C. OPEN PUBLIC HEARING FOR THE FIRST READING OF THE
BUDGET ORDINANCES:
1. Mayor announces that the purpose of this public
hearing is to consider the first reading of
ordinances for the proposed millage rate levy
and proposed budget for fiscal year 1988-89.
2. Mayor announces that the proposed millage rate
levy represents 1% under the roll -back rate
computed pursuant to Florida Statutes
Section 200.065 (1).

Mayor Chapman stated that the purpose of the

Mayor Chapman announced that the proposed

AN ORDINANCE LEVYING A MILLAGE RATE WHICH RATE
IS SET AT 4.54 PER THOUSAND ON ALL REAL AND
PERSONAL PROPERTY, PROVIDING THAT 4.15 SHALL
NOT BE LEVIED ON HOMESTEAD PROPERTY: THAT
4.15 SHALL BE USED FOR GENERAL CITY PURPOSES
AND .39, INCLUDING HOMESTEAD, SHALL BE USED
TO PAY PRINCIPAL AND INTEREST ON GENERAL
OBLIGATION BONDS: THAT SAID MILLAGE RATE IS
1% LESS THAN THE ROLL -BACK RATE COMPUTED IN

Councilman Rubin continued his discussion,

questioning of line items, including raises for
department heads, increases after probationary
periods, the correspondence from Administrator
Drago regarding his recommendation of a 50%
increase in all utilities. Administrator
Drago stated that without the 50% increase
there would be no capital improvement projects

Occupational Licenses. Mayor Chapman asked
Mr. Cook and Mr. Drago to explore the
feasibility of establishing reglatory fees,
guidelines, fees, types of businesses, etc.
for businesses domiciled outside of the
City limits but doing business within the City.
Motion by Councilman Watford to amend
Executive Salaries (page 11 - #512) from
$37,000 to $33,600, seconded by Councilman
Rubin.
