OPEN PUBLIC HEARING FOR THE FIRST READING OF THE BUDGET ORDINANCES: 1. Mayor announces that the purpose of this public hearing is to consider the first reading of ordinances for the proposed millage rate levy and proposed budget for fiscal year 1988-89. 2. Mayor announces that the proposed millage rate levy represents 1% under the roll -back rate computed pursuant to Florida Statutes Section 200.065 (1). Mayor Chapman announced that the proposed millage rate levy represents 1% under the roll -back rate computed pursuant to Florida Statutes Section 200.065 (1). Chapman X Collins X Rubin X Thomas X Watford X Motion carried. r Mayor Chapman read, by title only, proposed Ordinance #607, as follows: AN ORDINANCE LEVYING A MILLAGE RATE WHICH RATE IS SET AT 4.54 PER THOUSAND ON ALL REAL AND PERSONAL PROPERTY, PROVIDING THAT 4.15 SHALL NOT BE LEVIED ON HOMESTEAD PROPERTY: THAT 4.15 SHALL BE USED FOR GENERAL CITY PURPOSES AND .39, INCLUDING HOMESTEAD, SHALL BE USED TO PAY PRINCIPAL AND INTEREST ON GENERAL OBLIGATION BONDS: THAT SAID MILLAGE RATE IS 1% LESS THAN THE ROLL -BACK RATE COMPUTED IN ACCORDANCE WITH F.S. 200.065 (1); PROVIDING AN EFFECTIVE DATE: September 12, 1988 page three COUNCIIrEMBERS/ACTION VOTE ABSENT YES NO b. Councilman Watford asked Administrator Drago for clarification of the current millage rate, Mr. Drago stated i$ was $4.15, which is stayin the same. The Debt Service (to pay off the obligation bond) will be raised $.09 .� Councilman Rubin continued his discussion, C, questioning of line items, including raises for department heads, increases after probationary periods, the correspondence from Administrator Drago regarding his recommendation of a 50% increase in all utilities. Chapman X Collins X Rubin X Thomas X Watford X Motion carried. yt Ordinance #608 was read, by title only, by Attorney Cook, as follows: AN ORDINANCE ADOPTING AN ANNUAL BUDGET FOR THE CITY OF OKEECHOBEE, FLORIDA, FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1988 and ENDING SEPTEMBER 30, 1989; WHICH BUDGET SETS FORTH GENERAL FUND REVENUES OF $1,862.125.00 and EXPENDITURES OF $1,862.125.00; PUBLIC FACILITIES IMPROVEMENT FUND REVENUES OF $798,373.00 and EXPENDITURES OF $628,895.00, LEAVING A FUND BALANCE OF $169,478.00; DEBT SERVICE REVENUES OF $264,680.00 AND EXPENDITURES OF $101,550.00 LEAVING A FUND BALANCE OF $163,130.00 WITH DEBT SERVICE RESERVE OF $2,133.00: LAW ENFORCEMENT SPECIAL FUND REVENUES OF $2,085.00 AND NO EXPENDITURES PROVIDING FOR AN EFFECTIVE DATE: September 12, 1988 page five COUNCILMEMBERS/ACTION VOTE ABSENT YES NO b. Councilmen, Attorney Cook and Administrator Drago engaged in lengthy discussion regarding Occupational Licenses. Mayor Chapman asked Mr. Cook and Mr. Drago to explore the feasibility of establishing reglatory fees, guidelines, fees, types of businesses, etc. for businesses domiciled outside of the City limits but doing business within the City. Motion by Councilman Watford to amend Executive Salaries (page 11 - #512) from $37,000 to $33,600, seconded by Councilman Rubin. .. Chapman Collins Rubin X Thomas Watford X Motion denied. Motion by Councilman Watford to amend Financial Services Equipment (page 14 - #513) from $1,450 to $1,000, seconded by Councilman Rubin. Law Enforcement (page 25 - #521) Salary reduced from $31,000 to $30,800 Equipment - 6400 (page 25 - #521) Reduce item by $700.00 r Fire Protection (page 28 - #522) Executive Salaries reduced from $27,000 to $26,500 Street Department (page 31 - #541) Executive Salaries reduced from $28,000 to $26,900 Chapman X Collins X Rubin X Thomas X Watford X Motion denied.
