Councilman Rubin discussed the proposed
50% increase on water and sewage, and
questioned Administrator Drago on various
line items (i.e. pg. 39 - $500,000.00 debt
proceeds, pg. 41 - $1,177,000. improvement
replacement fund and $1,038,000 [debt
service fund], pg. 38 - $6,000,000. for
water plant expansion, pg. 37 - $2,000,000.)
Motion by Councilman Rubin to institute a
60% increase to the Beachwater
Association and a 60% increase to everyone
outside of the City Limits so that City
..�
residents do not have the burden, seconded
by Councilman Thomas, for discussion.

After lengthy discussion by Councilmen and
Stiff Members, Councilman Thomas withdrew
h. second. Motion died for lack of second.
Councilman Watford questioned user fees,
connection fees, capacity charges (pg. 36),
etc. and suggested that the Council examine
all avenues prior to increasing rates 50%.
Administrator Drago stated that the only
"crucial thing in Mr. Fortner's budget is
the Operating Budget - the rest of the Fund
Budgets are subject to Council approval in
the future". Councilman Watford requested
that expenditures be prioritized.

Councilman Rubin questioned engineering fees
in the Public Utilities Budget - whether or
not this work will be put up for bids.
Administrator Drago stated that there are
contracts ongoing and the only additional
contracts which will be necessary would be
the inspection on the water plant.
