Professional Office (CPO) Zoning district. Ref. Sec. 90-223(2). Joanna Hoover,representing the applicant addressed the Board for clarification. Mr. Brisson and the Board explained only one such type as being a barbershop, beauty shop would be allowed within the building. Chair Hoover told the Board, Joanna was her niece. Chair Hoover inquired to whether there were comments from the public. There were none. Member Burroughs moved to approve Petition No.11-001-SE to allow a Barbershop,Beauty Shop within a Commercial Professional Office (CPO) Zoning District. Ref. Close Petition No. 11-001-SE Item before the Board of Adjustment: The matter for consideration by the City of Okeechobee Board of Adjustment is an application requesting a Special Exception in the CPO Zoning District for a full service hair salon to be located in an existing 18-unit business/professional building at 406 NW 3rd Street. Discussion with a representative of the owner indicated that the size of the unit to be occupied by the beauty salon is about 455 square feet. Description of the Situation: The property is located in the CPO zoning district in a business/professional building with 18 units, nine (9) of which are vacant at this time. The subject property is located just north of the CBD and is surrounded by other commercial uses on three sides. The County Courthouse occupies the entire block to the immediate east of the property. The Applicant states that there will be two employees and the hours of operation will be from 8:00 AM to 5:00 PM, Monday through Friday and 8:00 AM to 2:00 PM on Saturdays. The lot contains 0.688 acres (almost 30,000 square feet) with frontage on both NW 4th Avenue and NW 3rd Street. Lacking detailed information, we assume that with just two employees, there will probably be just two service chairs. The City's off-street parking requirement is two spaces per service chair, therefore four off-street parking spaces would be required for this particular use. According to the Property Appraiser's records, the building was constructed in 1962 and contains about 14,600 square feet. Discussion with a representative of the owner indicates that the floor area of the building devoted to businesses is about 12,523 square feet. Using the standard parking requirement for professional offices of one (1) space per 300 square feet of floor area, 42 off-street parking spaces would be required for the entire building. Looking at an aerial of the site indicates there are about 24 spaces in the rear parking lot of the building plus another 13 or 14 on-street spaces along the north side of NW 3rd Street. It would appear that parking availability is slightly less than that which would normally be needed for the building during periods of peak parking demand. The reason this is brought up is that a beauty salon requires more parking than an office of the same size. Specifically, the parking requirement for a 455 square foot office is 1.5 parking spaces, but a beauty salon of the same size with two chairs requires 4 parking spaces. We foresee no immediate parking problem while the vacancy rate is high.
