A. Chief Smith moved to dispense with the reading and approve the April 21, 2011 Technical Review
Committee Minutes regular meeting; seconded by Building Official Schaub. Motion carried
unanimously.

Sacred Heart Church 11-003-TRC — The application was submitted by Kevin McGinley on behalf of the
property owner, to construct a 30,502 square foot addition/renovation in a single phase for property located at
901 SW 6th Street , Okeechobee, FL - Senior Planner.

A. Sacred Heart Church 11- 003 -TRC continued.
Senior Planner Brisson recommended approval of 11- 003 -TRC addressing a few suggestions provided in the staff
report. After examining the revised site plan, landscape plan and building plans submitted by the applicant, Mr.
Brisson was satisfied all suggestions were met.
Mr. Hayford explained the location of the existing gravity sewer stating there was no sewer available on SW 7th
Avenue. Mr. McCoy reported the applicant has submitted for a permit for a new septic system. The old septic will be
abandoned.
Chief Smith confirmed with the applicant that the facility would be sprinkled. Chief Smith thanked Mr. Hayford for the
book with the hydrant placement and flow information. Stated it is and will be very helpful.
The Building Official had no comments.
Engineer Bermudez asked about the SFWMD permit at which time Mr. Jeff Sumner stated a letter would be provided.
Director Robertson discussed the location of the sidewalk on SW 6th Street . It was determined Mr. Robertson and
the Engineer for the project would meet at the site to determine the best placement.
Chief Smith moved to approve 11- 003 -TRC to construct 30,502 square foot addition /renovation in a single
phase for property located at 901 SW 6th Street , Okeechobee, FL, with contingencies to address the parking
approval with consistency of spread sheet showing use of facilities, City Council approval of reduced parking
approved at the September 14, 2010 withstanding and sidewalk placement along SW 6th Street to be
determined by Public Works Director ; seconded by Public Works Director Robertson. Motion carried
unanimously.

The 12-acre subject property presently supports an existing 250-seat chapel, a 13,044 sq. ft. multi-
purpose building (meeting hall and educational classrooms), a 2,054 sq. ft. rectory, a 388 sq. ft.
administrative office and 3,034 sq. ft. storage building and a 5,980 sq. ft. pavilion.

Applicant's interest in the property is twofold: As owner, Gerald Barbarito, Bishop of the Diocese of
Palm Beach, and as the church, Sacred Heart Catholic Church, through its pastor, Fr. Hugh Duffy.
Authorization has been provided by Bishop Barbarito for Kevin McGinley, Land Research
Management, Inc. to act as his agent in matters related to the site plan application.

PROPERTY AND PROJECT INFORMATION — ITEM 13
We recently received site plan approval for a new church p ject on the Sacred Heart Catholic Church
Property here in Okeechobee. The proposal project had funding issues and had to be canceled.
Therefore, in response to an existing need, the church has decided on an addition and renovation to
the existing church. This wiU provide a arger faciity for it's congregation needs.
The current facility has the following uses contained in several buildings on the site: 1. A church,
meeting hall and education bui|ding, a rectory bui|ding, an office bui|ding, a maintenance building, a
recreation room and a covered storage building.
The planned addition consists of two areas. One additional area is to the north of the existing church
and contains new toilets roorna, oVnfoos\ona\s, sacristy, entry and porta cochere. The second
additional area is to the south side of the existing church and contains a new altar area, choir mnea,
janitor and small daily chapel. Church seating will increase to a total of 349 seats for which we now
have sufficient re-configured parking. The parking required for the renovated church would be 117
spaces and we are providing 132 spaces.
Site work is minimal, We intend to reconfigure the parking on existing paved areas (new stri ing and
landscape islands. We are to add minor additional paving strips adjacent to the existing drive to
provide for a 24' wide drive. We intend to use the existing sewer systems (septic tanks and drain
fields). Site drainage will not be significantly affected. We will provide additional site lighting for the
east side of the church and for the south parking lot.
There will be no more employees retained because of this expansion and the hours of use will not
change — Saturday evening and Sunday masses are anticipated. Additionally no exterior storage or
sales are panned.
The previous site plan approval included the same uses as above with a total building/covered aneaof
36,575 sf. This new addition/renovation proposal contains a total building/covered area of 30,502 s[
Pnev}oua)y, we requested and were Qnahted a special exemption to the building height allowing a
change from 30' to 44' top of dome, 54' top of bell tower, and 62' top of cross. On this current
submission we again request a special exemption to the building height to allow for a 35' height of bell
tower and 41'to top ofcross.
We do not intend to fire sprinkler this building.

The subject property encompasses approximately 12.0 acres of land located from about
200 feet west of SW 7th Avenue to about 200 feet east of SW 10th Avenue between SW
6th and 9th Streets. The Site Plan is for renovations to the existing church and the
construction of additions to the north and south ends of the existing church.
The addition to the north part of the building will contain new toilet rooms, confessionals,
sacristy, entry and porte cochere. The additions to the southern part of the existing
church building will contain a new altar area, choir area, janitor's room and a small daily
chapel.
The proposed improvements will increase seating to a total of 349.
In June of 2010 the Board of Adjustment approved a Special Exception for the top of the
architectural dome/bell tower to be 44' 4" from finished grade on top of which was to be a
cross. The original site plan for a new Sacred Heart Church facility was approved by the
TRC in August of 2010. That site plan located the 44+ foot dome/bell tower towards the
eastern property line beyond which properties are developed in residential uses.
However, funding difficulties have resulted in a more modest approach to the Church's
expansion plans. The current site plan envisions a lower height, with the peak of the cross
at 41 feet. In addition, the cross will be located at the north end of the expanded building
rather than the more easterly location of the new building previously proposed. The
height of the building and cross as now proposed should be compatible with surrounding
properties.
Following is the Staff analysis of the project's consistency with the various City require-
ments and regulations. Important comments or instances where the Staff believes the
submission to be deficient are highlighted.

Adequacy of Public Facilities:
Traffic: The Applicant submitted a Traffic Impact Analysis (TIA) prepared by AECOM as
part of its earlier August, 2010 site plan submittal for the new larger church facility. This
study indicated that the proposed expansion would have increased weekday peak hour
traffic by just 10 trips. The TIA concluded that the additional traffic impacts associated
with the expansion "are acceptable and manageable" and "meets the requirements of the
City of Okeechobee by not adversely affecting the adjacent roadway links." This would
appear a reasonable conclusion since most traffic associated with a church usually
occurs during what are normally considered nonpeak hours.
We believe that this analysis is still valid given the fact that the current expansion plans
are considerably less intense than those associated with the previous site plan approval.
Potable Water: The property is presently provided water service by OUA and the OUA
representative is best qualified to comment on the Authority's ability to provide water
service to the expanded facility. However, unless something has changed with regard to
OUA's capabilities since the prior approval, we expect no problems with regard to
servicing the facility as now proposed.
Sanitary Sewer: The property is currently served by a septic tank and drain field. The
site plan shows a new septic tank and field line. The Health Department representative is
best qualified to comment on the adequacy of the proposed size and location of the septic
system.
Solid Waste: The County has recently confirmed a considerable level of excess capacity
and Staff believes County facilities can accommodate increased solid waste generation
associated with the expansion of the Church.
Drainage: The proposed development will be required to meet all standards required by
the City of Okeechobee, the South Florida Water Management District and the Depart-
ment of Environmental Protection's NPDES program.

Off-street parking requirement.
According to the Applicant's submission, there are 127 parking spaces on the site at this
time. This includes the 80 formal spaces in the parking area along S.W. 61h Street and
another 47 spaces in the asphalt or concrete paved areas located west of the existing
chapel and between the chapel and the existing building/pavilion to the south.
Under Sec. 90-482 (8) when a use is expanded additional parking need only be provided
for the enlarged use. Therefore, the additional number of spaces required by strict appli-
cation of this section and the requirements of Sec. 90-512, is 33. This indicates the need
for a total of 160 spaces (127+33) to serve the existing and proposed uses on the site.

The Applicant is requesting a modification of the parking requirements available under
Sec. 90-483 (1) (b) by demonstrating in a parking analysis spreadsheet that the need for
parking for the multipte uses on the site does not overlap. The site plan shows 126 paved
parking spaces proposed for the site of which 80 are the original spaces in the parking lot
along GVV 6th Street. The other 46 spaces include four (4) new spaces along the west
side of the church and another 42 newly lined spaces in the area between the church and
the maintenance and recreation buildings on the west side of the property.
The spreadsheet shows the expanded church is in use only on Sundays and at that time
no more than 124 spaces will be needed. A total of 126 spaces are provided for in the
site plan.
The parking analysis spreadsheet includes provision for use of the other areas of the site,
including the meeting hall, education center, office, and rectory. The only significant
change from the manner in which the overall facility is now operating is that the meeting
hall is not proposed to be in use on Sundays at the same time as the renovated church.
Conclusion.
We agree that so long as the schedule of activities set forth in the spreadsheet is adhered
to, the proposed 126 parking spaces will be adequate to address the needs of the
expanded church and existing uses and we could recommend approval of the site plan
under the modification of parking requirements of Sec. 90-483 (1) b.

Lighting Plan (Sec. 78-71): The Applicant has submitted a photometric site plan that
appears to meet the City's requirements.
Dumpster Location: A dumpster location is shown on the site plan along the north side
of the driveway serving the rear parking area.
Elevations: Elevations for the renovated and expanded church are included showing a
height of 35 feet to the top of the bell tower and 41 feet to the top of the cross. This is
well within the parameters of the prior special exception granted in June of 2010 for the
then proposed new church and is consistent the intent of that approval.
Recommendations:
Staff recommends approval of the site plan provided the following condition is met:
1. If it is determined that the prior approval by the City Council regarding the
reduction in parking is not applicable in this instance, the City Council approves a
