a mo- tion to have the 25% increase on the water bills deleted; second by Councilman Kirk. Councilman Collins expressed his feelings that it isn't fair to City customers to pay the 250 increase and Beachwater customers do not. Councilman 19atford made a motion to amend Council- man Collins motion that the surcharge would only apply for residential use over 8000 gpm and re- quest Beachwater Assocation to enact similar re- strictions for water conservation; second by Councilman Kirk. Jim Baughman gave the Council a suggestion to get a group of responsible people to volunteer to work with the Director of Public Utilities to go out and get some information from the public to get the feel from the public in solving this problem. Councilman'Kirk withdrew his second, Councilman Watford withdrew his amendment to the motion. Councilman Collins made a motion for a Resolution to be drawn up and passed today to take the 250 increase off the crater bill; second by Councilman I:irk. Continued Councilman Collins: Councilman Watford expressed he strongly objected the advertising of the re-evaluation of the water plant before the Council voted on it. Councilman Thomas: a) Sewer Allocations: City Attorney Cook explain- ed to the Council "the biggest amount of alloca- tions are trailer parks. We have tried to find a way to get back some of the unused .portion (of ' . allocations) but we can't legally. In my opinion, of course I'm not an expert on this, if we allocate over the capacity on paper it's okay as long as the capacity isn't over at the plant. The Council migh want to consider this option". After discussion concerning leakage in the sewer pipes which has been making the plant have more ca- pacity from rainwater, Councilman Watford moved the Council instruct Director of Public Utilities to come up with cost estimate on repairing the rainfal leaks in the wastewater collection system; second b Councilman Kirk. Councilman Thomas: City Attorney Cook explain he had dratteda torm letter for the Director of Public Utilities to send out to people durrently on the waiting list for sewer allocations explaining that "we now have dis- covered some allocations left, you have a certain amount of days to come in and pay for connections or the allocation will we given to the next person". 3. Councilman Watford: a) Expressed his thanks to all the employees who decorated City Hall for Christmas, everything look- ed very nice. i b) Request the Department Heads who had employees to work on Christmas Eve and Christmas day due to water problems at the plant extend the Council's thank you. c) New York Trip: asked the City Administrator why 1 the bond issue had to be closed in New York City. City Administrator Drago explained Mr. Zvara pointed out #1) The insurance companies main office is ther who insured the bonds, and #2) The wiring companies are there to wire the monies around. d) Water Conservation: Councilman Watford made a motion that we instruct the Director of Public Utilities to make recommendation to us at out next meeting concerning any steps we can take to con- serve water and that he include Beachwater Associa- tion in formulating his recommendations; second by Councilman Kirk. He also explained a straight fee of $200 to change the meters out was . set because of the various amounts for each person, if the cost is less than $200 the differ- ence is refunded". After lengthy discussion, Councilman Kirk stated he felt $200 was too high a charge and made a motion to switch the larger meters to smaller meters for resi dential areas, shall be charged no more than $100; second by Councilman Thomas.
