Arthur Butler concerning Motion by Councilman Watford, seconded by a memorial bench to all veterans - Mr. Arthur Butler Councilman Kirk, to allow Mr. Butler to collect (Exhibit 1) the donations, pay for the bench and give the paid receipt and the bench to the local American Legion Chapter. The Legion will place the bench in an appropriate spot in the park. It was agreed that the bench would be dedicated to "All Veterans", not just "Vietnam Veterans". June 20, 1989 Page Three 2. Consider a request from Rock -A -way for water allocation in Connors Highlands -Becky Williamson (Exhibit 2) COUNCILMR4BERS/ACTION Both Councilman Collins and Councilman Watford expressed concern that the Council was not aware of the project before it was underway and asked Mr. Butler that on future projects he advise the Council fir Chapman Collins Kirk Thomas Watford Motion Carried. Motion by Councilman Collins, seconded by Councilman Kirk to put them on the waiting list of the city and give them the allocation as it becomes available. Amount of Request: 26,600 gals Block 4 and 39 24.400 gals Block 70 and 75 51,000 gals Total After much discussion including water capacity problems, concern about encouraging or discouraging low income housing in the area, Councilman Watford asked for an amendment to the motion, stating that the water for block 39 and block 4 be subject to increased allocation from DER. Motion to approve the appointment of Loretta Motion by Councilman Collins, seconded by Mammana as new administrative secretary assigned Councilman Kirk to appoint Loretta Mammana as new to the City Clerk's Office. Consider a request from the Department After a brief discussion, it was decided that of Veterans Affairs asking for a donation City Administrator Drago would respond informing of property to build a 120-bed state veteran the Director of Department of Veterans Affairs nursing home - City Administrator (Exhibit 4) that there is nothing available at this time. 6. Consider a request from the merchants located Mayor Chapman read the petition as follows: on S.W. 5th Avenue between S.W. 2nd Street and "We the following merchants and business people Park Street to change the parking to one hour would like to have 1 hour parking on the west side parking in front of their business - City block 166 and east side of block 165 on 5th Avenue. Administrator (Exhibit 5). There are many people parking their cars for long periods of time and using most of the parking spaces available on the street. Some people are parking their cars and then leaving the area while their car remains parked there. This is causing the merchants in this area to lose customers.' Consider a certification policy - City Administrator Mr. Drago stated that the City's Labor Attorney (Exhibit 6). drafted the policy and it is being requested that it be added to the Employee Handbook as follows: "1t "An employee hired, transferred, or promoted to a position which requires a level of certification must become certified at the required level within the time period set for the position. I employee who fails to become certified within the required time period may be discharged". Motion by Councilman Collins and seconded by Underground for relocation of a 10" force Councilman Kirk to award the contract to A.O.B. main, stormdrainage work, and paving for Underground for relocation of a 10" force main, S.W. 8th Street in the amount of $79,350.00- stormdrainage work, and paving for S.W. 8th Street City Administrator (Exhibit 8). in the amount of $79,350.00. Chapman X Collins X Kirk X Thomas X Watford X Motion Carried June 20, 1989 Page Seven COUNCILMEMBERS/ACTION VOTE ABSENT YES NO Administrator Drago stated he needed one other approval to go along with this contract for the 10" force main - that is approval to Broome Engineering for inspection work not to exceed $5,000. This was not on the agenda as Mr. Drago just received the contract today, June 20, 1989. Updatc )f items of interest to the city None by County Commissioner Jack Williamson. RECESS: 3:15 p.m. Mayor Chapman called the meeting back to order at 3:30 p.m. G. COUNCIL REPORTS AND/OR REQUESTS 1. Mayor Chapman: a) Painting of City Hall - Administrative Building - After discussion on the three colors that have been put on a window sill of the building as samples, Councilman Watford said he, personally, felt the building should remain white. June 20, 1989 Page Eight COUNCIINEMBERS/ACTION VOTE ABSENT YES NO Administrator Drago informed the Council t that we obtained a color chart from the City of St. Augustine. This is a color chart that they had developed because they require all their Spanish type building to be painted certain colors and the colors that are on the window sill are those colors. Motion by Council Collins, seconded by Councilman Kirk to paint the building beige with terracotta trim. Chapman X Collins X Kirk X Thomas X Watford X C. Motion Carried. b) Mayor Chapman asked Director Fortner if we need to pass a water restriction or is it too early. Director Fortner advised it is early; we are not in an emergency state. The rain has helped. Administrator Drago suggested perhaps putting something in the paper suggesting restricting certain things. Director Fortner will work up something for the paper. c) Stated meeting of July 18 may be cancelled. June 20, 1989 Page Dine COUNCILMEIMERS/ACTION VOTE ABSENT YES NO 2. Councilman Collins: a) Concerned about semi trucks parking in certain commercial areas, spilling diesel fuel on the pavement, and some are parked on streets loaded up with junk. Atty Cook advised city ordinance prohibits semi's in a residential neighborhood and we have the authority to correct the situation. b) Suggested replacing our P.A. system as we have always had problems picking up comments by Councilmen, people in audience, etc. Cost of a very good system demonstrated to staff is about $2600 and the company would take our present system as a trade. Councilman Collins asked the Council to con- sider finding the money to set up this new system. Administrator Drago said there is a contingency fund from which the $2600 can be drawn. Motion by Councilman Collins, seconded by Councilman Kirk to trade our current unit in on this unit and have it installed in the Council Chambers. i } ' 3 i June 20, 1989 Page Ten COUNCILMDEMS/ACTION VOTE ABSENT YES NO Councilman Watford said he felt we ! should put something like this in the budget process so that it is in the budget and also when we are spending this kind of money, we should obtain bids. Letter stated that the main water meter at 401 S.W. 4th St. was turned off even though the bill was paid. Council discussed the possibility of sending C notices to people before cutting off water. Councilman Kirk suggested sending notices and charging customers $5.00 for notification - don't make it a charge to the city - charge the customer. It was agreed that the City Atty. and Public Utilities Director would draw up an amendment to the ordinance providing for a second notice as a solution to try to solve this problem. June 20, 1989 PACE ELEVEN 3. Attorney Cook: 4. Councilman Kirk: 5. Councilman Thomas: 6. Councilman Watford: COUNCILMEMBERS/ACTION , VOTE ABSENT YYES NO a) The new water ordinance is being worked on and hopefully it will be ready for consideration by the next meeting in July. b) Sonny Williamson agreement soon to be finished. c) Porter's wanted to put a larger dumpster in to accommodate their business. The Porter's have been notified to place the dumpster in a place whereas not to block the alley. Nothing at this time. Absent a) Asked what is the status of the Lawson suit. Atty. Cook advised it will be filed shortly. b) Asked how we are coming along on the Williamson project. Administrator Drago advised the original estimate of cost for engineering was $48,000. Revised engineering service is not to exceed $58,000. The extra $10,000 is for inspections If the council is agreeable Administrator Drago stated he needs to have the "not to exceed $58,000" approved. After discussion, motion by Councilman Watford, seconded by Councilman Collins to approve the fee not to exceed $58,000. June 20, 1989 Page Twelve COUNCILMEMBERS/ACTION VOTE ABSENT YES NO Attorney Cook, requested two points to be added to motion: reference the Sonny i Williamson agreement in the exhibit so that we know that you are doing these improvements to accomplish that agreement and in #11, delete the word "etc." from the description of additional services. People just don't understand it. -- His Son ; Za had heart surgery and he will be coming hon,ie today. All went well and he thanks everyone for their prayers.
