AND SUBSECTIONS 18-1 THROUGH 18-29; ARTICLE II
ENTITLED WATER SYSTEM, WITH SUBSECTIONS 18-30
THROUGH 18-59; ARTICLE III ENTITLED SEWERS AND

Corrections, additions and/or deletions to the
newly revised ordinance ~615 as authorized by
Council action at the final public hearing of
9-19-89 and made by the City attorney are as fol-
lows:
PAGE 9 SECTION 18-3 RECO,MIMENDATION:
Add to the definition of Wastewater connection fees
"A developer/applicant shall pay to the City a full
fee when installed by the City and shall pay 25% of
the full fee when installed by the developer/appli-
cant, as found in Rate Resolution
PAGE 9 & 10 SECTION 18-3 RECOMMENDATION:
Add to the definition Water connection fees the same
sentence as added in wastewater connection fees.
PAGE 12 SECTION 18-6 RECOMMENDATION:
Add to the definition ". . . and a service charge be
added . . ." after "A final bill will be mailed".
The last sentence to state "The service charge is
set forth in the Rate Resolution as adopted by the
City Council".
PAGE 12 SECTION 18-7 RECOMMENDATION:
Period of 20 days until cut-off to replace 15 days.
PAGE 24 SECTION 18-6 RECOMMENDATION:
Add a last sentence stating "However, this section
shall not effect any charge made on the account for
the monthly Debt Service, which shall be due and

Councilman Watford stated he objected to the
capital recovery cost and made a motion to
amend the resolution to increase rates to adjust
for the debt service and remove the capital
recovery cost. Seconded by Councilman Thomas.
Councilman Thomas asked for the Attorney to
clarify the capital recovery cost. Councilman
Thomas then withdrew his second. Motion died for
lack of second.
Councilman Kirk added Resolution 89-5 will go into
effect November 1, 1989. Council agreed
Response from the audience asked how would this ef-
fect Beachwater? City Administrator explained they
currently pay a debt service charge, but the there
will have to be negotiations when the new contract
is drawn in 1994.

After much discussion on topics of capacity and
existing water allocations not being used, between
Council, Director of Public Utilities, and Attorney
Cassels, Councilman Thomas made a motion, seconded
by Councilman Collins to grant the water and sewer
allocation with the stipulations that the project
must begin within 60 days and finish within 12
months and -mist- also*add the agreement
to annex into the City.

normally receive that we receive a complete map
showing the area so we can see exactly were it joins
the City; that we receive comments from each depart-
ment head on the servicing of the area to be annexed
estimates of cost; the Administrator and Attorney
review the applicable laws and ordinances; then
report to us any areas in which we need additional
information or which there are possible concerns.

Councilman Watford asked about the remodeling in thi
Fire Department. The City Administrator informed
Council of maintenance painting, carpet replacement
wallpaper and moving the Fire Chief's office-t-e the
building.
Not at this time.
Update on the school water line, Mr. Mullins is
meeting with Director of Public Utilities to put
together a proposal for pumps and lines for the
waterline extension. After they meet the Director
will meet with the City Engineer, then return all
the information back to the Council first meeting
in October.
I would like to get with the Director of Public
Utilities about putting an emergency telephone
number on each water bill, so customers will know
where they can get information, etc.

ORDINANCES: 5:15 P.M.
1. Mayor announces that the purpose of this public
hearing is to consider the first reading of ordinances
for the proposed millage rate levy and for fiscal year
1989-90.
2. Mayor announces that the proposed millage rate levy
represent 10% over the roll -back rate computed pursuant
to F.S. section 200.065 (1).
3. Mayor asks for comments or questions from the public.
4. A.Motion to read by title only, and set September 25,
1989 at 5:30 P.M. for the final public hearing, Ordinance
#617 levying a millage rate for the General Fund Budget
and Debt Service (exhibit 4).
