C. Discussion:
Mayor Chapman introduced Mr. Jim Baughman,
Developer to Council and asked him to give
a brief description of his intentions for
the use of the City's 151.59 acres.
Councilman Collins addressed Council and
explained to them how the concept came about to
utilize/purchase the City's property for this
endeavor.
Mr. Baughman introduced his "partners", Jo
Baughman, his wife; and Phil Baughman, his son;
he explained to Council that this was a "family
venture".
The proposed "Woodbridge Golf & Country Club" will
be located on a 230 acre wooded site. Mr.

Baughman will need to acquire the 151.59 acres

the City owns, in addition to 70+ acres North
of this property. The developer stated "he has
an Option to Buy this additional acreage (from
Mr. Harvey Hamrick) which is contingent upon
securing the 151.59 acres from the City. He
indicated that he would request this
property (the 70+ acres) be annexed
by the City.
Access to the property will be at 13th Street
by erecting a covered wooden bridge across
Taylor Creek, at the developer's expense.
Mr. Baughman stated that the streets in the
development will be privately owned and
maintained by the developer; they will not
be dedicated to the City; water and sewer,
however will be dedicated.

Mr. Baughman intends to build an 18 hole
Championship Golf Course, a "membership only"
Country Club including a club house, a "limited"
convention center, a swimming pool, 4 or more
tennis courts, handball courts, exercise
equipment, pro shops, specialty shops,
a restaurant, a marina with a 200' dock
adjoining the restaurant which will include
a boat ramp and guide services and a tropical
garden to utilize the wetlands and/or existing
aesthetics of the property.
The proposed project will allow for approximately
300 single family homesites (ranging from $80,000
to $200,000 each) and 66 townhouses. They will
be conventional housing - no mobile homes or
prefabricated housing.
Mr. Baughman discussed the "positive economical

impact" this project would have on the City and

encouraged Council to "give their blessings" to
the project. tor. Baughman indicated that without ----
the support of the City and the entire 230 acre
tract the project will not be possible.
Attorney Cook suggested he review the zoning and
permitting processes which will be involved and
meet with Attorney Lester Jennings (representing
Mr. Baughman) to prepare some drafts of proposals
for the City to peruse.
Citizens Frank "Sonny" Williamson and Dan Delagall
addressed Council and requested the City consider
utilizing this property or a portion thereof for
low income housing.

Phil Baughman and Attorney Lester Jennings spoke
on behalf of the project.
After discussion by Council it was determined that
City Attorney Cook and Attorney Jennings meet and
"bring something back for the Council to discuss
and/or vote on".
D. Adjournment
There being no further business to discuss, Mayor
Chapman adjourned the meeting at 12:20 P.M.
