Technical Review Committee Minutes regular meeting; seconded by Chief Smith. Motion carried
unanimously.
IV. NEW BUSINESS — Chairperson.
A. Center State Bank, Inc. 11- 002 -TRC — The application was submitted by Marcos Montes De Oca, P.E.,
on behalf of the property owner, to construct a 6,200 square foot Bank with drive -thru and ATM /by -pass
lanes in a single phase for property located at 2100 S Parrott Avenue, Okeechobee, FL - Senior Planner.

Mr. Brisson stated LaRue Planning Staff recommended approval of the site plan submitted and stated a traffic study
was supplied as well as the special exception required for the drive-thru has been completed. Planning staff has no
reservations or conditions.
Mr. Montes De Oca, PE with AECOM, engineer of record, reported to the committee he has been in touch with OUA
and the utility comments are on the revised plans that were submitted. There will be a well for irrigation.
Drainage, water flow, sidewalks placement and asphalt replacement were discussed and all issued agreed upon.
Chief Smith moved to approve 11-002-TRC to construct 6,200 square foot Bank with drive-thru and ATM/by-
pass lanes in a single phase for property located at 2100 S Parrott Avenue, Okeechobee, FL with
contingencies to address the water flow issues, sidewalks issues, asphalt and DOT permits; seconded by
Public Works Director Robertson. Motion carried unanimously.
V. ADJOURNMENT— Chairperson.
There being no further items on the agenda, Chairperson Whitehall adjourned the Technical Review Committee
meeting at 10:25 a.m.

SUMMARY AND CLIENT STATEMENT OF INTEREST IN PROPERTY
The existing 2.59 acres along Highway 441 South is zoned commercial and is currently vacant. The
property has been utilized in several fashions including a restaurant, residential and RV park. The
proposed facility is to be a CenterState Okeechobee Branch Bank with drive thru facilities. The bank site
proposes access to SW 21 Street, SW 22 Street and SW 2 Avenue. The project does not anticipate a
connection to Highway 441 nor any offsite improvements to the roadway infrastructure. CenterState
Bank will connect to OUA potable water and extend the sanitary system to the proposed facility. This
sanitary extension will require a portion of SW 21 Street to be closed for construction for the
installation of new sanitary sewer line.
Existing Conditions
The current project area is vacant; however, there are areas of stabilized parking. The existing trees and
palms onsite, as seen in the construction plans and landscaping plan, have been retained as much as
possible.
Proposed Changes
CenterState bank proposes to construct a banking facility with a drive thru, parking and travel -ways.
The project also proposes to construct a drainage system for the block and a detention facility with an
offsite connection to SW 2 Avenue. Please refer to the attached construction plans, landscaping plans
and architectural plans.

Project Description
Permits being sought include: Florida Department of Environmental Protection (FDEP) Wastewater
main extension and Florida Department of Transportation (FDOT) Drainage Exemption. Approvals
from the City of Okeechobee are also being sought under this application.

The Applicant retained AECOM to provide a traffic impact analysis (TIA). It was agreed
early in the process that in light of the prior traffic analyses conducted for this site, and
the less intense nature of the proposed use, that an exhaustive analysis would not be
necessary. AECOM's analysis shows that the highest traffic generation would occur
during the PM Peak Hour, but that the expected traffic will not exceed the threshold
normally used to determine significant impact (i.e., 5% of the traffic capacity at LOS C).
The greatest volume of traffic is projected to enter and exit the site from SW 21 Street;
traffic using SW 2 Street will be negligible; and the number of vehicles exiting the site
onto SW 2 Avenue will be about 80% of that exiting onto SW 21 Street. In no case,
however, do projected traffic levels approach the 5% threshold and do not adversely
affect the adjacent roadways.

Other Requirements and Considerations:
Sidewalks (Sec. 78 -36): Sidewalks are proposed for SW 2 nd Avenue or SW 22
Street.
Drive -thru Lanes. There are no specific standards for drive -thru lanes in the Land
Development Regulations. The Applicant's site plan indicates that the four drive -thru
lanes and the ATM /by -pass lane will be about nine feet wide. This appears adequate.
Dumpster Location: Dumpster location is shown on north side of driveway onto SW 22
Street just to the east of the loading zone.
Compatibility with the surrounding area: The project should prove compatible with
the surrounding area. The intensity of the development is considerably less than
normally expected for a parcel of this size and the areas where activity will occur are
largely in the center of the site, removed from the residential area to the west.
Recommendations:
Staff recommends approval of the site plan as submitted.
