Discussion:
Mr. Richard Testut, Director of Development for
Cedar Run introduced himself to Council and gave
a presentation and overview of the proposed Cedar
Run Development which is located in the Northwest
Section (Section 16/Township 37 S/ Range 35E -
located on page 145 B of the Plat Books).
Physical location is North of Tanglewood Apts.
and East of DOT.
Mr. Testut explained to Council that the parcel
of property will be purchased by American Land
Trust Co. Henson Homes, Inc. will be the
Developing Agency and Big Lake Builders, Inc.
are the Contractors for the project.

Mr. Testut presented Council with an aerial and
plat/zoning map of the area (property is
presently zoned RSF and RG-2). He produced
renderings and photographs of examples of the
buildings to be constructed. (Mr. Testut
retrieved his exhibits - they were not left
with the Council nor made a part of the record).
On the South portion of Block 29 and the North
portion of Block 4-(RG-2) a mix of two (2) and
three (3) bedroom townhouses will be erected.
A mix of three types of single family homes
will be constructed in the RSF areas.
The area can support approximately forty-four
(44) single family homes and one hundred•
(100+) multi -family dwellings, according to
Mr. Testut's presentation. This proposed
project is aimed to target the low to moderate
income families working "closely" with FMHA
(Farmer's Home Administration).
Mr. Testut stated that "the proposed __project
will be serviced by City sewer and water, paved
streets, site lighting (where required) and
landscaping as per City Ordinance. A program of
care and maintenance will be developed to assist
the homeowners with the day-to-day
responsibilities of home ownership."
After lengthy discussion between Mr. Testut, Mr.
Sylvester and Mr. DeHarder, Council, the City
Attorney and Department Heads, it was decided
that the City Attorney would research the
matter and advise Council of his findings at
the February 7th, 1989 Council meeting.

There being no further business to discuss, Mayor
Chapman adjourned the meeting at 8:30 P.M.
