MINUTES—Secretary. A. Director Robertson moved to dispense with the reading and approve the July 21, 2011 Technical Review Committee Minutes regular meeting;seconded by Chief Smith. Motion carried unanimously. IV. NEW BUSINESS—Chairperson. A. Applebee's 11-004-TRC. The application was submitted by Robert Ziegenfuss, PE on behalf of applicant to construct a 4,998 SF Applebee's restaurant with 202 dining seats and 18 bar seats in a single phase at 1210 Hwy 70 East, Okeechobee, FL-Senior Planner. Technical Review Committee—August 18, 2011 - Page 2 of 2 A. Applebee's 11-004-TRC continued. Administrator Whitehall welcomed the applicants and thanked them for the opportunity for a great development for the City. Senior Planner Brisson presented the LaRue Planning Staff Plan of approval to the Committee, complimenting the applicant(s)on the completeness of the application as well as the willingness to accommodate all requested revisions and requests to meet the City Code. Excellent. Bob Ziegenfuss addressed the Committee as the engineer of record for the project. He also thanked Staff for their responsiveness. Comments from the departments: Environmental Health; all extraneous sinks to the sewer. Applicant assured all requirements would be met. OUA; In Mr. Hayford's absence, the applicant stated they have been working with OUA and had a meeting with Roy Reno of the OUA this afternoon to address a few minor revisions. Building Official;see attached. Applicant addressed all of the Building Official concerns and will provide revised plans. Mr. Ziegenfuss also reported to the Committee that Kimley-Horn has submitted for a permit modification letter from SFWMD. Public Works; No issues. Police Department; No issues. Fire Department; see attached. All issues were addressed and revisions to accommodate will be made by the applicant. Chief Davis moved to approve 11-004-TRC to construct a 4,998 SF Applebee's restaurant with 202 dining seats and 18 bar seats in a single phase at 1210 Hwy 70 East, Okeechobee, FL, with contingencies to address the issues and concerns of the Building Official and the Fire Chief as attached with revisions to be submitted;seconded by Chief Smith. Motion carried unanimously. V. ADJOURNMENT—Chairperson. My comments are as follows: Wastewater Closest gravity sewer system is a Y2 block to the south; existing septic systems will work;they may need to consider some sort of grease trap. The requirement(?)for a grease trap will be by Health Department, City Codes or others. They can install a pump station and pump the wastewater to the gravity system. There would only be 20 seats and our hours of operation would be from 11 am — 5 pm. I would be serving a variety of sandwiches, salads and soups. All utensils and serving items would be single service use. I would only be employing 2 people as this will be a limited service establishment. There are many empty offices in this building. I would like to rent out the largest office that is slightly under 300 sq feet and has its own entrance and bathroom. However if the parking becomes an issue it is not necessary for me to rent any of the spaces, and I will restrict my usage to only the 875 sq feet. There are fourteen parking spaces at this location. Two would be designated to the rental office and the other twelve to the café. I will not be making any changes to the building either structurally or cosmetically. The kitchen will be located in the current kitchen and no plumbing changes are being made. The dumpster will be located on the concrete pad at the back of the property. Signage: to try to eliminate confusion for out of town traffic, I recommend signage on the northeast drive/parking indicating the direction of exit.
