A. R Mossel Construction, Inc. 11- 001 -TRC continued. Technical Review Committee September 16, 2010 Page 2 of 2 Mr. Brisson presented the LaRue Planning Staff report of approval to the Committee. For clarification, Mr. McCree, architect of record representative for the applicant, was asked if this project was to be completed in two phases? He replied no. The site plan was to be approved for the entire project and the triplexes would be constructed in two phases. First the Westerly triplex would be completed and occupied, then the Easterly triplex would be constructed. Not enough in the billfold to construct both triplexes simultaneously. Mr. Brisson spoke briefly regarding the landscaping stating the site plan shows considerably more trees than the 18 that are required. Mr. Brisson also addressed the concern regarding the first parking space on NW 11th Street. The City typically requires at least 20 feet between the property line and the first parking space to allow adequate room for stacking outside of the right -of -way. This is a practical safety issue. In this instance, only ten feet is proposed. While the distance from the property line to the current pavement line is somewhat over 20 feet, this would not be the case were the road ever to be widened. The triplexes on the adjacent lots to the east and west have been setback in a manner that allows for the 20 -foot stacking between the first parking space and the front property line although the older multi family use on the south side of NW 11th Street and those along the west side of NW 3rd Avenue were constructed with less than the preferred 20 -foot stacking. The Committee decided it was better to keep the additional parking spaces with the 10' setback, than to eliminate any parking spaces to accommodate the 20' setback. Parking islands were discussed and determined not to be required. Sidewalks were not shown on the site plan, however Mr. McCree acknowledged they will be provided and will be shown on the revised site plan. A lengthy discussion ensued regarding dumpster and trash pick -up. It was determined by the Committee the development would require an area where either a dumpster or trash receptacles for each unit could be stored behind a screened area. No curb side pick -up. This area will also be shown on the revised site plan. The development shows septic tanks and drain fields. It was determined this was adequate, however the space is limited and Environmental Health would be the permitting entity to oversee requirements. Chief Smith stated, there is a hydrant on NW 10th Street and 3rd Avenue. The flow needs to be checked by OUA to determine gallons per minute. If the flow is not adequate, a new hydrant may be required. Building Official inquired whether there was any recreational area, Mr. McCree answered, no. Public Works and Police Chief had no additional comments. Chief Smith moved to approve 11- 001 -TRC to construct residential tri -plex for a total of 6 multi family units for property located 202 NW 11th Street, Okeechobee, FL with the following contingencies; revised site plan submitted showing sidewalks, screened dumpster location, and possible new hydrant. Motion carried unanimously. V. ADJOURNMENT— Chairperson. No islands are shown. The intent of this requirement is to break up the expanse of paving with landscaping. With 14 spaces, at least one island should be provided, and preferably two given the fact that the pavement in the parking area is greater than normal due to the extraordinary width of the parking aisle. Minimum dimension is about five feet. Landscaped Buffers (Sec. 90 -534) 10' on street frontage; 2' along other property lines. Based on about 174 feet of non- driveway frontage along the NW 1 1 th Street frontage and about 1,000 feet along the other property lines, there should be about 1,740 square feet of landscaped area along the roadway frontage and about 1,000 sf along the other property lines, indicating a total of about 2,740 square feet of buffer area. At 1 tree 3 shrubs /300 sf of required buffer 9 trees and 27 shrubs. Trees may be planted in clusters, but shall not exceed 50' on centers abutting the street. The site plan indicates a total of 30 trees along the periphery of the property. The number of shrubs also exceeds the minimum required. Other Requirements and Considerations: Parking: While no separate back -out space is provided for the northernmost parking spaces, we believe the width of the parking aisle is sufficient to accommodate the movements of vehicles exiting these spaces. This is how the situation was treated in a similar situation, (Bevis; 08-012 TRC) where two triplexes were built with about the same parking configuration. Sidewalks: (Sec. 78 -36): None exist along NW 1 Street and none are shown on the site plan. However in the aforementioned review of 08- 012 -TRC, the City required construction of a sidewalk along NE 10 Street. It should also be noted that in the aforementioned "Bevis" site plan, the distance from the first parking space to the property line was the standard 20 feet. Lighting Plan: (Sec. 78 -71): None necessary for such a small project; presumably unit porch type lighting will be adequate. Dumpster Location: Nothing shown as to the location and method of solid waste disposal. In the "Bevis" situation the Applicant requested allowing individual trash cans to be placed at the curb for pickup. The TRC noted that City would check with Waste Management and the Applicant would be required to provide a dumpster if Waste Management required it. Elevations: Elevations have been provided.
