Center State Bank, Inc. 11- 002 -TRC — The application was submitted by Marcos Montes De Oca, P.E., on behalf of the property owner, to construct a 6,200 square foot Bank with drive -thru and ATM /by -pass lanes in a single phase for property located at 2100 S Parrott Avenue, Okeechobee, FL - Senior Planner. Technical Review Committee — April 21, 2011 - Page 2 of 2 A. Center State Bank, Inc. 11-002-TRC continued. Mr. Brisson stated LaRue Planning Staff recommended approval of the site plan submitted and stated a traffic study was supplied as well as the special exception required for the drive-thru has been completed. Planning staff has no reservations or conditions. Mr. Montes De Oca, PE with AECOM, engineer of record, reported to the committee he has been in touch with OUA and the utility comments are on the revised plans that were submitted. There will be a well for irrigation. Drainage, water flow, sidewalks placement and asphalt replacement were discussed and all issued agreed upon. Chief Smith moved to approve 11-002-TRC to construct 6,200 square foot Bank with drive-thru and ATM/by- pass lanes in a single phase for property located at 2100 S Parrott Avenue, Okeechobee, FL with contingencies to address the water flow issues, sidewalks issues, asphalt and DOT permits; seconded by Public Works Director Robertson. Motion carried unanimously. V. ADJOURNMENT— Chairperson. No. 8118 SUMMARY AND CLIENT STATEMENT OF INTEREST IN PROPERTY The existing 2.59 acres along Highway 441 South is zoned commercial and is currently vacant. The property has been utilized in several fashions including a restaurant, residential and RV park. The proposed facility is to be a CenterState Okeechobee Branch Bank with drive thru facilities. The bank site proposes access to SW 21 Street, SW 22 Street and SW 2 Avenue. The project does not anticipate a connection to Highway 441 nor any offsite improvements to the roadway infrastructure. CenterState Bank will connect to OUA potable water and extend the sanitary system to the proposed facility. This sanitary extension will require a portion of SW 21 Street to be closed for construction for the installation of new sanitary sewer line. Existing Conditions The current project area is vacant; however, there are areas of stabilized parking. The existing trees and palms onsite, as seen in the construction plans and landscaping plan, have been retained as much as possible. Proposed Changes CenterState bank proposes to construct a banking facility with a drive thru, parking and travel -ways. The project also proposes to construct a drainage system for the block and a detention facility with an offsite connection to SW 2 Avenue.
