(See item F-7, page 6) Administrator Drago stated that the. appearance of a representative of L.P. Sanitation also needed to be added to the agenda.(See item F-2, page 4). E. The proposed Ordinance (No. 609) was read by title only, by Attorney Cook, as follows: AN ORDINANCE FOR THE CITY OF OKEECHOBEE, FLORIDA, FOR THE AMENDMENT OF SECTION 10-5 OF THE CODE OF ORDINANCES FOR THE CITY OF OKEECHOBEE, FLORIDA, AMENDING THE FORMULA FOR DETERMINING PARTIAL YEAR OCCUPATIONAL LICENSE FEES; PROVIDING FOR AN EFFECTIVE DATE. October 18. 1988 COUNCIIME BERS/ACTION VOTE ABSENT YES NO 2. Motion to adopt an Ordinance amending Section f_ Motion by Councilman Collins, seconded by 10-5 of the Code of Ordinances. Councilman Thomas to adopt an Ordinance amending Section 10-5 of the Code of Ordinances. Mayor Chapman asked for public input. There was none. Presentation by Mayor Chapman of a Proclamation Mayor Chapman read the Proclamation declaring designating November, 1988, National Hospice November, 1988, National Hospi, � Month. Mayor Month. Chapman presented the Proclamation to Thelma } Bradshaw and Emily Gerrard of Hospice and thanked them for their organization's contributions to the residents of Okeechobee. Motion by Councilman Collins, seconded by Councilman Rubin, to adopt the Proclamation, Chapman X Collins X Rubin X Thomas X Watford X Motion Carried. Sanitation for newspaper recycling Sanitation presented a check in the amount for the period of April thru July, 1988 - Mr. of $1,517.60 to Mayor Chapman, for the Cityt, Rex Lineberry. the proceeds of the newspaper _recycling efforts for the last six (6) loads covering the period April thru July, 1988. 3. Motion to appoint Darryl Stokes as a regular Motion by Councilman Thomas, seconded by employee assigned to the Police Department - Councilman Collins to appoint Darryl Stokes Police Chief. as a regular employee assigned to the Police Department. Motion to read by title only, and set November 1, 1988 as the public hearing date, Ordinance #610, amending Section 2-114 of the Code of Ordinances - City Attorney (Exhibit 2) *(Sec. 2-114: Formal bidding procedures; When implemented & Requirements) 5b. Motion to approve the first reading of Ordinance 4610 amending Section 2-114 of the Code of Ordinances. 6. Update of items of interest to the City by County Commissioner Jack Williamson. COUNCILrEMBERS/ACTION Motion by Councilman Collins, seconded by Councilman Thomas, to read, by -title only, and set November 1, 1988 as the public hearing, date for Ordinance #610 amending Section 2-114 of the Code of Ordinances. After discussion between Attorney Cook, Administrator Drago and Councilmen regarding time restraints, low bids, specification requirements, etc. Councilman Thomas withdrew his second to the Motion. Motion to approve an Interlocal Agreement between motion by Councilman Collins, seconded by the County of Okeechobee and City of Okeechobee Councilman Rubin, to approve Interlocal Agreement - Administrator Drago. establishing the division of the proceeds of the "Local Options Gas Tax": Okeechobee County Ordinance No. 83-4. July 28, 1983, levies the "4 cent Local Option Gas Tax" and Okeechobee County Ordinance #85-8, levies "two cent Local Option Gas Tax". Proceeds as follows: Four Cent Optional Gas Tax: City of Okeechobee's share: 21.84% Two Cent Optional Gas Tax: City of Okeechobee's share: 21.84% After discussion regarding previous share per- centages, funds received, and reporting, etc. i� Chapman X +� Collins X Rubin X Thomas X Watford X Motion Carried. H. COUNCIL REPORTS AND/OR REQUESTS: 1. Councilman Collins: a. Advised that the Taylor CreekClea mm Project will begin Saturday 10/22/88 at 8:30 am. 2. Councilman Thomas COUNCIU4affiERS/ACTION VOTE YES NO a. Asked Administrator Drago.about the correspondence he received -from Sunshine Coin Laundries regarding water rate increases. b. Motion by Councilman Thomas, seconded by Councilman Rubin to install a traffic light at the S.W. 6th Street and SW llth Avenue intersection. After discussion regarding the proper procedure for installation of lights. Chapman X Collins X Rubin X Thomas X Watford Motion Carried. c. Councilman Thomas discussed a complaint he received from residents in the S.W. Addition (between 4th and 5th Avenues and 9th and loth Streets) whereby one resident is closing off the alley by planting trees in the right-of-way. Motion by Councilman Thomas to notify the property owners involved to remove the trees in the alley. After discussion the motion was rescinded. Administrator Drago will notify the property owners (in writing) and inform them they must remove the obstructions. ABSENT X r 3. Councilman Watford: 4. Councilman Rubin: COUNCILMENBERS/ACTION VOTE ABSENT IYESI NO Absent a. Councilman Rubin spoke with Assistant Public Utilities Director Stratton about the problem with the odor at the pumping station (between the car lot and the hospital) on Hwy. 441 North. Councilman Rubin asked that the problem be looked into and taken care of immediately. b. Councilman Rubin asked Attorney Cook about the statute of limitations involving the roof on the Police/Fire Department. Mr. Cook stated that he felt the time period for taking legal action in this cause had expired. Fire Chief Tomey will research information which he felt included some sort of additional warranty (he felt this document had been given to Attorney Bryant). c. Councilman Rubin commented on the striping on 5th Avenue. Motion by Councilman Rubin to contact the State or National Safety Council to review this situation and give their recommendations. Director of Public Works, Chuck Elders: COUNCILMEMBERS/ACTION IVOTE IYESI NO Councilman Collins stated that he had researched the parking situation and found: automobiles and trucks are presently parking on a 45 degree angle. _ ?lotion by Councilman Collins, seconded by Councilman Thomas to change the parking on S.W. 5th Avenue to a 35 degree angle (2 1/2 additional feet would be gained) and eenerete-ever remove the 3' section between the old sidewalk and the curb later, if needed. Chapman X Collins X Rubin Thomas X Watford Motion Carried. a. 1?ayor Chapman reminded Council and Staff Members present that they were invited to the Grand Opening of the Okeechobee News at the Fountain Square Plaza this afternoon from 3-6 p.m. Director Elders commented on the cost of the telephone pole on 6th Street. He will obtain further information in the matter and get back to the Council with the approximate cost.
