1. Hear from Virginia Vance concerning her water
After much discussion involving utility customer
bill -Virginia Vance. (Exhibit 1)
Virginia Vance,Director of Public Utilities L.C.
Fortner, and Council, the Council aareed
not to return the water service fees charged and
paid for by Virginia Vance. She stated she did
not receive her water bill for the month of
February, therefore she did not pay it, causing
the water to be turned off. Councilman 1:1atford
stated that the City is presently working on a
system providing for second notices to be sent
out. This will help for future incidents of this
nature.

drums. The Director of Public Utilities explained
they have found through experiments that peroxide
works better to kill the odor for the waster crate
plant and the drums would be used for the purpose
of storing the peroxide.

2. Councilman Thomas:
a) Asked the City Administrator if
the situation which they had discussed earlier
was under control regarding grass that needed
to be cut. City Administrator stated the
situation had been taken care of.
b) Discussion involving Cour^il, Director of
Public Utilities and Rucker Icox concerning a
Radio Alarm System on the Sewage Lift Stations.
After much discussion, Councilman Collins
recommended Director of Public Utilities meet
with the City Administrator to gather more
information on the system, get a firm commitment
on the price and re -present to the council.

a) Concerning water allocations - can anyone ask
for a water allocation even if they don't own that
property? Director of Public Utilities answered
with no. The last water allocation needs to be
looked at (Rock -A -Way, Becky >`Tilliamson Project)
to assure we are on solid ground. City
Administrator and Attorney Cool; need to check
into that matter.
b) Wastewater Treatment Plant with Sonny
Williamson Cattle Company. Where do we stand
on that, oecause I know we are under a time
table.

engineer today (July 18, 1989) he is finishing

the plans and will submit them to Sonny
Williamson Thursday or Friday for review
then to DER for review pending Williamson's
approval.
How are we doing time wise? Director of Public
Utilities stated they are ahead of schedule.
c) It's getting close to budget time, what is
our time table for budgets and how arc, .,e on
them?
City administrator reported all department heads
have submitted their budgets, he and Lola are
currently going over the preliminary budgets at
this time, I hope to have them in August for
a budget hearing.
d) water rate increase ordinance, we had
dis-assed we may get that in this meeting but we
did not, do we anticipate that in the next
meeting?
City Attorney - "I think so, I am currently
working on the ordinance."
City Administrator - "I think I need to clarify
what we want to do with the rates, some of the
rates having to do with the service, impact fees,
those are the rates we are going to increase.
The water volume, wastewater, and monthly
availability charge we cannot propose an increase
because we don't know what the cost of money is
going to be to borrow."

COUNCILMEMBERS/ACTION
The City Attorney and I have something we need
to discuss with Council regarding Workmans
Compensation. There are some State rules and
regulations that superceed and mandate over and
above what the City does.
After much discussion regarding the Workmans
Compensation procedures (discussion involving
Director of Public Utilities, City Administrator,
City Attorney, and Council) the Council instructed
the City Attorney and City Administrator to take
care of this matter.
a) Informed the city Administrator that there
was some old junk sitting outside on N.E. 6th
Street that needer, to be removed.
b) Concerning S.7. 10th Avenue, asked Chief
"iobley if the tr s have been taken out of the
area. Chief "glob-L.:, then explained the situation
was being handled.
