OPEN THE WORKSHOP FOR DISCUSSION ON THE PROPOSED ORDINANCE #615 AND RESOLUTION 89-5 ESTABLISHING A SCHEDULE OF RATES, FEES AND CHARGES FOR WATER, �:'p=>TE WATER AND WASTEWATER SERVICES. 1. Mayor Chapman announced that the purpose o- ,-.is City Administ:ra-or Drago began the discussion: workshop was to review the proposed Ordinaric{- #615 and Resolution 89-5. "This is a completely revised ordinance, the rate resolution has also been expanded, and was put in resolution form so the City Council could change the rates easier. we tried to make it very complete and detailed in case anything comes up in the future we would have the rates and ordinances in place to meet whatever happens. THOMAS, CMC CITY CLERK U�?CIT_,Ml1 �IBERS1 C1'10N Discussion by Council: Council discussed proposed ordinance #615 and resolution #89-5 in detail setting numerous areas of concern, questioning staff for answers relating to those various concerns and making recommenda- tions for changes to the documents for presenta- tion at the final Public Hearing of Tuesday, September 19,1989. The public will have an op- portunity to voice their opinions of the proposed ordinance and resolution at that time. City Administrator Drago explained to the Council the purpose for the debt service charge deals with cash flow. Raising the rates will increase revenu( but it would be more economical to charge everyone with the debt service charge. This money will caul a steady flow of cash regardless of the increase a decrease of water usage.
